Farmers in the Philippines face two major climate risks: climate variability and climatic
change. Climate variability refers to the short-term fluctuations in temperature, rainfall
and other climatic conditions over a season or across years. In contrast, climate change
describes the longer term trend in the underlying average climate variability (Loch et.al,
2012) which significantly impacted agriculture directly and indirectly specifically on food
production.
The Department of Agriculture (DA) through its the Agricultural Training Institute (ATI)
has initiated efforts to address impacts brought by climate change. Among these efforts
are the Enhanced Climate Smart Farmers Field School (ECSFFS) and the Farm Business
School (FBS) that led to increase on farmers knowledge, skills, and competency and
enabled them to cope with these agricultural challenges.
To further strengthen its existing interventions, the DA-ATI merged ECSFFS and FBS
which aims to improve the capacity of farmers on farm management and planning while
infusing climate knowledge and weather information system. The Climate Smart Farm
Business School (CSFBS) aims to create new thinking and new ways of upgrading farmers’
awareness, understanding and learning while adapting and mitigating the effects of
climate change. It also aims to create a pool of experts who will re-echo the business side
of farming and climate risks to the grassroots.
The CSFBS also accepts the challenge to bring local farmers to new frontiers required for
economic survival under the regime of New Normal Climate amidst the ASEAN Economic
Integration. This training shall use package of modules on transforming climate risks into
built-in opportunities, wealth creation of properly managed climate smart business, and
establishment of Economy Resilient Climate Smart Business Farming.

Thirty (30) Agricultural Extension Workers (AEW) coming from the six (6) provinces of
the Bicol Region assigned under rice program are the targeted participants of this activity.
