EXECUTIVE SUMMARY

As stated in the vision of the Department of Education, Tupsan National School


continuously improves itself to provide quality basic education through its programs and
projects which are responsive to the needs, interests and aptitudes of learners.

A three-year roadmap (SIP) of interventions for the school has been crafted and
undertaken with the help of the community and stakeholders. Evidences, data and
information were gathered in order to identify and address problems and challenges in
school. Specifically, it focuses on increasing the enrolment and keeping its completion
rate to a standard percentage, submitting itself to SBM accreditation, reading
comprehension skills of students, health and nutritional status of the learners,
constructing intervention materials and facilities for reading and physical facilities,
increasing the rate and participation of stakeholders in school activities and focus on
sports.

The following programs and projects are designed to attain its goals: Oplan Balik
Eskwela: Halika Na, Keeping the Interest of Students in School, A FRIEND Reading
Program, LIFT Program, PATSADA Program, School-Based An Egg A Day Drives
Hunger Away Feeding Program, Community of Researchers and Innovators: Go for
Change and Development Program, SBM One Up, and Instructional Materials
Development Project.

To ensure the successful implementation of the School Improvement Plan (SIP),


the School Planning Team will conduct once in every quarter assessment using the
Project Monitoring Report Form. The result of the monitoring will be discussed both by
the School Planning Team (SPT) and Project Team (PT) in order to come up with
Recommendations/Action Points.

INTRODUCTION

School Improvement Plan is a 3-Year Plan of the school for the purpose of
improving the students and school performance. This is conceptualized and framed in
response to R. A. 9155, otherwise known as Governance of Basic Education Act 2001,
which cited that the school head is empowered to make an initiative to develop school
improvement plans. This is also rooted in the SBM’s shared governance and shared
accountability which mainly give birth to the School Planning Team composed of the
School Head, Punong Barangay, Barangay Kagawad, SGC Chairman, GPTA President,
SBM Coordinator, FASA President, SIP Coordinator, and SSG President (student
representative).

This document was realized through the collaborative efforts of the


School Planning Team. This was prepared in a thorough consultation with the above-
mentioned stakeholders. They painstakingly i d e n t i f i e d t h e s c h o o l ’ s s i t u a t i o n
t h r o u g h S W O T a n a l y s i s a n d o t h e r m e t h o d s , i d e n t i f i e d t h e school’s goals
and objectives, and the schools’ priorities in the next three years. The SIP shall serve
as the guide for the school head in managing the school taking into
consideration the different goals and objectives in every area of the educational system.
This is also a good source of information for the stakeholders, on which area,
goal and objective they can extend assistance to the school head, in
particular, and the school in general. The school h e a d , using this
document, may make representations and create linkages to
w o u l d - b e benefactors and other persons who would be extending
assistance to the school in realizing the goals and objectives stated herein.

School Improvement Plan will enable the school to develop various functional
projects that will respond to the needs the must-have and the must-be of the school.
This will only be possible if shared governance in the community will be dignified, as
well as accountability among committed and supportive stakeholders. With this, great
things are truly possible to promote functionally literate students in our school.

SCHOOL HISTORY

Tupsan National High School at Tupsan, Mambajao, Camiguin is situated 10 km


from the center of Mambajao. It is composed of students coming from Barangay
Tupsan, some from Tupsan Pequeno, Benhaan, Mapa and a few from Magting, Anito
and Balbagon.

Tupsan National High School existed because of the love in the hearts of the
community and their thirst for education. The nearest high school before was 10
kilometers away. There was difficulty for the students to go to school everyday.

The Council members headed by Atanasio Lusdoc, Sr recognized this dilemma.


Seeing this sad plight in one of their sessions, they formed the committee members to
make plans in establishing a school in the barrio. After many consultations and
surpassing the odds, the plan was materialized and Tupsan Barrio Night School was
founded on July 27, 1967. They utilized the classrooms in the Elementary School found
in the barrio. They used pertomax borrowed from the neighborhood to give light. A
problem existed for the students found difficulty in going home for there was no
electricity yet. Seeing this problem, the classes were transferred to day time still using
the elementary classrooms. At that time, construction of rooms for the high school also
started. This prompted the name of the school to Tupsan Barrio High School.

In 1993, the school acquired a lot through the donation of the family of the late
Antonio Unchuan. Buildings were constructed. More buildings were constructed so the
students were all transferred to the new lot. The name changes to Tupsan Barangay
High School and later on to Tupsan National High School.

As the population increases, in 2007, the Barangay Council headed by the latec
Julius C. Sun asked the Municipal Government to purchase a lot adjacent to the existing
lot. The lot purchased and more building was constructed giving comfort to the students
and teachers.

The school was realized due to the concerted efforts of the community
contextualizing the saying “It takes a village to educate a child”.
