Research Environment

The locale of the study is in Barangay Pahina Central which is located in Cebu City. The barangay

has an area of 26.26 hectares situated at about 6.0 meters above mean sea level. Pahina Central

is bounded by J. Climaco Street, Sanciangko Street etc. Sanciangko Street has many

establishments including New Cebu Colisem, Elizabeth Mall, Custom's Building and some

eateries

The study was conducted along the Sanciangko Street from One Central to Denman Enterprise

across J. Climaco Street. The road has an area of 660 square meters .The street is prone to

massive flooding. Heavy rainfall causes abrupt rise in water level while water recedes at slow

rate after heavy downpour rendering the street to be impassable by both vehicles and

pedestrians.
