Executive Summary

1. FERTILIZER OFFTAKE

1.1 Fertilizer Offtake during December, 2009

The provisional data reveal that overall nutrient offtake during December 2009 was about 548
thousand tonnes compared to 324 thousand tonnes of December 2008, which represented a increase of
80.4 per cent. Nitrogen offtake increased by 65.5 per cent and phosphate by 109 per cent. Potash also
witnessed upward trend of 93.4 per cent. In product terms urea offtake was 913 thousand tonnes,
while DAP 177 thousand tonnes with a increase of 60.1 and 167.5 per cent, respectively over
December 2008.

1.2 Cumulative Fertilizer Offtake during Rabi 2009-10 (October-December)

Total fertilizer nutrient offtake during Rabi 2009-10 (Oct-Dec) was about 1,338 thousand tonnes,
which increased by 27.3 per cent, compared with same timeframe of last Rabi. In product terms, urea
offtake increased by 26.4 per cent only while DAP increased by 23.1 per cent.

2. FERTILIZER PRODUCTION AND IMPORTED SUPPLIES

Total fertilizer production during December 2009 in Pakistan was about 598 thousand product tonnes.
Of this, urea production was 461, DAP 59, CAN 32, Nitrophos 31 and SSP 15 thousand tonnes.
Imported supplies during December were 312 thousand tonnes which comprise 265 thousand tonnes
of Urea and 43 thousand tonnes of DAP.

3. PRICE TREND

3.1 Domestic

The average retail prices of urea remained constant in the range of Rs. 778/- to Rs. 801/- per 50 kg
bag. DAP prices slightly increased by 0.6 percent from Rs. 1996/- in November to Rs. 2008/- per 50
Kg bag in December, 2009. Other phosphatic products like SSP, NP and TSP also increased by 5, 0.3
and 0.4 percent respectively.

3.2 International

Urea prices in the international market during December 2009 were stable. However DAP prices have
upward trend. Fob bulk Yuzhny urea price moved between US $ 250-270/t. Fob bulk prilled urea in
Arabian Gulf was quoted at US $ 275-310/t. DAP in US Gulf was in the range of 330-380/t fob.

4. WEATHER

In December, three troughs of the western disturbances passed across the country. Under the influence
of these systems, light to moderate rains was received in North Western parts of Balochistan, NWFP
and Azad Kashmir. Dense and thick fog also reported from agricultural plains of Punjab and some
adjoining Sindh areas.

5. OUTLOOK FOR RABI 2009-10

Rabi 2009-10 started with a balance of 176 thousand tonnes of urea. Domestic production during the
season is estimated at 2,467 thousand tonnes. Estimated imports for current seasons are 697 thousand
tonnes. Urea offtake during current Rabi 2009-10 is estimated at about 3,168 thousand tonnes, against
the 3,339 thousand tonnes availability. Keeping in view the local production and imported supply the
position seems comfortable for rest of the season.

DAP availability in current season would be 974 thousand tonnes, which included 129 thousand
tonnes of inventory, 573 thousand tonnes of imported supplies and domestic production of 272
thousand tonnes. DAP supply/demand situation would be satisfactory throughout the season. Other
complimentary phosphate products such as SSP, NP, MAP and TSP are also available in the market to
meet the phosphate demands.

7. OUTLOOK FOR RABI 2009-10

Table 6 presents a provisional outlook for Rabi 2009-10. The present outlook is based on estimates of
domestic production agreed by producers and confirmed imports. About 3,339 thousand tonnes of
urea would be available against the estimated demand of 3,168 thousand tonnes till the end of current
Rabi season. Urea production units have worked above than the potential. Keeping in view the
situation so far, the urea supply expected to be smooth in the coming months upto March of this year.

Rabi 2009-10 started with 129 thousand tonnes inventory of DAP. Domestic production would be 272
thousand tonnes. Estimated offtake is 776 thousand tones. An amount of 373 thousand tones of DAP
has been imported during first three months and an additional 202 thousand tones of DAP import are
require in next three months. In view of expected demands against supply the situation would be
comfortable throughout remaining Rabi 2009-10.

10. WEATHER SITUATION

Due to persistent dry weather in the country, all Rabi crops have insufficient water available to meet
its requirement. Sowing of late variety of Rabi crop was over and harvesting of sugarcane continued
throughout the country. Due to fall of temperature, fog was prevailed over plains of Punjab however
the prevailing fog slowdown the photosynthetic process in plants. Sufficient rainfall during the month
of January is needed to recharge the depleted soil moisture balance in cultivated areas on one hand

and will provide healthy atmosphere on the other however there are no chances of enough rainfall in
January to meet the needs of crops.

Almost dry weather prevailed over the country in December however below normal precipitation is
reported form hills of NWFP, Kashmir and North, northwest Balochistan except Quetta valley which
represents the Agricultural land of Balochistan above normal 32mm (30mm) rain fall fro 11 days is
reported. The highest amount of rainfall was received at Pattan (NWFP) with 93 mm.
