Abstract
This system will be able to track the exact location of a boat and to be able to answer

to a distress call at an early response. The location of the boat will be tracked by the

software and updates the location of the boat every minute to monitor the boat’s current

location. In order to locate the boat’s coordinates by the software, the boat will be installed

with a wireless device with a distress call button, that will be able to send an alerting status

to the software, and a GPS, to track the location of the boat. A satellite buoy will be

anchored to a specific coordinate to secure a stable connection range for the devices, the

satellite buoy will also serve as a gateway that can be accessed by the remote users.

CHAPTER 1
The Problem and Its Scope

1.1 Rationale

Maritime communications are really challenging since their origins.

Communication from land to the sea have become advance, because of this, long range

communication from sea to shore can be established because of new technological

strategies to large motor vessels. Unfortunately, in the Philippines, lightweight boats are

far-off from the technology used by large motor vessels. Due to the adversity of

transmission conditions within lightweight boats, such as island hoping boats and fishing

boats, communication between sailors and operators are inadequate to establish a stable

communication. Currently island hoping boat operators can contact their sailors by using a

handheld transceiver. With this kind of communication, a secure and stable communication

would not be established because whenever the sailor or operator is out of range from the

connection, communication between the operator and the sailor will be disrupted.

Communication between the operator and sailor is disrupted by interference of other radio

frequencies. Although, radio transmission technologies have rapidly evolving,

communication over lightweight boats are still slow-paced because authorities disregarded

lightweight boats.

Delayed response of authorities whenever there is an emergency on the sea, authorities are

unable to track lightweight boats, it slows down rescue operations. Whatever kind of boat

will be docking off shore, communication from land will be first priority.

In this study, the researchers aim to provide a faster and efficient way of responding to

emergencies over the sea. In order for the operators to respond to quickly to those

emergencies to avoid accidents such as death and missing passengers

Communication is something that has been around since the dawn of life. Humanity

depend on communication in order to survive, no matter what method of communication

people use, humanity will always find a way to make communication to another

individual. Before when technology is a big deal to humanity. Communication is difficult

for people, be it on land, under the sea or even up in the air. Before the discovery of

electronic devices, humans communicated using direct speech, semaphore or hand

signals.

1.2 Theoretical Background

As of now, heavyweight boats are now tracked and monitored by maritime

authorities to provide security for the passengers, sailors and other important thing aboard

the ship. For example, Trans Asia shipping lines have their ships registered and monitored

by MARINA. Though some lightweight boats are registered such as motorbancas, these

type of boats have no tracker or even notifier whenever the boats departs off the shore.

This system pushes a new systematic way of providing a secure communication to

sailors and the passengers aboard the boat to the authorities.

1.3 Statement of the Problem

Based on the research conducted, the proponents found that if naa(enhance the

previous tracking and monitoring system for the (MARINA or coats guard )), specifically

on the tracking system of the previous system. If wala pa ang system.

The main problem of this research is that maritime authorities has not procured a

serviceable tracking system to help maritime emergencies for lightweight boats. The

problem areas are as follows:

The significance of this study is to help and give benefit to the concerned group

below.
