Sub: Request for Proposal for Appointment of Service Providers for Installation,

ITI Ltd Palakkad is carrying out the supply, Installation, testing and commissioning of
Managed Leased Lines Network Equipment ( MLLN ) for expanding the existing
BSNL network. For installing, testing and commissioning the V MUX and DXC
equipment indicated in the annexure –A , competitive proposals are invited from
electronic industry based service providers based in India.

The tender will be processed in a THREE BID system on Limited tender basis.,

1.00 Project Background - MLLN
The MLLN is a Managed Leased Line Network System , which can provide two types of
leased line connectivity
a. Point to point circuit
b. Point to Multi Point Circuit
The bandwidth of a Managed Leased line can be 64Kbps or n*64 Kbps up to a
maximum of 12 Mbps.
ITI has so far supplied about 10600 nodes to BSNL and the present project is for
expanding existing BSNL nationwide network

2.00 Role of ITI Limited

ITI Ltd has a technical collaboration with M/s CORIANT Finland and the leased line
technology solution adopted by BSNL is based on this technology. The equipment for the
present BSNL expansion project has been already supplied by ITI,LTD ,Palakkad. As per the
terms and conditions of the contract with BSNL , ITI need to supply, install , test
,commission & maintain the equipment during warranty and subsequent AMC period.

3.00 DEFINITIONS

3.01 “Letter of Intent (LoI)” - means a letter issued by the Tendering Agency indicating
his intention to place Purchase Order on the successful bidder.
3.02 “BSNL” – Bharat Sanchar Nigam Ltd.

3.03 “Leased Line” – A dedicated Communication path between two points for
carrying data , voice and video information.
3.04 “ V MUX” – Versatile Multiplexer

3.05 “ DXC” – Digital Cross Connect .


3.06 “NTU” – Network Termination Unit

3.07 “ PCM Connectivity” - E1 connectivity between node under installation and the
BSNL MLLN network.
3.08 “ NMS” – Network Management System

3.09 “ ROT” – Remote Operator Terminal

3.10 “PBG” - Performance Bank Guarantee


3.11 “RFP” - Request for Proposal.

3.12 “ Service Computer” - A laptop with Windows XP/windows 07/08/10 OS in
standard configuration with one Ethernet port and two USB ports. The laptop will be loaded
with application program supplied by ITI. Using this the node under installation can be
configured and tested prior to connecting to the MLLN network.

3.14 “Tendering Agency” - means the agency which has released the Request for
proposal.
3.15 “The Bidder” – means company participating in this bidding process.
3.16 “The Purchase Order” - means the order placed by ITI on the Service Provider
for the required services as per the RFP. This shall be deemed as “Contract”.
3.17 “The Service Provider” - means company, who is the successful bidder and on
whom ITI has placed a Letter of Intent / Purchase Order for rendering the services as
per the RFP .
3.18 “ Hardware Key “ - is a USB device , which is to be plugged into the service
computer . The device will be supplied by ITI, Palakkad. The service computer
application program will not start if the hardware key is not sensed. Service provider
has to submit a bond at the time of receipt of the hardware key.
3.19 “ Installation Kit “ – a kit of 36 tool is used for installation activity , the list of which
is attached as Annexure B. The service provider has to arrange the number of kits
required for installation.
3.20 “ Testing Kit “ – As per Annexure C, consist of service computer loaded with
application software , USB hardware key , Multi meter , Crone IDC tool , manual
wrapping and unwrapping tool , screw driver ( star & normal). Application software
& hardware key will be provided by ITI.
The hardware key shall be returned to ITI immediately after completion of the
work.

4.00 SCOPE OF WORK


Scope of work shall include the following:

a. Installation, Commissioning & Acceptance Testing (4.01 to 4.06)

4.01 Survey of the installation site , preparation of installation lay out , approval of the
installation layout by BSNL , coordination with BSNL for 48V power and E1
connectivity , survey for DDF , MDF and runway , preparation of the installation
schedule in consultation with BSNL.

4.02 The hardware (basic equipment & installation materials ) equipment is available in the
BSNL SSA central Stores / exchanges , the list of which will be provided by ITI. The
equipment / installation materials are packed in wooden/carton boxes and the

installation cables are supplied in wooden drums. The materials are to be segregated /
kitted as per the bill of materials and are to be moved to the installation location by the
Service Provider . Required cable lengths are to be cut from the cable drum. Safe and
proper Transport arrangements are to be made by the service provider. Material receipt
with details of items collected from the store has to be prepared and maintained by the
Service provider and the same has to be produced to ITI along with the claim for
payment.
4.03 Install the equipment with reference to BSNL approved site specific document PMLLN
30050DC Ver. 1. Installation kits are to be arranged by the service provider. For
rigidity purpose , runways are to be provided by the service provider.

4.04 After the installation , networking of the equipment is to be carried out by connecting
PCM’s and NTU. After successful testing, the equipment is to be offered for
Acceptance Testing of BSNL A/T wing. The testing kit is to be arranged by the service
provider.
4.05 The A/T need to be conducted as per the BSNL approved test procedure. After tests ,
AT certificate without pending points are to be submitted to ITI . The service provider
need to take care of the logistic arrangement of the A/T team as it involves field visits
and inspection.
4.06 The service provider has to appoint a technically qualified zonal and logistic manager to
coordinate the project activities at the allotted telecom district / SSA’s.

5.00 Training of Manpower:


ITI Palakkad will impart class room training at Palakkad for all the resources identified by
the service provider for the implementation of the project or give the required documents
and give on the job training along with ITI A/T Teams at one location for A/T and same for
installation teams by ITI Installation teams. ITI will provide soft copy of the required
documentation and the same to be printed and duplicated by the service provider depending
upon the field deployments.

6.00 ELIGIBILITY CRITERIA

6.01 Legal Entity :


The bidder company should have been registered under the Companies Act 1956 /
Partnership deed and must have been in operation for a period of at least 3 years as
of March 2017 and must have registered with Service Tax Authorities. To
comply this, the following documents may be submitted.
1. Copy of the Certificate of Incorporation/Registration Certificate/
Partnership deed
2. Service Tax Registration Certificate
3. PAN Card
4. IT Returns for the past three years.

6.02 TAX Clearance
The bidder must have cleared up-to-date VAT, Service TAX & EPF. To comply
this, documents declaring VAT, Service TAX and EPF Payment to be submitted
along with the EOI
6.03.
The Companies are allowed to bid as a consortium. Out sourcing and sub-contracting
will not be allowed without prior permission of the Marketing department of ITI
Limited., Palakkad. To prove the consortium, the notarized agreement on Rs. 500/-
stamp paper should be produced . Prime bidder shall assign the sole responsibility of
executing the project.

6.04 The bidder/Consortium partners shall not be under a declaration of ineligibility for
corrupt or fraudulent practices. For this a court affidavit by the designated official as
per the format of the responding firm/consortium to be produced along with your
Technical bid.

6.05 . Fees
The responding firm/agency should have made a payment of Rs 2.00 Lakhs as
EMD by way of a Demand Draft in favour of ITI Limited., Payable at Palakkad
through any nationalized bank. EMD will be returned to the successful bidders at the
time of submission of PBG as specified under clause 13.00.EMD of those vendors
who refuse to accept the LOI/work order will be forfeited.

7.00 TECHNICAL ELIGIBILITY CRITERIA

The bidder shall enclose the scanned copies of relevant documents/ compliance
statements and self declarations to support the technical eligibility criteria mentioned
at clause 7.01 to 7.06.

7.01 The Bidder should have executed turnkey telecom projects for BSNL/ MTNL/ Private
telecom service providers or e-governance projects for central / state govts or large
networking projects. The bidder who has experience in telecom turnkey projects will
be given preference. Performance certificate for the past three years of executed work
shall be provided from the respective customers.

7.02 The Bidder must deploy qualified staff for the implementation of the project. Bidder
must enclose the manpower profile with name, qualification, experience and tenure of
service with the Bidder. The bidder shall ensure that all statutory requirements like
minimum wages , PF, ESI etc are complied with.

7.03 The Bidder shall enclose a comprehensive action plan for the implementation of the
project with specific time lines. The Plan of action, diagrammatic form of the flow
chart may be prepared submitted. The bidder should indicate the number of teams
that can be deployed state wise for installation and commissioning. The contract will
be awarded after assessing the capability of the bidder to execute the project.

Bidders who get more than 70 % marks in technical scrutiny only will be qualified.
For technical scrutiny the parameters to be considered for evaluation is prior
experience , Track record of performance and the detailed project plan with time
schedules. Bids received without a comprehensive project execution plan will be
summarily rejected.

7.04 The Bidder shall submit their company profile with details of site / branches offices
and registered office, contact persons with address, phone numbers, email IDs etc.
Successful bidder has to set up an office facility at the awarded circle and provide the
address and contact details to ITI Limited, Palakkad within 10 days after the issuance
of LOI/PO. Originals of the documents mentioned in the eligibility criteria need to be
submitted at the time of awarding the work order for verification purpose.

7.05 Manpower
The responding firm must have submitted documentary support to prove the
Manpower strength and the eligible qualification, at present they are having to
complete the project. ( Min. Qualification for Installation team : ITI/Diploma
certificate , Commissioning and acceptance Testing : Electronic Engineering
certificate holders are only acceptable.)

7.06 The Bidder shall submit a clause–wise compliance statement confirming the
acceptance of all the Clauses and sub-Clauses of the tender document. A tender
received with out clause wise compliance will be rejected.

7.07 Validity of the bid shall be 90 days from the date of bid submission.

8.00 SPECIFICATION OF INSTALLATION & COMMISSIONING


Installation, Commissioning and Acceptance Testing of nodes may be carried out as
per the following specification which are attached along with. Any other
documentation required for the project execution will be provided by ITI during
training / execution of work.

9.00 INSTRUCTION TO THE BIDDERS

9.01 The tender will be processed and evaluated as given below.

1. Screening of eligibility criteria


2. Technical evaluation of whoever passed the eligibility criteria.
3. Price bid.

The bidder should submit the bid for Installation, Commissioning &
Acceptance Testing( as per clause 4.01 to 4.06.) activities for the zones of his choice
mentioned in the price bid. The bidder has the option to submit the preference of
zones for installation & commissioning. However, the allocation of zones will be
decided by ITI after analyzing technical and financial bids. The maximum number of
zones that can be awarded to a bidder is two ( zone J&K considered exclusive )

9.02 The tender will be processed in a THREE BID SYSTEM (Eligibility bid, Technical
Bid and Price Bid to be submitted through email with separate title)

9.03 The Eligibility bid and technical bid should contain scanned copies of the documents
called for under the respective clauses. The incomplete bid will be rejected.

9.04 The Price bid shall be prepared exactly as per the Price bid format at Annexure- D.
Any deviation will lead to rejection of whole price bid.

9.05 Bidder should quote for the zones of his choice and items of work indicated in the
annexure D. The bidder has the option to submit the preference of zone for
installation & commissioning. The work will be awarded based on the price bid status
(L1/L2/L3 etc) and the bidder’s ability to deploy the required teams. The Bidders shall
quote for a max. of 3zones and the work will be awarded for a max. of 2 zones.

9.06 Any bid received at M/s. ITI Ltd., Palakkad, after the deadline for submission of bid
will be rejected. ITI assumes no responsibility of Bids delivered to any other address
other than mentioned email address, it will be the bidder’s responsibility to ensure that
the bids are submitted at the correct email address before the bid closing time. Any
Bid submitted not in line with the clause will be summarily rejected.

9.07 The soft copies of technical and price bid must be password protected and sent
through email before the time and date specified under Bid Schedule.
Different passwords must be used for technical bid and price bid. The password for
technical bid and price bid should be forwarded through email as per the timings
shown in the bid schedule.

9.08 ITI will open first the Eligibility Bids The Bidders who fulfill the Eligibility
Criteria will be short listed for considering the Technical bid. Then Technical Bid will
be opened and qualified bidders will be shortlisted for Financial bid. Price bids of
Technically qualified Bidders will be considered . Price bid will be opened on the
same day as indicated in the bid covering letter. Bidders are welcome to be present at
the time of price bid opening.

9.09 A prospective bidder requiring any clarification of the bidding documents may notify
ITI in writing by email to the address provided above on or before the specified date.

Requests for clarification over telephone will not be entertained. Reply to
clarifications / amendments / addendum if any will be forwarded to respective bidder,
by email. Prebid meeting is arranged on 22-05-2017 at 1:30pm at ITI Limited,
Palakkad and all the prospective bidders are requested to attend it without fail.

9.10 Bids shall remain valid for 90 days after the due date of bid submission. ITI shall
reject a bid as non-responsive if the bid is submitted with a shorter validity period.

9.11 The bid shall be signed by the authorized signatory. Authorisation letter from the
competent authority in this regard to be submitted along with other eligibility criteria
documents.

10.00 PAYMENT TERMS


Service Providers will be paid as per the following payment terms.

a) 50% on completion of installation and the equipment offered for Acceptance Testing to
BSNL. Copy of the offer letter signed by the BSNL officer to be furnished along with your
claim for payment.
b) 40 % on successful completion of A/T along with A/T certificate issued by BSNL
( not below the rank of DE) without any pending points
c) 10% on successful completion of A/T of the last node in the allotted State

Along with the Invoice following documents to be submitted.

1. Proof / Certificate for having deposited the Service Tax to


Government Treasury OR Self Declaration duly signed by competent
authority in their official letter head for having paid Service Tax. Self
declaration for the payment of wages and other statutory payments to be
submitted along with the invoice.

2. Compliance Certificate duly signed in their official letter head


towards the fulfillment of statutory requirements.
3.Material receipt details from BSNL store.
4.Copy of the A/T offering letter to BSNL for the completed sites.
5.Copy of AT certificate without any pending points.
11.00 TERMS AND CONDITIONS

11.01 Time Schedule: The total time period of the project is 2 months from the date of
placement of LOI.

a. At the end of every week ITI will evaluate the progress and immediate remedial action
has to be taken by the Service Provider to ramp up the deployment. In case the
deployment is not as per the plan, then ITI reserve the right to take further decision on
whether to continue or short close the order without any liabilities to ITI . Further, If
any site/Installation requires special attention/ITI Involvement, the matter to be
brought to the notice of ITI officials and try to solve the issues.

b. The time schedule has to be strictly followed and progress of work has to be
communicated daily. Service Provider should adhere to these timelines.
However, ITI reserve the right to change the aforementioned timelines.

c. Liquidated Damages
Time is the essence of this contract. Should the Supplier/Service provider fails to
deliver and install the system as per the delivery schedule or any extension thereof
which is attributed to the failure of service provider, the Purchaser shall be entitled to
recover from the Supplier/Service provider a penalty equivalent to 0.5 % of the value
of the Purchase Order placed on them for the first four weeks or part thereof and
0.7% per week there after for such delay or part thereof or cancel the purchase order
and place the order on somebody else at the risk of the Supplier/Service provider.

11.02 There will be more than one service providers working in each state based on the
volume of work involved in the state. ITI reserve the right to distribute the orders
among other qualified bidders or to the L1 bidder himself.

11.03 Decision of ITI will be final in allocation of Purchase Order quantities , zone and state.

11.04 Availability of sufficient and qualified manpower and the Bidder managing their
service for timely completion are of major importance in this project. Bidder shall
strictly comply with all statutory rules and regulations regarding Bidders staff (Like
Minimum wages, PF, ESI etc.,) as per applicable law. Bidder shall be solely

responsible for payment of wages or any other remuneration or compensation or
claims or expenses of whatsoever nature of its employees on regular basis. If any dues
are reported to ITI, then ITI may at its sole discretion withhold from the bills of the
Bidder such amount, which will be released only after such disputes are settled
amicably. It is clearly understood that ITI shall not have any responsibility or liability
whatsoever towards the employees of Bidder.

Bidder shall indemnify ITI in respect of any costs, claims or liabilities whatsoever
arising from death or injuries to employees of Bidder and all damage to property,
death or personal injuries whatsoever, caused by negligent acts or omissions of such
employees during their presence in the project premises in connection with this
Agreement.

11.05 ITI reserves the right to change the operators if the progress/ quality of the work are
not satisfactory. Bidder is responsible for immediate replacement of these personnel.

11.06 No price escalation will be entertained during entire project duration.

11.07 The Bidder shall not assign, in whole or in parts, its obligations to perform under the
contract to third party.

11.08 ITI reserve the right to accept or reject any or all bids without assigning any reasons.
Bids may be accepted or rejected in total or in any part thereof. Any bids not
containing sufficient information in view of ITI, to permit a thorough analysis may be
rejected.

11.09 ITI reserve the right to verify the validity of bid information, and to reject any bids
where the contents appear to be incorrect, in accurate or inappropriate.

11.10 ITI shall have the right to cancel the RFP process at any time prior to award of
contract without thereby incurring any liability to the affected bidder or bidders.

11.11 ITI reserve the right to cancel the order without any liability to ITI account if the
progress is not satisfactory in terms of quality, quantity, time and then ITI reserve the
right to award the contract to any Bidder to complete the work in time.

12.00 SIGNING OF CONTRACT

At the same time as ITI notifies the successful bidder that its bid has been accepted,
ITI will send the contract form to the bidder incorporating all agreements between the

parties. Immediately on the receipt of contract form the successful bidder shall sign
and date the contract and return it to ITI.

13.00 PERFORMANCE BANK GUARANTEE (PBG)

The selected Bidder shall be required to furnish a Performance Bank Guarantee


equivalent to 10 % of the contract value rounded off to the nearest thousand Indian
Rupees, in the form of an unconditional and irrevocable bank guarantee from a
Nationalized / Scheduled bank in India valid for a period of 12 months. The bank
guarantee must be immediately submitted after award of contract, before
commencement of work.

Performance Bank Guarantee would be returned only after successful completion of


tasks assigned to them and only after adjusting/recovering any dues
recoverable/payable from/by the Bidder on any account under the contract. If the
performance of the bidder is not satisfactory even after giving multiple opportunities ,
ITI will resort to encashment of PBG and divert / shot close the order as per the
project requirements. .

14.00 CHANGE ORDERS

ITI may at any time by written order given to the supplier/Bidder, make changes
within the general scope of contract.

15.00 CONTRACT AMENDMENTS

Subject to condition of contract clause no variation in or modification of the terms of


the contract shall be made except by amendment signed by both the parties.

16.00 TERMINATION
ITI may, without prejudice to any other remedy, by written notice of termination sent
to the Bidder, terminate the contract, in whole or part, without any liability to ITI
whatsoever, if:-

a. There is abnormal high rate of installation and commissioning mistakes.


b. Weekly throughput is reduced by 20% of the requirement due to reasons attributable
to the Bidder;
c. The progress is not satisfactory in terms of quality, quantity and time;
d. The Bidder fails to deliver any or all of the services within the periods specified in the
contract, or within any extension thereof granted by ITI pursuant to conditions of
contract or if the Bidder fails to perform any other obligations under the contract;
e. The Bidder becomes bankrupt or otherwise insolvent.

f. In any of the above event termination will be without compensation to the Bidder, and
that such termination will not prejudice or affect any right of action or remedy, which
has accrued or will accrue hereafter to ITI.

17.00 NON DISCLOSURE AGREEMENT

17.01 The bidder (and his employees) shall not, disclose any part or whole of this RFP
document, of the proposal and/or any specification, plan, drawing, pattern, sample or
information furnished by ITI (including the users) in connection therewith to any
person other than a person employed by the bidder in the performance of the proposal
and/or contract. Disclosure to any such employed person shall be made in confidence
and shall extend only as far as may be necessary for purposes of such performance.
The employees or the third party such as security personnel, etc engaged by the bidder
will maintain strict confidentiality.

17.02 The bidder, his / her employees and agents shall not make any use of any document or
information given by user except for purposes of performing the contract award.

17.03 In case of breach ITI shall take such legal action as it may be required.

18.00 FORCE MAJEURE

18.01 For purpose of this clause, Force majeure means an event beyond the control of the
supplier/Bidder and not involving the supplier/Bidder’s fault or negligence and not
foreseeable. Such events may include, but are not limited to, acts of ITI either in its
sovereign or contractual capacity, wars or revolutions, fires, floods, epidemics,
quarantine restrictions and freight embargoes.

18.02 If a Force majeure situation arises, the supplier/Bidder shall promptly notify
ITI in writing of such conditions and the cause thereof. Unless otherwise directed by
ITI in writing, the supplier/Bidder shall continue to perform its obligations under the
Contract as far as is reasonably practical, and shall seek all reasonable alternative
means for performance not prevented by the Force majeure event.

19.00 TERMINATION FOR INSOLVENCY

ITI may at any time terminate the Contract by giving written notice to the Bidder, if
the Bidder becomes bankrupt or otherwise insolvent. In this event termination will be
without compensation to the Bidder, provided that such termination will not prejudice
or affect any right of action or remedy, which has accrued or will accrue hereafter to
ITI

20.00 RESOLUTION OF DISPUTES AND ARBITRATION

20.01 All disputes arising between the Parties hereto out of or in connection with this
contract shall be amicably settled between the Parties. Where the Parties hereto fail to
settle the disputes amicably, within ninety (90) days of the written notice of its
existence given by either Party to the other, then such dispute shall be settled by
arbitration by a sole Arbitrator in accordance with Indian Arbitration Rules. The
arbitration proceedings shall take place in Palakkad . Preferred medium is English for
Arbitration proceedings

21.00 A/T CERTIFICATE FROM BSNL

The service provider must obtain Acceptance test certificates for all nodes allotted to
him without any pending points to be cleared from BSNL T&D officials.

Functional Elements

The MLLN Equipment consists of the following Functional elements:

1. DXC – Digital Cross Connect equipment is made up of a new high capacity Tellabs 8188 Switch
consist of a double subrack version with 32 unit slots, GMX2 is the cross-connect matrix and
SCU-H is the control unit. It has SDH cross-connect with multi service grooming at 64 kbps level
and optional STM-1, 4 and 16 interfaces. Forced cooling with three separate fans and filter placed
on the bottom part of the shelf to keep the temperature range appropriate. The SCU-H controls the
speed of the fans and alarms to NMS in case of failure in fans. The Tellabs 8000 network manager
R16A or above can manage this high capacity node. Its ports capacity depends on the type and
number of units inserted in the double subrack with the maximum of 512 Mbps cross connection
capacity. The DXCs supplied to BSNL, India with the following configuration.

1 DXC-128 Ports.

2. DXC-256 Ports

3. VMUX Type 1B. Versatile Multiplexer

4. NTU – Network Termination Unit. The NTUs are located at customer premises and works on
230Volt AC supply. Single copper pair connects the NTUs to the respective VMUX. Different
types of NTUs are supplied and their type is tabulated below.

The E1C G.704 framed interface unit is used for G.703 2048 kbit/s interfaces either in G.704
2048 kbit/s or n x 64 kbit/s framed or 2048 kbit/s unframed mode. The E1C unit includes 16
channels to carry data and also provides a network management communication link
between the Tellabs8100 elements. The physical interface type is a 120-ohm symmetrical pair
complying with the [G.703] specification. The frame structure at 2048 kbit/s is in accordance
with the [G.704] ITU-Recommendation. E1C is very similar to the QMH G.704 framed
interface unit but the number of interfaces is Higher, thus saving rack space

INTRODUCTION

Scope of this Document

This document describes the general procedures for Acceptance Tests (AT) of MLLN
network. Hereafter the abbreviation AT and Acceptance Test are used in this document.

This AT Schedule is prepared for the Additional Purchase Order for MLLN equipment to
be installed and commissioned as part of the existing BSNL Nationwide MLLN.

Overview of the MLLN Network

The MLLN Network comprises of 4 Main elements:

 Digital Cross Connect ( DXC)

 Versatile Multiplexer (VMUX)

 Network Terminating Units (NTU)

 Network Management System (NMS)

DXC in the current purchase order is of two types

1 128 Port DXC

2 256 Port DXC

The VMUX in the current purchase order is of only 1 type:

1. PHYSICAL VERIFICATION TEST

Objective:

To verify the physical availability of node and its units.

Steps:

• Verify and note down the units inserted in the DXC as per list below

• Ensure that the Power Supply (PFU-H) and Cross Connection (GMX2) cards are
available in a duplex configuration.

• Ensure that the cards equipped in the DXC are as per the capacity of the DXC

( for e.g. for 128 port DXC there should be 8 x E1C cards)

3. DXC Node Creation Test

Objective:
Adding a new DXC to the MLLN network.
Steps:

• Add a DXC Node from the ROT. It is assumed that all HW is already installed.

• Finally after having created the new DXC Node add at least one test circuit between any
node and the new DXC Node for the further test in this section.

Expected results:

It is possible to add a DXC Node to the MLLN network and manage it from a ROT
workstation.

4. Network Synchronization

Objective:
To test the network synchronization with a defined fallback list.
The test step “4.A” has to be conducted in sites where external clock is connected
to the new DXC (2048khz Clock outputs from STM equipments (SSU-T) or ADM
can be used as External clock)

The test step “4.B” has to be conducted in sites wherever external clock is not
available for connecting to the new DXC.

Steps: 4.A

• Connect a high quality external clock to the new DXC.


• Go to NE synchronization Set and Enable External clock by selecting Station
clock Input GMX2-A and GMX2-B
• Add the SCI to fall back List with Priority 1.
• Add one of the trunk-connected interface in the fallback list with Priority 2
• Check the NE synchronization status and it should show LOCKED.
• Check the Node is working on External Clock (GMX2-SCI)
• Remove the external clock to the node.
• Check with the Clock State is still locked and using sync clock.
• Fix the external clock to the node.
• Check the Node is working on External Clock (GMX2-SCI)
Steps: 4.B
• Connect a clock derived from one of the 2Mbps E1 trunk to the DXC.
• Set one entry to SEC fallback list in the NE synchronisation.
• Check the Locking status and it should show LOCKED and ensure that it is
using the sync clock from the E1 Interface (Not using internal clock)
• Remove the clock to the node by removing E1 stream through which clock is
derived.
• Check with the Clock Status is showing Hold Over (Internal Clock).
• Fix the clock through the trunk.
• Check with the Clock Status is Locked and using Sync-Clock.

Expected results:

Master clock should change according to the clock availability.

5. Unit Extraction and Insertion Test (DXC)

Objective:

SCU-H backs up the parameters of all units in the nodes. When unit is changed, it gets
a copy of parameters from SCU-H and starts operation.

Steps:

• Select the sub rack to be tested from the NMS.


• Verify the units are placed in order.
• Remove any one of the E1C unit. (Don’t remove PFU-H and SCU-H).
• Redraw the sub rack.
• After redraw, check the unit removed one is shown in dotted line.
• Insert the unit, which is removed earlier.
• Redraw the Sub rack and verify the units are placed in order.

Expected results:

It should be possible to change a unit with minimum interruption to service. The


interruption consists of the time needed to replace the unit and the unit to make a reset
and copy the parameters.

Objective:

Objective:

The objective of this test is to test the time stamps of alarms.

Objective:

To verify the physical availability of node and its units.

Steps:

• Verify and note down the units inserted in the VMUX.

• Ensure that the VMUX is equipped as per the classifications given in the requirements.
For e.g. check that the VMUX- Type IB has been equipped with the requisite number of
N x 64kbps ports and E1 ports.

• Ensure that the common cards are equipped in the VMUX as required in the

2. VMUX Node Creation Test

Objective:

Adding a new VMUX to the existing MLLN network.

Steps:

• Add a VMUX node through the ROT workstation. It is assumed that all HW is already installed.

• Finally after having created the new VMUX Node, add at least one test circuit between any
node and the new VMUX Node for the further test in this section.

Expected results:

It is possible to add a VMUX Node to the MLLN network and manage it from a NMS
workstation.

3. NETWORK SYNCHRONIZATION

Objective:

To test the network synchronization with a defined fallback list.

• Connect a clock derived from one of the 2Mbps E1 stream to the VMUX.
• Set the node in the network to use this clock and use it to distribute clock to other
nodes.
• Set one entry to fallback list in the nodes.
• Check that the nodes do not use internal clock.
• Remove the clock to the node by removing E1 stream through which clock is
derived.
• Check with the Master Clock State (Verify node is using internal clock).
• Fix the clock through the trunk.
• Check with the Master Clock State (Verify node is using sync- clock).

Expected results:

Master clock should change according to the clock availability.

4. Unit Extraction and Insertion Test (VMUX)

Objective:

XCG backs up the parameters of all units in the nodes. When unit is changed, it gets a copy of
parameters from XCG and starts operation. The objective of this test is to test this.

Steps:

• Select a VMUX to be tested from the NMS.


• Verify the units are placed in order.
• Remove any one of the unit (Except PFU’s and XCG).
• Redraw the subrack.
• After redraw, check the unit removed one is shown in dotted line.
• Insert the unit, which is removed earlier.
• Redraw the Subrack and verify the units are placed in order.

Expected results:

It should be possible to detect the unit. The interruption consists of the time needed to replace
the unit and the unit to make a reset and copy the parameters.

5. Creating and Deleting a Trunk Test

Objective:

Normal trunk must be able to be added.


The created trunk can be deleted then as well.
Same test can be carried out for both locations: cities having a single VMUX and
Cities having multiple VMUXs.

– Add two E1C’s with G703 modules into separate nodes.


– Add E1C’s to unit inventory.
– Change the E1C card state to in use.
– Configure two G703 interfaces for 2Mbps.
– Change the states of interfaces to in use.
– Add one 2M trunk between the nodes.
– Bind the trunk to the interfaces.
– Neighbor node settings.
– Change the state of the trunk to in use.
– Set the state of the trunk to planned.
– Unbind the trunk ends.
– Delete the trunk.

Note:
Trunks shall be created between VMUX to VMUX and VMUX to DXC if available.
Carry Out BER tests as part of “Test 11” using these trunks .After that delete trunks.

Route a point-to-point circuit between two VMUXs through DXC if available. Test the
provision for both auto route and Manual route for creation of the circuit.

• Start Circuit Loop Test for the circuit.


• Check traffic is normal.
• Delete circuits routed through the trunk.

Repeat the test for the following circuit creation:


1. Local VMUX-1 to VMUX-1 (Local cross-connection)
2. Local VMUX-1 to Nearest DXC. The E1 ports in the DXC to be looped back and circuit to be
Tested at VMUX-1. (If DXC is available).

Expected results:

It should be possible to add and delete circuits within MLLN network without

Objective:

The objective of this test is to test the time stamps of alarms.
