Charges :
– he was suspected of having been given bribes (corruption) and of having intervened
with some magistrate colleagues (influence-peddling)
– he may have received a 3000€ bribe from Karim Ould-Djelloul the same year this
latter was judged by Judge Pichoff for theft and fraud. He was condemned but the
accumulation of sentences did not occur.
– Other people involved in the case (a bit complicated to explain everything here)
– First the judge had confessed, but later retracted his confessions and explained there
was no lawyer and that he only acted under huge pressure and told a story that the
police officers were already suggesting
Extenuating circumstances ?
“According to his own words, Judge Pichoff had lost all his ethical landmarks under the
influence of various addictions, including alcohol, and was facing financial issues as a
result of his divorce.”
“Judge Pichoff transgressed the usual frontiers between a judge and the persons subject to
the Law ; with the help of a friend of his who managed to take advantage of his
weaknesses.”
The decision of the Court of Appeal completely overturned the ruling of the trial
Court.

Did decentralization in France (a process that gained momentum in the 1980s) help
develop corruption? Do slippages occur more often thanks to this process?
