Experts consider that building an airport at the military base of Santa Lucia is not the best

option by many aspects and conditions, they said that expand the military base will not
cover enough the demand of the population however the government considers that the
budget to build in Santa Lucia is lower than complete construction in Texcoco.

First of all, the option of Santa Lucia is inviable for several factors: The size of the military
base is insufficient to build the necessary tracks, the difficulty to air control and
organization, air traffic, security, the geographical condition, characteristics of the ground,
efficiency, the weather, in comparison with some factors in the land in Texcoco, there are
better conditions there.

Secondly, the Texcoco airport was in process of construction, it has a 30% advance and it
has not been canceled definitively, until Power Judicial has enough studies, also is
important to mention that be able to expand the military base, it is necessary to obtain
permits to be able to operate as an airport to comply with the laws and relocate the base.

Finally, this does not mean that the construction of Santa Lucia is impossible; it solves the
problem in the short term with an inefficient operation, the experts agree that Texcoco
airport is more viable than Santa Lucia airport.

In conclusion, I would say that we need to think about the future, consider the expansion
capacity of both to control saturation in the future, Texcoco is not the perfect solution but
there are more favorable aspects to build.
