‘Today, Tomorrow, Together – The Ballarat Strategy: Our Vision for 2040’
was adopted by Council in 2015. It outlines a vision and long-term plan
to manage change in Ballarat to 2040, with an aim to achieve a greener,
more vibrant and connected city. The Strategy recognises the strategic
importance of urban renewal opportunities including the saleyards site. The
Ballarat Strategy has established a residential infill development target of
50% by 2040.

This target is supported by a directive to establish an urban renewal


investment pipeline with an associated key initiative (Initiative 1.6) to:

‘Pursue urban renewal in key locations’.


The strategy also recognises the strategic importance of existing and future
employment areas and the need to embrace changing employment trends
and opportunities. The saleyards site and surrounds have been specifically
identified as an urban renewal opportunity in the context of planned
residential development to the west with potential for ‘new commercial,

The Study Area
In preparation of this background
analysis, it was considered important
to review the study area and reaffirm
whether the study area ‘boundaries’
have shifted following the first round
of community consultation. Figure
2 shows the study area which was
provided to the community via
Council’s online ‘MySay’ portal.

Following the background analysis and


early consultation, Council does not
believe the study area requires further
refinement at this time. However the
project will remain flexible on the study
area boundary through the next stages
of consultation and review, and re-visit
defining the study area boundary if
required.

Current Planning Zones
The current zoning across the precinct is
reflective of the interface between industrial
land uses and surrounding residential areas.
The study area primarily consists of Industrial 1
Zone, including to the majority of the saleyards
site. The Industrial 3 Zone provides a buffer to
improve interface issues between residential
land use and heavier industries.'

ACCESS AND MOVEMENT The road network surrounding the saleyards has changed over time and has included the closure of Gillies Street through the
saleyards. The roads were built to accommodate large vehicles, with little consideration as to how people move through the
area in a safe way.
