Family Bug Out Plan - Communications Guide - Steps of Survival

ICERS is a means to plan for life altering events in order to maintain communications among family &
friend’s households while assessing sustainability to determine when to shelter in place, bugout, or
pool resources. While contact among households is key, ICERS creates 3 incident based Categories
with a set of actionable plans when comms are down. The Actions work in concert with predefined
Rally Points and “What If” scenarios so that all affected parties can reunite or self-sustain.

Bottom Line Up Up Front (BLUF): Instructions for implementing ICERS.


1. ICERS is composed multiple House Holds (HHs) and Teams (TMs) working together to support
one another. Each may be subject to various Life Altering Events (LAEs) and each may have a
varying degree of experience, resources, and security. ICERS works to utilize the HHs strengths
to ensure all are prepared to act when an LAE occurs.
2. During an LAE; If comms are established disregard all plans and formulate actions based on
current knowledge.
3. If comms are down; refer to the Categories (CATs).
4. Identified and determine your current CAT, initiate the Action Plan (AP) for that CAT.
5. Action Plans create an order of precedence for how to make contact, when to bug out, and what
steps to take as time progresses.
6. Action Plans incorporate meeting at Rally Points (RPs) or following the Bug Out Guideline
(BOG) during pre-planned “What If” scenarios.
7. The end goal of ICERS is to reestablish contact, find resources, and appropriate shelter.

CATEGORIES (CAT)
● If contact is possible among all HOUSE HOLDS (HH) and/or TEAMS (TM) then no set action plan or category is necessary as plans can be formulated
to best fit needs. Once contact is lost, the following CATEGORIES (CAT) and ACTION PLANS (AP) take effect.
● The Primary Factor to determining the CAT is, timeframe without contact among ​all​​ HHs. Once the designated time without contact has been reached
the CAT will be raised.
● The Secondary Factors are; Loss of Utilities/Supplies and Injury/Illness. When loss of basic utilities and sustainable food/water/medical supplies
deteriorate beyond recoverability or become life altering, the CAT will be raised. When an injury/illness is not able to be aided, or it effects
sustainability; the CAT will be raised.
● If the Secondary Factors require the CAT to be raised but contact is not possible, a HH may be forced to escalate the CAT without the knowledge of
other HHs.

ACTION PLANS (AP)
● Action plans are relative to the CAT currently assigned. For example; if in a CAT 2, then AP 2 should be followed.
● To stay in contact when normal phone calls will not connect; text. Cell towers are typically overwhelmed after a Life Altering Event (LAE) and will cause
interruptions and delays. A text uses less bandwidth and will be sent or received ASAP. Other phone apps can be used such as Facebook Messenger,
Whats App, Zello, Instagram DM, etc. Attempt contact with landline phone. Attempt to relocate to achieve a signal to make contact with your
phone/apps. If cell coverage is non existent; attempt to locate other persons with other cell providers and utilize their phone. Attempt to locate WiFi
and use phone/apps.
● When determining vulnerability; elderly and less prepared households should bugout to the more prepared/physically capable household if travel by
vehicle is safe/possible.
● If bugging out (the action of leaving one’s primary residence permanently, with minimal supplies, to avoid danger/susceptibility), insure that you pack
food/water supplies to last the expect travel distance +3 days extra. Carry self-defense weapons, comms, shelter,copy of ICERS, maps, flashlight,
tools, and other essentials.

RALLY POINTS (RP)
● Each RP designates a specific location to be used in concert with an AP and BOG. Nearby RPs should be checked as often as
reasonable until contact has been reestablished between HHs/TMs.
● When visiting a RP, approaching routes should be altered so as not to bring attention to the area as a meeting place. Approach from
varying paths/roads. Stay out of sight while at the RP.
● Message drops are notes containing instructions. Message drops should be concealed so that the normal passerby will not
recognize or disturb the drop. Trash bags with duct tape, PVC Pipe with HH painted on it, etc.
● Supplies drops should not be left at RP but should be detailed in the Message Drop in a coded fashion and can be secured/hidden
nearby the RP.
● RPs should be highlighted on a physical map and saved into a smartphone maps app. Google Maps allows for locations to be saved
while offline, allowing you to view that area of the map without a data connection. GPS typically works after Life Altering Event
(LAE). To save offline, hit the menu button to the left of the search bar while in the Google Maps app. Click Offline Areas. Click
Select your own area. Zoom in/out to choose the area. Most phones can hold 5-10 entire state maps.

BUG OUT GUIDELINE (BOG)
● These are reactionary evacuation plans to take in the event of the WHAT IF scenarios listed. Each WHAT IF scenario will have an
ending RP location and can have an enroute RP to allow for regrouping.
● Not all these WHAT IF scenarios will effect all HHs. Make multiple WHAT IF scenarios and indicate what the scenario is, when to
bugout, who will bugout and where you will rally.
