1. EXECUTIVE SUMMARY

Hoxana Consulting Engineers have been appointed by the Steve Tshwete Local
Municipality (STLM) to undertake the planning, design and construction monitoring for the
implementation of a new 132/11kV substation in Middleburg South. The implementation
of this project will assist in supplying an expected 32MVA industrial load in Middleburg
South. The substation will be supplied from Nazareth 132/11kV substation and it will link
with Verdoon substation.

The report also describes the project scope, scale, character, form and functions and the
programme for the implementation. It documents what has been undertaken during the
Inception Stage of the project and, as such marks the completion of this phase of the
project. The documents is a comprehensive feasibility study for the project.

The approximate location of the substation was identified during a site visit. The route in
which the cables would run was also identified and the route estimate was calculated
using google maps and cadastral layouts for the area. The proposed cable size to link
Nazareth substation and the new substation in Middleburg South is 1000mm². This cable
will have the capacity to carry load required at Nazareth substation and Verdoon
substation. There is also future plans to link the New Substation to Aerorand 88/11kV
substation that means Aerorand will upgrade to a 132/11kV substation.

The construction of Middleburg South 132/11kV substation is expected to take place in


2025 according to a master plan designed by Motla Consulting Engineers. There is need
to expand Nazareth substation to include two feeder bays that will feed the new substation
in Middleburg South. Two 132kV feeder bays will be designed at the new Middleburg
South substation to feed Verdoon substation.

The substation will have two 40MVA, 132/11kV, and YNd1 transformers. The n-1 criteria
will be used for the substation design. A load of 32MVA is expected for the new
developments to be supplied by the new substation.

The project cost estimate for the construction of Middleburg South intake substation is
R275 445 332.72 inclusive of VAT, contingencies.

2. INTRODUCTION

2.1 TERMS OF REFERENCE

Steve Tshwete Local Municipality appointed Hoxana Consulting Engineers (Pty) Ltd
(HCE) on 18 March 2019 as Consulting Engineers for the implementation of Normal
Services (limited to Stage 1: Inception to Stage 6: Close Out) in terms of the Engineering
Council of South Africa (ECSA) Guideline Scope of Services and Tariff of Fees
(Government Gazette No 39480-4 December 2015), to design and monitor construction
of a new 132/11kV substation in Middleburg South.

2.2 PROJECT BACKGROUND

The industrial area in Middleburg South is expected to grow by 2015. An anticipated


32MVA load is expected in the new industrial development. The closest substations to the
areas are Nazareth 132/11kV substation and Aerorand 88/11kV substation. Nazareth
substation has a firm capacity of 20MVA and it is not capable of supplying the anticipated
loads. At the same time, Aerorand which seems to have capacity to add additional load
is running ion the 88kV network. Eskom is experiencing problems with the 88Kv
transmission lines with some of them not working at the moment. This leaves Eskom with
the insufficient capacity on the 88kV network. Hence, it is necessary to upgrade 88kV
substations to 132kV and build a few more substations in areas where the load will be
huge to be handled by existing substations.

Electrical Engineers from Hoxana Consulting Engineers conducted a site visit in order to
get the information required for the substation to be constructed. The closest substation
that is feasible to supply the new substation is Nazareth 132kV substation. An alternative
is to get the supply from Eskom Transmission substation located opposite to Nazareth
substation. The later will increase additional costs in Eskom connection fees and running
costs since Eskom will have to charge maximum demand for the new intake. The first
option is highly likely to be implemented. Two bays will be constructed at Middleburg new
substation that will feed Verdoon substation. Verdoon substation is currently operation at
88kV but it will soon be upgraded to 132kV and the plan is to supply it from Middleburg
new substation. Both Middleburg and Verdoon will be fed from Nazareth substation.

3. PROJECT DETAILS

3.1 LOCATION

Steve Tshwete Local Municipality is situated located in the Nkangala District of the
Mpumalanga Province. It is one of the larger municipalities of the six in the district. In
1994, Middelburg and Mhluzi, as well as Hendrina and Kwazamokuhle, amalgamated to
form the Transitional Local Councils. In 2001, the Transitional Local Councils of
Middelburg and Hendrina, as well as some smaller towns, were amalgamated. A new
municipality was formed, namely Steve Tshwete Local Municipality. The main towns are
Hendrina, Middleburg, Pullens Hope and Rietkul and the area stretches over 3 976km².
Figure 2 shows the location of the municipality.

3.2 PROJECT SCOPE

The scope entails the construction of a 132/11kV substation with auxiliaries which
include:
 132/11kV Switch Yard with 2 feeders and 2 transformer line
 A building housing the control room and other equipment
 Transmission cable from the feeding substation
 A boundary fences

4. FEASIBILITY STUDY

The scope of this feasibility study will be limited to the identification of potential site
location and transmission cable routes.

4.1. SELECTION CRITERIA

The selection criteria were chosen in a way to ensure practicality and minimise cost.
Below is a list of the criteria for site and cable route selection:

 Is the site land owned by the municipality?


 Is the site located on or near a wet lands?
 Is the site located near Nazareth, Aerorand and Verdom substations?
 Are there any rocks present on site?
 Are there any underground services on the selected site?
 Are the municipal water and sanitation connection point located in proximity?

Cable route selection criteria:

 Are there any potential conflict with existing underground services?


 Are there any conflict with existing Eskom Transmission lines?
 Are there any rocks or potential ground water infiltration problem which may cause
problems during excavations?

 Is the selected route the shortest possible?


 Is there any land conflict along the selected route?

4.2. GENERAL SITE CONDITIONS

As it can be seen for the figure below, the available area is limited by plan development
of a residential or industrial area in the north west, a wet land stretching west to east
up until the min in the east, and finally private farms area in the south. Hence, there
are very limited options for the possible location of the substation.
Additionally, there is a water treatment plan in the South East which receive water
through 350-375mm bulk raw pipe from Middelburg, Kruger, Athlone and Pienaar
dams. These underground pipes and the electrical pole which provide the water
treatment plant will constraint the choice of the site and the cable route.

An Eskom 440/132kV Substation is located next to the Nazareth Substation. A 400kV


Transmission and seven 132kV Transmission lines are connected to the Eskom
Substation, which limits the available possible routes. Figure shows all the services
and infrastructure around Nazareth Substation.

4.2. SITE LOCATION ALTERNATIVES

Based the constraints mentioned above and the necessity of proximity to Aerorand,
Verdom and Nazareth substation, three site locations have been proposed as shown in
figure below.

5. TIME SCHEDULE

A preliminary construction programme was drawn up during the Project Inception Stage,
in terms of the contractual programme included in the Tender. Table 2 shows the
construction programme.

6. WAY FORWARD

Submission of this Feasibility Study Report and Annexure concludes the Preliminary
Design Stage.

We propose that Steve Tshwete Local Municipality review this report, which is to be
following by review meetings (if required) or formal go ahead for Hoxana Consulting
Engineers to continue with the Detail Design Stage.

Please contact the Project Director should you require any additional information or
clarification in terms of this Feasibility Study Report in conclusion of ECSA Stage 2:
Concept and Viability.
