Subject: Representation regarding the issue of equivalence of M.Tech and MCA degrees.

Sir,

With due respect and reverence, we would like to bring to your kind attention and
noble consideration the following:

 The University of Kashmir offers both graduate and post graduate level courses in the
subject of Computer Applications through the Department of Computer Sciences. The
University offers MCA through all the three campuses, and many other affiliated colleges.
 That pursuant to the comunique No. HED/GN/Gazetted/equi/2018 dated 28/05/2019
addressed to the Secretary PSC Srinagar by Under Secretary to Government wherein
equivalence of M.tech and MCA degrees has been recommended for future appointments
by way of the recommendation of amendment of the recruitment rules. Copy of the
communication is annexed herewith.
 That the said recommendation is on the face of it arbitrary and discriminatory in
nature and has tendency to jeopardize the career of thousands of Computer Application
graduates and post graduates .
 That the University of Kashmir has been the participant in recommending the
equivalence of the M.tech and MCA degrees and thus it evident the university of Kashmir
has not bothered about the future of the students of computer applications department and
in essence has put at stake the future of the students.
 That the recommendation for grant of equivalence to MTech CS/CSE which is an
Engineering degree to MCA which is an Academic degree leads to the redundancy of the
computer application stream itself.
 That incase the recommendations are given the shape of the recruitment rules by the
concerned recruitment board /commission, there is every likelihood that in future no one
will opt for pursuing computer applications as a career.
 That the recommendation under communication supra has caused a sense of alarm
among the students pursuing BCA as well as MCA ,as it is clear that the future of said stream
is bleak.
 That the teaching Computer Sciences at higher education level is governed by UGC
just as any other non-Engineering subject and as per UGC norms candidates are required to
have qualified NET in the concerned subject to be eligible for teaching positions in higher
education. Whereas M.Tech graduates are eligible for teaching positions in engineering
colleges throughout India without such a requirement (NET). On the contrary MCA students
with NET ,JRF,Phd are not eligible for such an appointment in engineering colleges.
 There are other PG subjects offered by the University that have a corresponding
engineering degree (like M.tech Physics and M.sc Physics etc.). However, In all of these
subjects, no such equivalences are recommended. Therefore there seems a well hatched
conspiracy to close the Computer applications stream in future for the benefit of handful
persons and at the cost of thousands of students which merits to be looked into very
seriously.
 MCA and MTech degrees are being taught for last two decades in our state. Rather
than treating the two degrees as equivalent, the recruiting agencies conducted separate
recruitments in the two subjects.

This order affects thousands of Computer Application post graduates. Currently our
University produces more than 500 MCA graduates annually. This number is much more
than the number of MTech graduates from the University which is less than 30. Besides,
there are thousands of BCA students enrolled in various degree colleges who have MCA as
their obvious next career option and in case the recommendation of equivalence are
accepted it will be an unjust encroachment on the rights of these students.

We request your goodself for your kind support to get this order revoked to save the future
of the students as well as MCA stream itself
