22 Derrick has been inspected by a
government authorised plants examiner
and certificates of examination available
23 Cranes/winches have been inspected
before use (inspection checklist completed)
24 Cranes/winches have been inspected by a
government authorised plant examiner and
certificate of examination available
25 Pulleys have been checked for adequate
strength / proper size (diameter). In case of
open type pulleys, proper locking
arrangements like providing of safety pin
has been made.
26 Pulleys have been inspected by a
government authorised plant examiner and
certificate of examination available
27 Guy ropes have been checked for adequate
strength / physical condition (Free from
break of strands and knots etc.)
28 Chains, wire ropes, lifting tackle have
been inspected by a government
authorised plant examiner and certificates
of examination available,

2
29 During ground assembly, the assembled
panels are tightened as per specification
and correct size of bolts used as per
drawings / specification
30 While erecting the panels section wise,
initial bolting is adequate
31 to withstand wind and dead load
32 The crane driver is sufficiently qualified
33 The rigger (person tying load) is sufficiently
qualified or working under supervision of a
trained rigger
34 All height workers are sufficiently qualified
for height work
35 All height workers have undergone medical
examination
36 All height workers have been provided with
a safety harness with double lanyard snap
hooks and work positioning belt
37 All height workers have been provided with
hard hats having three or four point
chinstraps to ensure the hard hats remain
on the head at all times while at work
38 All hard height workers provided with
suitable safety boots, overalls, hand gloves,
reflective vests and goggles (Where
necessary)
39 All height workers provided with suitable
tool bags
40 Shelter for adverse whether provided
41 Proper guying arrangement made and
crowbars fixed properly bearing in mind the
type of ground
42 Safe work method statement for rail or
road crossing available with specific
reference to safety e.g. local earthing,
strength and height of scaffolding to
maintain the required clearance, signage’s
etc.
D CONDUCTOR STRINGING
43 Tower properly tightened before stringing
job
44 All members are fitted in tower before
undertaking conductor stringing work.
45 Back filling of the foundation has been
done as per specification
46 Proper scaffolding arrangements has
been made before stringing of conductor
across roads, railways, rivers and power
lines etc.

3
47 Stringing puller/tensioner machines are
properly earthed
48 Stringing puller/tensioner machines are
properly anchored
49 Towers are earthed
50 Braking arrangements of puller/ tensioner
machines are working
51 Braking arrangements of drum reels of
conductor during laying / paying out of
conductor are working
52 Safe insulator and aerial roller hoisting: The
most hazardous aspects of insulator
hoisting is when workmen have to get
down through insulator string for releasing
guide rope tied to bottom yoke plate
53 Proper use of double lanyard type full body
harness
54 Proper fixing of cotter pins/split pins
ensured before hoisting insulator string
55 Wire rope used for insulator string hoisting
checked for any type of visual damage.
56 Step bolts are not used in d shackles
57 Step bolts not used for holding snap hooks
when ascending or descending towers
Paying out of pilot wire
58 Periodical visual inspection of pilot wires
for wear and tear and other visual damages
done.
59 Use of leather type hand gloves to protect
against cuts
Paying out of conductor
60 Puller/Tensioner (TSE) machines properly
anchored with dead-end anchors in the
ground. The preferable angle with ground
should be 45 degrees or less), not less than
three times the tower height.
Guying of dead-end tower
61 The make-up end tower is properly guyed
with the recommended wire rope and
deadment anchor.
Tightening pilot wire from puller end: This is the most critical & hazardous activity of
machine paying out operation. It is well known that pilot wire is laid on ground throughout
entire section proposed for paying out. When puller starts tightening, pilot wire uplifts
with high swing and speed and can lift anything across its path, with serious consequences
62 The entire section proposed for paying out
checked for visual hindrances such trees,
buildings & any structures where
headboard can get stuck.

4
63 Signalman with red & green flags with
whistles and walkie talkies must be posted
in between the towers before pilot wire
tightening operation. At least two signal
man with flag and walkie - talkies posted on
all road crossings.
GENERAL POINTS COMMON FOR ALL ACTIVITIES DURING EXCAVATION, CASTING OF
FOUNDATION, ERECTION AND STRINGING OF CONDUCTORS

LEADING SAFETY AND HEALTH RISKS IN CONTROLS

TOWER CONSTRUCTION AND STRINGING
OPERATIONS
1 Fall of tower construction and stringing Having trained tower construction and
technicians from height; Fall from height of stringing technicians; Correct and consistent
members of the public due to pilot wire use of fall protection devises that meet
incidences acceptable standards; Ensuring that all
tower members are sufficiently tightened
right from ground assembly; Ensuring pilot
wire is monitored and persons kept away
from its path while still on the ground
2 Fall of materials from height Rigging carried out by trained riggers; Using
certified cranes, winches, pulleys, ropes and
other lifting gear; Having trained crane and
winch operators; Safe work practices within
construction site
