ORDER

1. The University Grants Commission (UGC) has launched a scheme on skills development based
Higher Education, as part of college/university education, leading to Bachelor of Vocation
(B.Voc.) Degree with multiple exits such as Diploma/Advanced Diploma under the National Skills
Qualification Framework. Many affiliated colleges under the university of calicut submitted proposals
to UGC for commencing B Voc programmes in their colleges.

2. As per paper read 1st above , the UGC, New Delhi has approved the proposals of six Colleges
under this University for starting B.Voc Courses with a direction to commence the classes in 2014-
15 academic year itself. The colleges and programmes sanctioned are detailed below.

3. A meeting of the Principals as well as the teachers in charge of the B.Voc Programme was
convened on 19/06/2014 to discuss the various aspects such as approval of Syllabi, affiliation of
Courses etc of B.Voc Programmes and resolved to form a Co-ordination Committee comprising of
the teachers concerned, Director,College Development Council and DR, General and Academic
Branch IV for proper co-ordination of the preparation of Syllabi and relaled matters.

4. Subsequently, the Co-ordination Committee met on 26/06/2014, discussed the draft Regulations
for B.Voc courses prepared by the faculty of Farook College, Calicut and suggested
necessary modifications. The Draft Regulation was then placed before the Steering Committee on
CBCSS UG in its meeting held on 05.09.2014. As recommended by the CBCSS UG Steering
Committee, a new Committee, exclusively for the Study/Preparation and approval of Regulations of
B.Voc Programme was constituted with Dr. K M Naseer, Member of the Syndicate as the Convenor
and the committee which met on 07.10.2014 recommended to start the admissions to B Voc
programmes on 24.10.2014 and the classes on 27.10.2014. The Vice Chancellor approved the
minutes of the committee exercising the powers of the Academic council in view of exigency and
implemented the Regulations in the University from 2014' admission onwards vide UO
No.9809/2014/Admn dt. 23.10.2014.

5. Vide paper 5 read above, the colleges have submitted applications for affiliation of the B Voc
programmes remitting the required fee. Since B Voc Programmes are envisaged by the UGC as a
special one-time scheme for skill development as part of National Skills Qualification Framework with
strict direction to start the programme in 2014-2015 itself, the Hon'ble Vice-Chancellor has ordered
on 04-11-14, to place the matter of granting affiliation to the courses as a special case, before the
Syndicate for consideration.

6. Accordingly the meeting of the Syndicate held on 10/11/2014 considered the granting of affiliation
to Bachelor of Vocation (B.Voc) Programmes sanctioned by the UGC in colleges affiliated to Calicut
University and resolved vide item No. 2014-938 to approve the same and to grant affiliation from
the academic year 2014-15 onwards.

7. Provisional affiliation is, therefore, granted to the aforesaid six colleges for starting courses
mentioned in column 3 of para 2 above for the academic year 2014-15 with permission to start
classes during 2014-15 itself subject to the approval of the Syllabi of the same.

8. The fee stucture of the course shall be similar to that of aided courses, during the period
of financial assistance by UGC. Selection and admission shall be made only on the basis of the
Rules and Rregulations of the University/UGC and on the basis of the directions issued by the
University/UGC from time to time, failing which the affiliation granted will automatically be cancelled.

9. Affiliation granted is provisional and only for the academic year 2014-15. The colleges have to
apply for continuation of affiliation for the ensuing years, remitting the fee fixed by the University.
Admission to the next academic year shall be made only after obtaining prior permission from the
University.

10. Orders are issued accordingly.
