DRAFT PROCEDURES
Mine Planning Department consist of 4 (four) section; Short Term Mine Planning Section,
Strategic Planning Section, Mine Control and Analysis Section, and Civil-Rehab
Section. Short Term Mine Planning Section is responsible to make 3 months to 5 years
plan of pit, known as Reforecast, and options plan.
There are monthly reforecast, quarterly reforecast and yearly reforecast. Monthly
reforecast is compiled every month. Quarterly reforecast is compiled, every 3 month, on
March, June, September, and December. Both are consisting of monthly mine planning
schedule for 18 month. Yearly Reforecast is compiled once a year, on July.
Short Term Mine Planning’s Reforecast is consist of mine scheduling, equipment
allocation parameter, coal qualities, quantities and coal mined, cycle time for waste and
coal, face position grid.
The data to make Reforecast are from different division or department, such as:
1. Geology Department
Data that Short Term Mine Planning need:
− geology model
Geology Model is containing seam structure and seam quality. To generate seam
structure and seam quality, geologist has to drill location to get core and descript
type, thickness of samples, then to reconciliate it. The next step is to analyze and
evaluate the reconciliation before transform to geology model. If the result show
any mistake or misinterpreted then it should be to reconciliate again.
From Geology Department Short Term Mine Planning can get Geotechnical data.
Geotech data is important to consider when design pit or dump. It makes pit and
dump safe for equipment or personnel.
With geology model and geotech data, Short Term Mine Planning can calculate
coal and waste quantities should be removed (figure 1). Then pit and dump can be
designed to generate shorter path for truck to reduce cycle time and still maintained
the safety factor of pit or dump.

All data must represent actual situation, condition of pit and equipment. Base on this
actual situation, mine plan engineer plans coal production by (re)design pit and operate
equipment more efficient, reduce cycle time of truck, and increase production.
1. Reforecast
This contains; quantities of overburden remove, coal exposed, coal qualities, and truck
cycle time from each pit, for all KPC including pit operated by contract.
a) Physical availability
(By Analyst and Reporting STMP’s engineer)
STMP’s engineer calculates physical availability for each KPC’s loading equipment
base on overhaul schedule data from Mine Support Division. Usage data is from Mine
Control and Analysis section. Both are use to calculate productivity and shovel
capacity of each loading equipment.
b) Equipment Allocation Parameter
(By Analyst and Reporting STMP’s engineer)
The production of each loading equipment is calculated using data of productivity and
shovel capacity. STMP’s engineer then allocate a number of loading equipment for
every pit operated by KPC to meet the overburden have to remove monthly.
c) Pit and Dump design
(By STMP’s engineer)
Compiling monthly or quarterly reforecast doesn’t need to design pit or dump. Usually
use current option design.
d) Mine Scheduling
(By STMP’s engineer)
Mine sequence is generating from mine scheduling. Mine sequence is base on latest
month-end face position grid (from pit technical), pit design, and type loading
equipment (from equipment allocation parameter).
Results of mine scheduling are face position grid, dump position grid, coal quantities
and qualities for each seam, overburden quantities, dump balance, and Xeras (only in
5 years reforecast), include truck cycle time for waste and coal.
2. Option plan
Option plan is made if there is a change in coal price that affect the stripping ratio of
excavation (highwall limit) or to generate shorter cycle time, lower workload.
a) Pit and Dump Design
(By STMP’s engineer)
Design of new pit will need structure and seam model from Geology Department, and
also boundary of pit from Strategic Planning section. The geology model must be
checked by Strategic Planning Section, to confirm that there are no mistakes on the
model. Design is also needed to improve efficient of mine operation and to get shorter
cycle time of truck. This will need month-end face and dump position grid from Pit
Technical.
From pit design, total overburden have to remove can be determine. Capacity of dump
can calculate from dump design.
STMP’s engineer must consider of geotechnical issue to make design of pit or dump.
b) Mine scheduling
(By STMP’s engineer)
In option plan, Mine sequence is generating base on structure model (for new pit) or
month-end face position (for existing pit), pit design, and loading equipment.
