    JUSTIFICATION

    TO WHOM IT MAY CONCERN:

    In the foregoing need for the reproduction of the test materials for the Third Quarterly
    Examination for the School Year 2018-2019 on January 15-16, 2018, the school head together
    with the BAC Committee have convened that the school office itself cannot reproduce the
    test materials using the school printer due to high cost on ink and bond papers it may incur and
    in consideration of the capacity of the printer for bulk printing and time it may consume for
    reproduction.
    In view of this matter, there was a need to require the services of a photocopy center and
    having requested for quotations on prices offered, reproduction of test materials was
    requested from RED’S PAPERS AND PRINTS in consideration of the offer that the goods were
    of FREE DELIVERY to school and the cost was low, more so, the quality of materials were
    competitive.
