CEB STANDARD 028-1: 1997
1.0 SCOPE
This specification covers the general requirements of the design, manufacture and testing of Cross-
linked Poly-ethylene (XLPE) Insulated Three Core Circular Stranded Copper / Aluminium Conductor
Underground Cables, for low and medium voltage underground distribution systems.
The XLPE Insulated Underground Cables supplied shall be in accordance with the latest editions of
the standards specified below and amendments thereof.
(a) BS 6622 (1991) - Cables with extruded XLPE for rated voltages from
3800/6600 V. upto 19/33kV
(c) IEC 502 (1994) - Extruded solid dielectric insulated power cables 1kV upto
30kV.

(d) IEC 811 (1985) - Test methods for insulations and sheaths of electric
cables and cords (elastomeric and thermoplastic
compounds)
5.1 Design
The XLPE Insulated Underground Cables shall have the following characteristics:-
a) Conductor
b) Conductor screen
The extruded layer shall be continuous and shall cover the surface of the conductor
completely.
The Conductor Screen shall be applied in the same operation as the insulation.
The resistivity of the conductor screen shall not be more than 500m at 900C.
c) Insulation
The insulation of each core (Phase and Neutral Conductors) shall be XLPE and shall be
applied by extrusion and cross-linked to form a compact and homogeneous layer in
accordance with the Standards specified.
Colour of the insulation of the three phases shall be Red, Yellow and Blue and that of the
neutral shall be Black in L.T. Cables. For Medium Voltage Cables the cores shall be
identified by coloured tapes under the metallic layer.
The thickness of insulation shall conform to BS 6622 for medium voltage cables and IEC
502 for low voltage cables.
d) Insulation screen
Extruded semi-conducting layer shall be applied directly over the insulation of each core
and a metallic layer (copper tape) shall be applied around each core.
The extruded semi- conducting layer shall be continuous and shall cover the surface of the
insulation completely. This is not applicable to L.T. Cable.

Note: The conductor screen, the insulation and the non-metallic insulation screen shall be
extruded simultaneously in a cold strippable triple extrusion process.
e) Laying -up
Extruded or lapped materials suitable for the operating temperature of the cable and
compatible with the insulating materials. Conditions of cable being buried direct in ground
in sustained wet conditions should be considered.
g) Armour
Closed single layer galvanised steel wire armour complying with the BS 6622 for medium
voltage cables and IEC 502 for low voltage cables.
The armour shall be applied helically with a left-hand lay. The minimum mass of zinc
coating on the steel wire shall not be less than the value stipulated in (Table 3 of) BS 6622
for medium voltage cables and IEC 502 for low voltage cables.
h) Oversheath
The oversheath shall be of extruded black P.V.C. type. The oversheath shall confirm to
B.S.6746/1990 “Type 9” for medium voltage cables and IEC 502 “Type ST2” for low voltage
cables.
i) Graphite Coating
A coating of Graphite shall be applied over the oversheath to carry out D.C. Voltage Test in
accordance with the (Clause 21.2) of BS 6622 for medium voltage cables and IEC 502 for
low voltage cables
5.2 Manufacture
Adequate consideration shall have been given in the design of the cable and in the
manufacturing process on the following (Documentary evidence shall be supplied along
with the tender).
i) Maximum design electrical stress shall be such that purity of raw materials,
manufacturing conditions and ageing of cables have been taken into account. Maximum
design stress shall not be more than 5kV/mm.
The cables shall be supplied in non - returnable drums and the drums shall be made of
timber, pressure impregnated against fungal and insect attack, or made of steel suitably
protected against corrosion.

A polythene lining shall be provided to prevent any damage to cable from the chemical
used for preservation of timber.
The drum shall be lagged with closely fitted battens to protect cable from damage.
The ends of all cables shall be sealed with heat shrinkable caps to prevent the ingress of
moisture during transportation and storage.
The length of cable per drum for the sizes of cable up to and including 70 mm2 shall be 500
metres and for cables of sizes higher than 70 sq. mm. shall be 250 meters. The cable
length per drum shall not vary more than ±2%.
g) inner covering fillers Extruded or lapped materials suitable for the operating temperature of the
cable and compatible with the insulating materials. Conditions of cable being
buried direct in ground in sustained wet conditions should be considered.
i) Armour Closed single layer galvanized steel wire armour complying with clauses 11.6
& 11.7 of IEC 502
j) Oversheath Extruded P.V.C. – Type 9 (B.S.6746/1990) Type ST2 as

ISO 9001 Quality Assurance System Shall be followed in the manufacture of XLPE Insulated
Underground Cables.
Bidders shall furnish documentary evidence that he has obtained ISO 9001 Certification and Offers
of Bidders who fail to furnish the proof of ISO 9001 Certification will be rejected.
Quality Assurance Certification document shall be made available for the scrutiny of the Purchaser’s
Inspector at the time of inspection.
The Manufacturer shall have at least ten years of experience in the manufacture of XLPE Insulated
Cables and he shall furnish sufficient documentary evidence in the Bid to prove his manufacturing
experience.
Bidders shall furnish a minimum three (3) Performance Certificates obtained from Electricity Supply
Authorities outside the country of Manufacture to whom the Bidder have supplied XLPE Insulated
Cables of similar type in the past ten years.
The certificate shall indicate the Type, Size, Voltage & Current ratings of the XLPE Insulated
Cables, Year of Supply and the Quantity Supplied.
The word "CEB" voltage rating and size of the cable shall be embossed at intervals as stipulated in
the relevant Standard specified, on the outside of the oversheath. The embossing shall be weather-
proof and corrosion proof.
Each drum shall be labeled (with clear stencil) with the following;
iii) Cable Type, Voltage Rating, Conductor Size and Number of Cores.
a) The catalogues indicating the full particulars of the types and sizes of XLPE Insulated
Underground Cables offered including the following.
i. Current rating – laid direct /ducts/air

Type Test Certificates confirming to IEC 502 shall be furnished for low voltage cables.
Test Certificate, performance curves, tables ect. Based on type tests shall confirm to the relevant
standards specified.
The Type Test Certificates should clearly identify the equipment concerned, showing the
manufacturers identify, type no and basic technical parameters.
The Type Test Certificates furnished shall be from a recognized independent testing
authority acceptable to the purchaser.
c) Performance Certificates from five utilities, three of which shall be from utilities outside the country
of manufacture.
e) A list of Names & Addresses of the purchasers, giving the time of delivery quantities supplied in
the past 10 years.
Failure to furnish the above particulars and the sample as per Clause 9.0 will result in the
offer being rejected.

Sample length about 300mm of the type of cable quoted shall accompany the tender to facilitate
analysis and evaluation.
10.1 Inspection
The selected Bidder shall make necessary arrangements for inspection by an Engineer appointed
by the Purchaser and to carry out in his presence necessary Sample/Acceptance tests of the cables
offered in compliance with the standard specified.
The following Sample / Acceptance test as per BS 6622 will be witnessed by the Engineer for
medium voltage cables.
The Routing tests and the Special tests as per clause 14 and 15 (as applicable) of IEC 502 will be
witnessed by the Engineer for low voltage cables.
Extra copies of these test certificates shall also be supplied with the cables.
The selected Bidder shall supply all relevant drawings, technical literature, catalogue indicating the
technical particulars as per Clause 8.0 (a) above etc. routine test reports etc. along with the cables.
The following routine test report as per BS 6622 shall also be furnished with the medium voltage
cables.
The Routine & Special test reports as per clause 14 and 15 (as applicable) of IEC 502 shall be
furnished with the low voltage cables.

ANNEXURE A
PRICE VARIATION
The Bidders shall forward their offers on the basis of the Price Variation stipulated below.
(a) Suppliers of XLPE insulated Underground Cables are required to make their offers on the
basis of a Base Price plus a Fixed Price Margin.
(b) The Base Price shall be the Cash Seller's Midday Official Average Price of High Grade
Aluminium 99.7% / Copper Grade A, at London Metal Exchange (LME) in US Dollars on the
day of the closing of Bids or the previous working day if the day of closing of Bid is a non
working day at the LME.
(c) The Fixed Price Margin (FP) shall be quoted in the currency of choice of the Bidder in the
case of foreign Bidders and in Sri Lanka Rupees in the case of Local Bidders.
(d) Accordingly FOB Price for Bidders offering XLPE Cables for the evaluation and the ex-
factory price of XLPE Cables offered by the local Bidder for the evaluation shall be
computed as;
Where
B0 - Base Price which is the Cash seller's midday official average price of Aluminium
High Grade 99.7% / High Copper Grade A, in USD per Metric Ton at the LME on
the fixed date (Clause (1b)).
FP - Fixed Price Margin per kilometre of XLPE Insulated Underground Cables in the
Currency allowed under clause 1(c) above.
CC0 - Currency Conversion rate from the currency of choice of the bidder to Sri Lanka
Rs. prevailing on the Date of Bid opening (in the case of local local Bidders CC0
becomes 1)
US0 - Currency Conversion rate from the US Dollars to Sri Lanka Rs. prevailing on the
data of Bid opening.
2. AWARD PRICE
a) The FOB Award Price of foreign Bidders offering XLPE Insulated Underground Cables s
shall be computed as;

b) If the FP (the currency of choice) is in any other currency (other than US Dollars) the FOB
Award Price shall be computed as;
[(B1 x MT) x TL] in US Dollars and (FP x TL) in the currency of choice.
c) Ex-factory Award Price of Local Bidders offering XLPE insulated Underground Cables shall be
computed as;
Where B1 - Base Price which is the Cash seller's midday official average price of
Aluminium High Grade 99.7% / High Copper Grade A, in USD per
Metric Ton at the first working day immediately after the day of award
US1 - Conversion rate from the US Dollars to Sri Lanka Rs. prevailing on the first
working day immediately after the date of the award of the offer.
(b) Intimation of the award will be faxed / telexed to the successful Bidder and or his agent in Sri Lanka
on the same day of the award.
3. CONVERSION OF CURRENCY
a) For the purpose of the evaluation the Price Bo in US Dollars and the Fixed Price Margin (FP) in the
currency of choice of the Bidder will be converted to Sri Lanka Rupees at the official Middle
Exchange Rate of the Central Bank of Sri Lanka prevailing on the day of opening of Bids.
b) The payment for the foreign Bidders for supply of XLPE Insulated Underground Cables will be made
at the contract price in the currency quoted for the Fixed Price Margin (FP) and the price of
Aluminium / Copper will be made in USD.
c) The payment for supply of XLPE Insulated Underground Cables from within the Country by Local
Suppliers will be made in Sri Lanka Rupees. The Base Price B1 in US Dollars will be converted to
Sri Lanka Rupees at the official Middle Exchange rate at the Central Bank of Sri Lanka prevailing on
the date of the letter of award.

4. VARIATION FIGURES
The Bidders shall furnish Fixed Price Margin and the weight of Aluminium / Copper required to
manufacture one kilometre of XLPE Insulated Cables of each type and size as indicated below.
Offers of Bidders who fail to furnish these particulars will be rejected.

2nd paragraph of the clause no.5 © of CEB Standard 028-1 : 1997 shall be read as
