Chapter I

The Problem and its Background

Introduction

“You are what you eat.”

This phrase was the earliest readily identifiable by Jean Anthelme

Brillat-Savarin, in 1826, in his seven-volume book The Physiology of taste

(Culinarylore, 2016).

Unhealthy Foods are any foods that are conducive in maintaining

one’s health. There is a growing concern that junk food availability in

schools has contributed to the childhood obesity epidemic (Datar &

Nicosia, 2013). School Management Canteen should observe the foods

that are being sold to the students.

Adolescent spend more of their time staying in school. The

availability of foods in the school canteen can affect and contribute to the

student’s health. According to Technology and Home Economics (1999),

school environment is one of the factors affecting the proper nutrition of

the adolescents. It also stated that the school can integrate nutrition in

subjects like science, mathematics, social studies, and values education. It

can also offer nutritious foods in school canteen.

The school can enhance children’s skills, knowledge and behaviors

in relation to healthy eating. Children and adolescents are increasingly

targeted by the food industry through aggressive marketing tactics, with

evidence showing that food marketing towards people under 18 is

dominated by unhealthy foods and beverages (Reeve et al., 2018).

One of the concern of DepEd Order 13, S. 2017 or the Policy and

Guidelines on Healthy Foods and Beverage Choices in Schools and

DepEd Offices is to promote and develop healthy eating habits among the

youth and DepEd employees by making available healthy, nutritious and

affordable menu choices, and for setting food standards.

As stated on the DepEd Order 8, S. 2007 also known as the

Revised Implementing Guidelines on the Operation and Management of

School Canteens in Public Elementary and Secondary Schools Policy

Statement 4.4 only nutrient-rich foods such as root crops, noodles, rice

and corn products in native preparation, fruits and vegetables in season,

and fortified food products labeled rich in protein, energy, vitamins and

minerals shall be sold in the school canteen. Beverages shall include milk,

shakes and juices prepared from fruits and vegetables in season.

DepEd warned that any personnel who will violate any provision of

the said guidelines “shall be dealt administratively” as pursuant to its

existing rules and procedure on administrative cases. (Malipot, 2017)

The Nutrition-Friendly Schools Initiative (NFSI) of World Health

Organization (WHO) aims to improve the nutritional status of school-age

children and it is an effective investment for improving educational

outcomes of school children, establishing healthy dietary and physical

activity patterns among young people thereby promoting health and

nutritional well-being and preventing obesity and various non-

communicable diseases, and improving nutrition among adolescent

girls, which in a life course perspective, will benefit the health and nutrition

of the future generation.

According to Dr. Corinna Hawkes, International Food Policy

Research Institute of WHO, schools have become an increasingly

important venue for brand building by food companies. Government

authorities appear more willing to consider restricting food marketing in

schools relative to other platforms.

This study discuss about the assessment on the regulation of

unhealthy foods inside Amparo High School canteen.

Background of the Study

Unhealthy foods, or junk foods, are now affecting students' health.

Researchers found out that these foods affect the health of children.

Obesity and malnutrition are one of the effects of it according to World

Health Organization that's why they urged countries to restrict the

marketing of unhealthy foods in schools and setting food standards to

increase the availability of healthy options.

In response to WHO's order, The Department of Education (2005)

issued the DepEd Order No. 14 S. 2005 entitled "Instruction to Ensure

Consumption of Nutritious and Safe Food Schools" that tells students must

consume nutritious and safe foods in order to have a healthy living.

But Jocelyn R. Uy (2017), reporter of Philippine Daily Inquirer,

stated that the March 17 Memorandum would keep away fat-laden, sugary

and high-sodium foods from canteens in all public elementary and high

schools and DepEd offices to fight malnutrition and obesity among

students.

It cited 2014 National Nutrition Survey by the Food and Nutrition

Research Institute showing that 29.1 percent of Filipino children aged 5 to

10 were underweight while 9.1 percent were overweight.

She also stated that the food policy was also in response to a

recent workshop of the World Health Organization, which urged countries

to restrict the marketing of unhealthy foods in schools. Most of the people

are not aware about the DepEd Order and the Memorandum about the

marketing of unhealthy foods in school canteens. Because of that reason,

the DepEd Officials conducted random inspection in schools' canteen.

The inspection and observation of DepEd became the reason why

they proposed a new order about this issue. The DepEd Order No. 13 S.

2017 or "Policy and Guidelines of Healthy Food and Beverage Choices in

Schools and in DepEd Offices" is made. This order promotes and

develops healthy eating habit among youth and DepEd employees. It also

states that school's officials must set healthy food standards and nutritious

menu for students in their canteen (DepEd, 2017).

Education Secretary Leonor Briones (2017) prohibits marketing of

any kind of junk food and beverages in schools and during school

activities. It also applies to DepEd Officials. The prohibition is part of the

policy and guidelines that is outlined in DepEd Order No. 13 issued on

March 14, 2017.

DepEd Officials are still waiting to the response of schools in

accordance to their orders.

Statement of the Problem

This study will assess the regulation of the unhealthy foods inside selected

public and private schools’ canteen. At the end of the study it is expected

to answer the following questions:

1. What is the demographic profile of the respondent in terms of:

1.4 Income

1.5 BMI

2. What are the factors that may affect the implementation of school

canteen regulation based on:

2.1 The World Health Organization's Standard

3. What will be the possible effects of unhealthy food prohibition inside

school canteen in terms of:

Hypotheses

In considering a study entitled "Assessment on the Regulation of

The Unhealthy Foods Inside Amparo High School Canteen: Basis Policy,

Guidelines and Good Governance.” The researchers formulated two

hypotheses. These are the following:

Ho = unhealthy foods in school canteen can affect one's health.

HA = students spend most of their time staying in school and most of them

buy their foods in the canteen but the researchers noticed that most of the

food they're selling are unhealthy

Scope and Delimitation

This study focuses on the assessment on the regulation of the

unhealthy foods inside selected public and private schools’ canteen.

The respondents of the study are limited to the senior high school

students, Teacher – In – Charge to the canteen management, canteen

staffs and operators.

This research covered only Amparo High School as well as their

canteen staffs and operators.

The researchers will interview a total of 25% of the students in

senior high school of AHS.

Significance of the Study

Selling unhealthy foods in the school canteen is strictly prohibited

and banned by the Department of Education. However, some canteens

are disregarding this. That is why the researchers conduct this study to

prevent and stop this act. This will be important to the following:

To the students. All the right diets should be given as it helps them

to grow mentally and physically. The school's authority also takes special

measures to avoid the unhealthy food from being sold in school (Kumar,

2016)

This study allows the students to be aware about the food they are

eating inside the canteen; if those are healthy or not. It also helps them to

know the effect of unhealthy food in their health and how it affects their

studies.

To the school. They will be mindful of the image it will obtain if ever

an inspection will be conducted in the school canteen and more

specifically, when the observers found out that the food they are selling is

prohibited.

To the parents. They will be conscious about the food that their

children are eating; if their kids are buying healthy foods and drinks. The

canteen might suffer financial loss if the parents decided to prepare

packed meals for their children instead of buying unhealthy food in the

school canteen.

To future researchers. The ideas presented in the study may be

used as a reference data in conducting a research related to the topic.

This will also serve as a local related literature for researchers or students

who are aiming to alter or remove the unhealthy foods in the menu of their

school canteen and change it to a right and healthier menu.

Definition of terms

This is to provide a clearer explanation on the terms used in the

study. The following are defined operationally.

Assessment - Is the ability to assess or evaluate.

Beverages - Are liquids that you can drink.

BMI or Body Mass Index - Is the measurement of body fats based on

your height or weight.

Consumption - Is the act of eating or drinking something.

Governance - The action, function, or power of officials.

Guidelines - A principle used to guide and direct a certain action.

Inspection - An official visit to a officials, to see if rules are being followed

or implemented.

Instruction - A statement that describes how to do something.

Laxity - Unstrictness of rule or condition.

Malnutrition - Is the unbalanced intake of nutrients resulting to poor

health.

Memorandum - An informal written agreement that has not yet become

official.

Nutritious - Having substances that a person needs in order to be

healthy.

Obesity - Is a condition in which excessive accumulation of fats are

stored.

Officials - Are people with positions in different organizations.

Overweight - Exceeding the normal weight of an individual.

Policy - A principle that keeps the action in order.

Prohibits - To order someone not to use or do something.

Promotes - To contribute to the growth or prosperity of an issued order.

Public Schools - Schools controlled by local government unit.

Random - Choosing without a particular plan or pattern.

Regulation - To control or direct according to a rule.

-Conduct regulation for a rule or law.

Schools’ Canteen- Place in which it provides the food needed by the

students and staffs as well. This place also promotes healthy eating habit .

Standards - The level of quality that is considered acceptable or

desirable.

Underweight - Is a condition in which the weight is below normal.

Unhealthy Foods - Foods that are harmful to health.

Chapter II

Review of Related Literature and Studies

This chapter presents the related local literature and studies and

the comprehensive research done by the researchers. This chapter

highlights the prohibition of unhealthy foods inside Amparo High School

canteen.

Local Literature

The DepEd Order 13, S. 2017 or the Policy and Guidelines on

Healthy Foods and Beverage Choices in Schools and DepEd Offices aims

to promote and develop healthy eating habits among the youth and DepEd

employees by making available healthy, nutritious and affordable menu

choices, and for setting food standards.

According to the Inquirer (2017) public schools nationwide were

given three months by the Department of Education (DepEd) to get rid of

refrigerators and other facilities bearing the logo of unhealthy foods as a

part of its bid to promote healthy eating among students and teachers. To

control and reduce the sale of unhealthy foods inside schools’ canteen, the

said order identified the typical forms of marketing to this that will no longer

be allowed in schools. These include advertising through branded vending

machines, refrigerators and ice boxes; signs in school canteens and sports

facilities; sponsorship of sports events and school programs; and

promotion through celebrity endorsements and price discounts or

vouchers as educational rewards (Uy, 2017)

Xianne Arcangel, reporter of CNN Philippines stated that last June

22, Mayor Herbert Bautista of Quezon City released an ordinance that

bans selling of junk food and sugary drinks in all schools in the city. The

ban on the sale and distribution of unhealthy foods and drink covers an

area within a 100-meter perimeter of private and public preparatory,

elementary and high schools in the city. They have a strict implementation

in this kind of situation.

The prohibited food in their city includes processed meat such as

hotdogs, sweet pastry products like cookies and deep fried snacks such as

banana cue.

According to the reporter of Manila Bulletin, Merlina Hernando-

Malipot, the DepEd warned that any personnel who will violate any

provision of the said guidelines “shall be dealt administratively” as

pursuant to its existing rules and procedure on administrative cases.

There are three categories that are explained in “Policy and

Guidelines on Healthy Food and Beverage Choices in Schools and in

DepEd Offices” issued by the Department of Education (DepEd). These

are the green, yellow and red category.

In green category are those that should always be available in the

canteen and “the best choices for a healthy school canteen.” These are

foods and drinks that contain wide range of nutrients, with saturated

fats less than three grams; with no trans-fat; and those that have

lesser added sugar and sodium per serving

While foods under the yellow category should only “be served once

or twice a week only, in small servings, and should be less prominent in

the canteen menu,” according to the DepEd.

DepEd said that foods and drinks under the red category, with

saturated fat more than 5 grams, with trans-fat; added sugar or total

carbohydrates more than 20 grams and those with more than 200 mg

sodium, “should not be served in healthy school canteens,” (Malipot,

2017).

Local Studies

Roland S. Cartagena from De La Salle Araneta University

conducted a study entitled “Are the foods and drinks in your school

canteen healthy? An Assessment of the Nutritional Value of the Foods and

Drinks sold at the School Canteens of De La Salle Araneta University,” he

stated in his review of related literature that there are no substantial

literatures about the nutritional values of foods and drinks offered at school

canteens. But some foreign studies supported this study.

He cited that the World Health Organization (WHO) reports on diet,

nutrition and prevention of chronic diseases pointed out that consumption

of energy-dense foods which are foods that have high fat or sugar content

could highly influence weight gain and overweight.

He also cited, Tanchoco et al. (2006) that the study in the

Philippines on childhood obesity reveals children in private schools are

prone to this because they are exposed to calorie-rich foods and

sedentary behavior at home and in school.

The 2012 Nutritional Guidelines for Filipinos have similarly advised

the consumption of more fruits and vegetables in the Filipino diet and limit

the intake of foods that are high in fats, sugar and salt (Cartagena, 2014).

According to the Healthy Canteen Kit−Canteen Manual with good

management and marketing practices, a canteen can provide healthy and

affordable foods. They also added that the school canteen is a small

business and it requires good management practices to be efficient and

successful.

The Canteen Manual also enumerates the effective canteen

management. These are the following:

a. everyone involved knows its goals and objectives and is familiar

with its policies

b. canteen staff and committee develop an implementation plan to

achieve policy goals

c. day-to-day operational procedures are structured and enforced

d. staff are adequately trained and supervised

e. staff carry out efficient stock management, accounting and

financial procedures

f. staff are familiar with and comply with relevant legal

requirements regarding food safety and occupational health and

safety standards

It is stated in their Role of The School Council that many school

councils are now recognizing that an important aim of the canteen, in

addition to being financially viable, is to provide nutritious foods

and promote healthy eating and this aim should be acknowledged in the

canteen policy.

Conceptual Framework

Students tend to buy unhealthy foods inside the school primarily

because of a few reasons. They lack of knowledge and understanding of

what would be the effects of junk foods to their body, they don't know what

is considered healthy or unhealthy. Sometimes, options of better nutritious

are offered in the canteen but they are less appealing to the eyes of the

students. Healthy food tends to be the last option when deciding where the

limited amounts of money of students should go.

Chapter III

Research Methodology

This chapter presents the research design, locale of the study, and

the population and sampling sizes that the researchers use in conducting

the study.

Research Design

The study used Causal-Comparative or Quasi-Experimental method

of design to determine the effects of unhealthy foods inside public school’s

canteen if they are abiding the rules and regulations of the DepEd.

Locale of the Research

The researchers chose to conduct the study in the canteen of

Amparo High School, their own public school.

The Respondents

The respondents of this study are the following:

1. Senior High School Learners of Amparo High School (AHS).

2. Canteen Staffs and Management of Amparo High School

3. Teacher – In – Charge

Population and Sampling Sizes

Out of 234 students of Amparo High School the researchers

gathered 25% of it. Their canteen staffs and management are also

included.

Purposive Sampling is used in conducting this study. This type of

Non-Probability Sampling is selected based on characteristics of a

population and the objective of the study. In this sampling method, the

respondents are all invited to participate.

Research Instrument

Questionnaire is the research instrument used by the researchers in

this study. It involves a series of question that makes use of checklist and

rating scales and designed to obtain the information on the study.

The questionnaire was developed by identifying what information

should obtain, knowing the respondents and reviewing the literature.

Data Analysis Procedure

The researchers will provide the questionnaire for the respondents

of the study to obtain the necessary information.

The handling of the questionnaire will be given by the researchers

personally to the respondents. After answering the questions and filling the

necessary information the researchers will collect the questionnaire. The

answers per question will be recorded, counted and computed to formulate

an analysis. This procedure will be used both in private and public school.

The gathered data information will be the basis if the hypothesis of

the researchers is proven to be true. This will also serve as a guide to

answer the questions in the study.

Statistical Treatment of Data

The researchers will use the Percentage statistical treatment to

interpret the data effectively.

A. Percentage distribution: it will use to determine the frequency

and percentage distribution of the respondents.

Formula: % = (F/N) 100

Where:

% is the percentage

F is the frequency

N is the total number of respondents

100 is the constant value

The demographic profile of the student respondents of Amparo high

school in terms of:

The percentage of female respondents is 72.9% while 27.1% is the male

respondents.

55.9% of the respondents are 16 years old, 33.9% is 17 years old, 8.5% is

18 years old and 1.7% is 19 years old. The age of the respondents is

Chapter V

Summary, Findings, Conclusions and Recommendations

Summary

This study aims to assess the regulation of unhealthy foods inside

selected public and private schools canteen.

Specifically, it aims to answer the following questions:

1. What is the demographic profile of the respondent in terms of:

1.1 Gender

1.2 Age

1.3 Educational Attainment

1.4 School Enrolled

1.5 BMI

- Based on the survey and its findings the female respondents are

greater than the male respondents. The age of the participants in to study

is ranging from 16 – 19 years old. 58 students come from the public school

while 10 students come from the private school. Both respondents from

different schools are senior high school learners. In both schools most of

the students BMI is normal.

2. What are the factors that may affect the implementation of school

canteen regulation based on:

- Based on the survey and its findings one of the factors that may

affect the implementation of school canteen regulation is the food choice

of the students. According to the survey they choose to buy unhealthy

foods because of its affordability.

school canteen in terms of:

- Based on the survey and its findings the possible effects of

unhealthy food prohibition inside school canteen in terms of student’s

health, it can decrease the number of students who are underweight and

overweight. The school’s profit can also increase if the school will strictly

implement the regulation about this.

4. Is the regulation of unhealthy foods inside public and private schools'

canteen implemented?

- Based on the survey and findings the regulation is not strictly

implemented because junkfoods and softdrinks are included in the top

3 foods often buy in the school canteen.

5. What policies or guidelines the researchers can craft in order to solve

the existing problem of unhealthy food?

-Based on the survey and findings, the researchers come up with the

guidelines prohibition of unhealthy foods inside schools canteen. For

the canteen staffs and operator they should promote healthy eating

habits among students and teachers.

Findings

The results revealed that many of the students are aware about the

said prohibition of the Department of Education regarding unhealthy foods

inside school canteen but still prefer to buy those because of its

convenience and affordability. The canteen staffs prefer to sell junk food

because that kind of food is more appealing to the eyes of the students.

Conclusion

We therefore conclude that the prohibition of unhealthy foods in the

two schools that the researchers studied are not implementing the

regulation of Department of Education (DepEd) about this kind of matter.

Since the students spend more of their time in schools they often buy

foods in the canteen if their packed lunch has already eaten. Affordability

of foods and students food choice are the factors that affect the

implementation of the DepEd regulation.
