2. Introduction
Jubo Academy a non- governmental, non-profitable youth development organization was established in 1991,
It aims at eradicating poverty, illiteracy injustice, inequity. The distressed and underprivileged youths. It along
at motivating, mobilizing and facilitating to train them for life skill education, skill development for
employment/self-employment activities. International friendship and solidarity and voluntary services, making
pavement for active participation of youth in policy formulation and implementation process of development
are also the can program of the Academy.
“ Jubo” a Bengali word means Youth. Youth is a volatile section of the population of Bangladesh and almost
one third of the total populations are in the 15-30 years age bracket is case of Bangladesh. Youth are the most
potential, creative workforce of the society. For Bangladesh, the fact applies a lot more. Unemployment and
poverty by which youths have been worst affected in recent years pose a challenge to security and stability of
the world. This trend stands in sharp contrast to the targeted Millennium Development goal (MDG) which bind
the governments to develop and implement strategies that give young people every where a hance to find
decent and productive work. The majority of the youths of Bangladesh are illiterate, unskilled, unemployed and
powerless. The vast majority of the youths suffer from malnutrition, aimlessness and frustration. They are also
vulnerable groups for drug addiction, terrorism and HV/ AIDS.
Development is a form of social architecture and requires both consultation and active involvement on the part
of the youth. No architect should build a house without consulting the wishes of those who are to live in it and
designing the house to their own way of life. Like a rough diamond, youth have unfailing potentiality. What is
needed most is to give them a sense of direction so as to exploit their potentialities for productive purpose. If
they are guided, mobilized and motivated properly and channeled in right direction they are can contribute a
lot to national prosperity. Without the active participation of the youth force in the national development
process, the country’s total development efforts can not make much head way.
Since its inception Jubo Academy has successfully completed many development projects throughout the
country.

Jubo Academy has the vision to build up the young generation so that they can face the millennium challenges
and to build up a hunger and illiteracy free just society through a peaceful social change by the youths.
Bangladesh can be best represented as a prestigious partner in the world communities through peace and
international friendship among the youths.
Mission:
To create self-empowered and self employed youth-communities with increased capabilities by providing need
based services and support like education, training, technology, micro-credit, health, nutrition and sanitation
programmes, gender development, awareness raising, counseling etc.
Youths form one third of our population. Development of youths is therefore a must.
Vast majority of the youths are unemployed. They can’t be kept as a permanent liability.
Youths can become volatile, angry and violent if left alone.
They can be demanding and impatient for change.
Youths are the symbol of change.
Youths are innovative and sensitive.
Young age is marked by growth and improvement, and therefore Youth symbolizes development.
Youths form the most productive force of our entire population. Development has to be achieved by
the Youths.
The future belongs to the Youth and Development has to be attained by the Youth.
Youths must be consulted.
Youths are more willing than adults to face new challenges and take risks.
Youths are the most precious of our resources.
It is risky to keep the Youths away from the mainstream of social and economic activities.
Youths tend to take a global view of the problems of the society, and cannot be isolated.
3. Objectives:
To improve the socio-economic condition of the disadvantaged underprivileged youths through implementing
strategic programmes and projects.
To assist the disadvantaged and underprivileged people for capacity building and ensuring provision of
basic needs of life like housing, education, employment, income and health care;
Help in building institution of target groups for establishing their right in the family, society and
community;
To inculcate the sprite of nationalism and patriotism among children and youths;
Developm a deep sense of patriotism in the minds of the future generation;
Using youths as vehicle of social changes.
Preparing youths as and for an assault on poverty;
Promote the global culture of peace among youths;
Motivate the youths against terrorism, drugs & HV/AIDS:
Motivate the youths to develop a pro-poor attitude so as to alleviate poverty with their help;
Exposing the youths to international programmes with a view to promote international peace and
development. The motto is “Service to Humanity”.

Progrmmes :
Jubo Academy as a professional youth development organization which endeavors for the transformation of
the vulnerable and aimless youths into the mainstream of development and reduce the socio-economic
discrimination in rural and urban life, Jubo Academy has undertaken Non- Formal Education, Vocational
Training, Micro credit, Health, and Nutrition, Reproductive Health Services, Anti Drug Movement, Awareness
Raising of HV/ADIS, Women’s Empowerment, Child Labor, Eradication, Institution Building, Water and
Sanitation etc. Programmes as some of the key areas. All services provided are tailored to the needs of the
clients through participatory planning and programmes designing. It supports its beneficiaries who are landless
people, poor, divorcee women and their children. Jubo Academy has always supported and implemented
demand driven programmes as more than 253000 beneficiaries have received development services from this
NGO over the last 14 years of its inception.

Jubo Academy gives priority on good governance, accountability and transparency operating accordind to the
approved constitution of the organization by the concerned registration authority. It has constructed its
management structure as per needs to implement its activities. The management structure is built on three
tiers, General Committee, Executive Committee and Advisory Committee.
a) General Committee: The namely General Committee is the Supreme Committee of the organization
General Committee comprises of 41 members from the different sections of people who are interested in
social and voluntary works. The General Committee approves all the yearly activities and budget executed
by of the Executive Committee. They also present a new Executive Committee through election/ selection
process.
b) Executive Committee: The members of the Executive Committee are elected/ selected by the members of
the General Committee at the Biennial General Meeting for two years who have updated membership in
General Committee makes policy related decision and also supervises and monitor all the activities. The
Executive Committee comprise of 09 members namely one Chairman, one Vice-Chairman, an Executive
Director and six Directors. The Executive Committee holds monthly meting and review the performance of
the programmes/ projects and monitor the income and expenditure of the organisation. The Executive
Director is the functionary chief of organization.Eecutive Director is supported by the line Director,
Programme Coordinator and Project Manager in each programme/project to carry out day to day
activities. The Executive Committee is supported by highly qualified Advisory Committee.
Advisory Committee: Besides the two committee Jubo Academy has also an Advisory Committee, comprising
of 07 members. The advisory Committee hold meeting with the Executive Committee quarterly and review the
overall activities of the organization.

8. Working Strategy:
The main strategies of Jubo Academy are to implement the activities as the development partner or facilitator
not to control them rather to assist the beneficiaries. Some working strategies of Jubo Academy are mentioned
bellow.
a) Group Approach: Jubo Academy implements projecst by organizing the target people into small
groups. Groups decide what kind of approach and assistance they need and want to render. This
approach assists them to take proper decision on the basis on their felt needs and local resources
available in the target area. Jubo Academy provides technical and financial support to groups of the
target area.
b) Bottom up approach: Jubo Academy follows bottom up and participatory development approach in
its working strategy. With end in view, it mobilizes and organise the beneficiaries through awareness
raising.
c) Family approach : Though the women are organized as the primary beneficiaries, but all members of a
beneficiaries family have to participate in development issues of the family. Jubo Academy ensures
the participation of every adult members of the family. It tries to increase the skills of every family
members so that they can implement the enterprise jointly for the betterment of the family.
d) Community Development approach: This approach helps Jubo Academy to ensure the participation
at all level in the community on the basis of the felt needs.
Financial strategy:
a) Donation: The major finance for execution of the activities of the organization is arranged from local
and foreign funding agencies. Both grant and soft loans are taken.
b) Member’s savings: Member’s savings is another important source of finance though the saving which
is refundable, but as revolving fund. It is able to make surplus.
c) Organizational income: Jubo Academy generates income from executing diferent revenue generating
activates like micro credit scheme, pisci culture and handicraft production, consultancy services etc.

Purchases up to TK 10,000 are made through quatatras and tender is limited if the amount is above 1,00,000.
Jubo Academy also carries out executes both internal and external audits. Executive Director as principal
signatory and Director Finance or Chairman as Co-signatory maintains all the head office account of Jubo
Academy. The project accounts are also maintained by join signature of one principal signatory and any to the
two co-signatories signature. Jubo Academy has the provision of annual auditing in its accounts both by project
and head office by C.A firm affiliated/enlisted with the registration authority and govt. department and submits
its audit reports to all related concerned.
Jubo Academy checks all account on yearly basis by Audit firm. The following audit reports are available. The
financial year starts from July to June.
We have about 25 years working experience in the field of Non-Formal Education (NFE) and Skill Development
Training (SDT) in many districts and municipalities. Also, we have experience of implemented projects of Govt.,

Goal of the Project: To assist the government to increase the literacy rate with an object to make the country
illiteracy free by 2003 and literacy for all by 2006.
Objective:
To provide basic and functional education to the children, adolescent, adult male and female of disadvantage
illiterate communities with a view to empower them and also to make themselves reliant.
Jubo Academy has facilitated Non-formal Education Progrmme for the most disadvantages illiterate
Communities since 1993 to June 2003 in different districts of Bangladesh under Project 1 (phase-1, 2, 3, 4A, 4B
& 5). Project 2 (phase 1 & 2), Project 3 (phase 2 & 6) under the Directorate of Non formal education(DNFE) to a
assist the government to increase the literacy rate to make the country It literacy free by 2003 and reach the
goal of GOB “Literacy For All by 2006”. During this period, Jubo Academy had reached to 4900 illiterate rural
poor people. Both sexes of different ages between (6-45) in 19 Upazila of 10 districts. Jubo Academy has gained
and experience of 8 years in implementing the NFE Programme. This programme was initially executed at
Adarsha Gram Project (A project of Ministry of Land). in the year 1993 to 1994 covering 15 Adarsha Gram of 11
upazilas at 4 districts and targeted beneficiaries were 2700 children, adult male and female. The task of the
Jubo Academy was to provide Basic Education for the settlers and to empower them for functional education
by which they can acquire skill to read a book/letter/newspaper and can able to write a letter and can calculate
simple numeric, To achieve this objective Jubo Academy conducted three learning sessions in each Adarsha
Gram community center. Morning shift for children and adolescent, afternoon session for women and evening
session for adult male only. Friends in Village Development of Bangladesh (FIVDB) methods and materials were
followed in the course. The course time was for 6 months for per-literacy and 3 months for post- literacy
programme. After completion of the course each learner had acquired skill of functional education. Post
literacy progrtamme was also contained for the non literates. The progrmme was monitored by Adaraha Gram
P.M.U & Commission of European Community CEC). Jubo Academy had also executed NFEP for the
beneficiaries of Rural Women Employment Creation Project (RWECP) at Upazila Chhagalnaiya in the district of
Feni. A Project Department of Women Affairs and funded by Asian Development Bank (ADB) covering 4500
rural
unemployed poor, destitute women under social preparation training component of the project since 1996-
1999. Jubo Academy had also undertaken the programme of NFE for hard to reach urban working children in
three metro city namely Dhaka, Rajshahi and Khulna sponsored by UNICEF and DNFE. The programme was
carried out for the children who did not get the excess to formal schooling in his life time and become an
earning member of his family. Jubo Academy also organized the stake-holders, employers, parents to
sensitized against all forms of child labor in this areas. Extra curricular activities like cultural programme, sports,
tree plantation, field visits were also conducted to bring a pleant environment among the learners. Jubo
Academy also organized regional drawing competition among the working children and observed different
national days with a view to develop conscientious and awareness among them.

Description:
Labor at young ages can have dire consequences on the child’s development both mental and physical.
Physically children are not suited to long hours of strenuous and monotonous work. Their bodies suffer the
effects of fatigue and exertion much more quickly than those of adults. Large number of them are already
suffering from malnutrition, which lowers their resistance even further and makes them all the more
vulnerable to disease. Caring heavy loads and working in a camped position in small factories can cause
deformity, particularly of the bones. Work from early ages has also been the cause of stunt growth. Children in
the manufacturing sector are more prone to accident and occupational hazards Keeping with growing
population, the number of child labor rose from 4.11 million in 1989 to 7.5 million in 2005. There were 2.22
million boys and 1.67 million in 1989. This number increased to 3.6 and 3.9 million for boys in 1991 and 1996
and correspondingly 2.8 and 2.7 million respectively for girls. There has been a slight decrease in the number of
girl child labor during 1996, 1991.
A large number of these children about 2.4 million work in urban areas. And the trend is still very alarming
regarding the grueling conditions of child labor, though the UN conversion on the Rights of the Child-1989
states:
“State parties recognize the right of a child to be protected from economic exploitation and from performing
any work that is likely to be hazardous or to interface with the child’s education, or to be harmful to the child’s
health or physical, mental, spintual, moral or social development, Furthermore, state parties should take
appropriate legislative, administrative, social and educational measure to ensure the implementation of this
article.”
It goes without saying that child labor is a part of underdevelopment and indeed it has been noted that it
persists in inverse relation to a country’s degree of economic advancement. The children’s presence on the
labor market carries many implications. Probably the most important is her absence from the school.
The long hours spent on the job result in fatigue and lack of concentration which almost invariably lead to poor
performance and failure even being enrolled in school.
The project was formulated for the children who were engaged in hazardous labor who are not getting the
opportunity of basic education and skill development training. This project will facilitated skill development
training and basic education for self employment or skill development. The project also provided loans to
create self entrepreneurship through providing technical training and guidelines.
To improve the situation, the project undertook a comprehensive a programme through providing basic
education, skill development training, micro credit and awareness.
Jubo Academy also implemented Eradication, of Hazardous Child
Labor of Bangladesh Project (1st phase) of Ministry of Labor and
Employment effectively in Hathazari and Bayezid Bostami Upazila
of Chittagong Metro City covering 300 working children in
different hazardous sectors since February 2003 to October 2005.
Under this project Jubo Academy conducted Non-formal
Education in Bengali, (level class-3), English-(level-2) and
Mathematics (level-2). After completion of 18 month’s course, the final evaluation represented a successful
achievements. Jubo Academy also conducted Skill Development Training in different trades like Dress making,
Block Batique Printing, candle preparation, small transport repairing etc. Academy also facilitate the
Karmasangsthan Bank in credit disbursement and also in the recovery process. Most of the working children
have withdrawn from the hazardous sectors. The credit recovery rate was also satisfactory

Output:
Withdrawal and rehabilitation of child labors in hazardous sectors was possible by way of creating a safety net
as well as some alternative options for socio economic development for the children and their families. It
simultaneously takes efforts in motivating their employers towards national obligation and effort of eliminating
worst forms of child labors. The options were proposed in consideration with the problem, needs and liking of
the children and their families concerned.
The program addressed the working children in hazardous sectors of different area and their families

through direct intervention and awareness rising. The children and their families have been offered with non-
formal education, vocational skill training, alternative income generation means and basic health care services.
The prime strategy of the program was to identify targeted children, their families and workplaces physically at
the program area by referring to the database prepared from the Household-level Baseline Survey conducted
by the EHCLB Project and it has been done as per guideline.
For economic empowerment of families, the JUBO ACADEMY provided micro-credit and training on different
IGAs to members of at lest 900 families initially. One member has been selected from each family for this
purpose. In addition, the aged children have been provided skill development training in different IGAs.
Boys and girls were selected according to age, sex Intervention was given as follows:
FORMATION OF CENTER MANAGEMENT COMMTTEES (CMS)
The formation of Center Management Committee to develop a sustainable local mechanism to take action
against child labor and to build up grassroots level institutions to monitor (watchdog function) and lobby, is
one of the building blocks of the institution framework that gives the program a community ownership. The
committee has been formed with the representatives of all stakeholders having potentiality to contribute to
the process. CMC includes members from the local educational institution, parents, representatives from the
employers and NGOs. The CMS has been formed comprising of 7-9 members for each center. The respective
Ward Commissioner chaired the committee.
To create and promote awareness on the child labor issues the workers of JUBO ACADEMY visited every family
who belonged to the target group. They explained to them an various issues regarding the impact and
discrimination of child labor in hazardous sector. The facilitators of JUBO ACADEMY keep maintaining regular
contact with the members and the families.
Day Observation
To create and promote awareness in eliminating the hazardous child labor, Jubo Academy observed the World
Children’s Day in a bid to disseminate massage in the worst forms of child labor and A rally, discussion meting,
competition, drama show, etc. were organized on the day resulting the negative consequences of child labor
and sensitizing the society’s responsibilities in eliminating hazardous child labor.
Interpersonal Communication
To raise awareness on child labor issues and motivate the stakeholders, JUBO ACADEY developed regular
contacts with all concerned. The focused stakeholders included parents.
employers, managers, adult workers in the work place, community leaders, religious leaders, influential
people, local elite, service providers, enforcement agencies, related government line agencies, teachers, ward
leaders, local business men/ women, local politicians/ peoples representatives, intellectuals, local media/news
men and local NGO workers. Such liaison were maintained on a regular basis by the staff.
Besides regular visits, monthly coordination meetings were being organized especially to keep the motivation
alive among parents on child labor issue. The supervisors and teachers facilitate the skill development training.
Peer Education (Child to Child parents)
Peer education is an effective way of understanding the problem that has been used for the desired behavioral
changes of conservative people. It is the information dissemination to the homogeneous category of people. A
group of 60 children trained as peer educators as they disseminate messages on child labor issue to the other
children and advocate for their rights. To train these children, a 5-day training was organized. Three refresher-
training programs have followed it. Similarly, 60 parents have been trained to advocate on child labor issue to
the other parent’s group.
Street Drama
Street drama is an interesting but effective way of disseminating message. To visualize the problems, child
labor a drama group trained and developed with the participation of child labor as its actor and actress. They
performed the drama in different spots to spread message about the consequence of child labor and advocate
for their rights.
In order to provide non-formal education to 800 children aged (5-14) years, 26- multipurpose centers were
established and rest of 14 MPC established for SDT program. The MPC has preferably been closed to the
workplace to working children as well as nearer to their homes. Each center accommodates about 30 children
pre batch/class with two shifts, providing education for 3 hours a day for 24 months followed by 6 month skill
development training. The number of total teachers had been 14 as appeared as the server for the server for
the recreations, counseling with the parents and responsible for visiting the children’s house.

Acquiring capability of reading Bengali and English books, newspaper, magazine and to write a
letter/simple Numeric, simple accounting, introduction of skills on various trades and an orientation to
job market (duties, rights, benefits, etc)

Increasing of child rights and health care awareness
Decreasing the number of families which put under-age children at hazardous child labor.
In the center, there are recreational facilities (games, etc) and health care facilities particularly for young
siblings and mothers. It is open from 8.00 a.m. to 5.00 p.m. and try to accommodate as many children as
possible through shifting schooling time based on the children’s convenience and the time negotiated with the
employers. There is one teacher for each center. She/he is responsible for home visits for parent’s counseling
and for educating local people mainly local school teachers regarding child labor issue. Such visits further

Skill development training program arranged in coordination with local partner organizations working
in the area and in close consultation with the service providing institutions like skill development training
center. Department of Youth Development existed in the region. For each trade one instructor recruited on
contract basis. As for Electrical wiring an instructor recruited for 15 days only whereas for Carpentry she/he is
recruited for 5 month. The same center used for providing Skill Development Training to the same children 6
month. With these for the job placement the feasibility of the training in the market has been maintaining as a
prior basis.
One of the fundamental strategies of the program is to strengthen the economic condition of the families,
promotion of different income opportunities and credit support through providing life skill training.
Above all of these they are given proper guidance to make savings with all of these for their crucial need. This
also helps them to withdraw their child hazardous sectors facilitates the program.

Specific Objectives:
The relationship between land and people in Bangladesh is deep and profound. Millions of rural people are
becoming landless and rootless every year being alienated from national development due to poverty, river
erosion, natural disaster and social decimation. The rural people are at the lowest level of poverty, their
miseries are inestimable. The continuous increase of population every year has a tremendous impact on the
limited land recourses of the country and as a result of which the number of rootless families in Bangladesh are
increasing day by day. These families have no proper shelter, no specific source of income and no certainty for
survival. Generally they are dependent for their livelihood upon the charity of the local elites and relief
programs implemented by the govt. and Non- Govt. Organizations. They are frequently migrating towards to
urban areas in search of jobs and upon arrival at the urban areas they settled in the slums area.
To facilitate and support the landless families for their permanent settlement in the village areas Adharsh Gram
was established. For their sustainablity in village a comprehensive development programme had introduced

Project Description
Bangladesh is one of the poorest & densely populated areas in the world. Public health care service is not
adequate due to limited resources. Moreover rate of literacy is not satisfactory to attain MDGs. People of
Bangladesh specially the poor are suffering from various diseases caused by water contamination like
diarrhoea, chronic dysentery, skin disease & malnutrition.
About 44% of the total population are using hygienic latrine. Among them 11.4% are using water sealed
latrines and 29% are using hygienic Pit Latrine, 56% people are out of hygienic latrine coverage. 13.7% children
of below 5 years are using hygienic latrines for sanitation. Everyday the environment is being polluted by
20,000 tons of open stool. 18% of the rural people and 36% of the urban people have land crisis for
construction of Pit Latrine. Every year 110,000 children die due to diarrhea which is contaminated by polluted
water.
The normal physical and mental growth of our children is retarded due to diehard belief of the people for
which a children sometimes found to be attacked 4 times in a year. It is also observed through a survey that
diarrhea & malnutrition also retard the normal height of the children. About 25,000 children are found to be
the victim to blind due to malnutrition & diehard.
About 90% children are being infected by worms due to use of polluted water and prevalence of unhygienic
system which invites blood Leukemia. About 90%. Of the rural women are superstitious and diehard 43%
suffered from skin disease due to use of polluted water in Bangladesh. The above picture of public health
shows the importance of using safe water & hygienic sanitation for our people. Safe water and sanitation
problem has become the burning need to be dealt with both in rural and urban settings.

The community based water supply and sanitation project previously undertaken by Jubo Academy in Satkhira
and Nilphamari inspired to extend the same project in Chapai Nawabganj and laterally in Valuka, Maymensing
district.
The community based water supply and sanitation project of Jubo Academy was on the important
development project for public health, improve environment and supplement to the national priority
(sanitation for all). It was new dimension in the development process, where the community people directly
involved in all stages of planning implementation, management, finance, supervision and monitoring. This
process helped the community improve problem solving capacity regarding water sanitation and other issues.
The community cohesion shows another achievement of the school. Its has also contributed in the field of
poverty alleviation through providing sanitation latrine, safe water and employment opportunities in the areas.
Sustainability of the project was ensuring through private
producers, trained mason and mechanism in the area. The project has effectively contributed for improve

Bangladesh is pre-dominantly an agricultural country characterized by high level of poverty which drives away
the children out of school every year. This picture is abruptly high among girl students. Occupational Skill
Development Program (O.S.D.P) is one of the innovative majors of Female Secondary School Assistance Project
under the Ministry of Education’ GoB had design to assist girls leaving formal schooling to acquire skills suitable
for wages or self employment. Though the government has under taken a scheme of stipend for the female
student at the primary and secondary level, still then the number of drop outs of rural female student is high
due to superstitions an religious dogmatism. A large portion of school girls drop out from their normal
schooling at (7-10) age group. Secondary Education level every year due to various, reasons such as, i) Lack
interest of further education ii) Lack of proper aptitude about passing exam. iii) Lack of family resources to
support educational cost, iv) Early marriage and communication difficulties on attending schools and v) Social
barriers, After dropout they become non productive and liabilities to their families which prepared them for
house wife. O.S.D.P is designed in the such as a view to build up a sense of self reliant attitude and transfer
drop out girls into productive force in traditional trades like Handicrafts, Sewing and Boutique printing, Poultry
and Milky cow rearing, Nursery, Homestead gardening etc.
To implement this O.S.D.P for drop out girls F.S.S.A.P of Ministry of Education invited project proposal for
conducting training Programmes from the government registered and experience NGOs/Training Institutions. A
large number of NGOs and Training Institutions took part in the tender, Jubo Academy a national level NGO
having its past experience in conducting training for IGA for the under privileged unemployed, men & women
also participated in the invitation. After proper scrutiny F.S.S.A.P had selected Jubo Academy to conduct the

decades, the basic objective of intervention in the sector remains at a level for below the expectation. A part

involve and ensured community participation of local level institution.
“Sanitation for All” was on of the priority issues of the Govt. of Bangladesh and community based water supply
and sanitation project CWSSP in an action research pilot project covering 5 upazillas of different water level
characteristics under sustainable Environment Management Programme (SEMP) comp 3.1 funded by UNDP &

poverty, river erosion, natural disaster and social discrimination. There are now about 10 millions

landless families in Bangladesh. They are frequently migrating towards urban areas for their livelihood. The
environment of urban areas is also at stake for huge population pressure due to migration from rural areas.
Keeping this view in mind Bangladesh Bank has stared a Rural housing loan scheme by creating a fund of its
own to solve the housing problems of the distressed, poor, rootless and flood effected families by the help of
the NGOs. Under the scheme Jubo Academy has started its activities in November, 2003 in Valuka and Trishal
under the district of Mymensingh to facilities and supports the homeless families who have there own land in
village areas for the permanent settlement. For their sustainability in village, a comprehensive development
program has been introduced through providing credit support. The project undertaken by Bangladesh Bank
envisaged mitigating the housing problem in rural areas for the poor people. Every family of the above
category has given housing lone of Tk. 20,000/- at the rate of 5% interest for 10 years. Jubo Academy after
completion of base line survey selected the beneficiaries and distributed lone in two phases. The beneficiaries
has built their houses with the lone money and now the recovery is going on.

Molikbari union at Valuka under the Mymenshing district in Molikbari about thirty five thousand people are
living and half of the population is women. Most of the families are extremely poor. The condition of women is
more vulnerable as they are virtually suppressed by all wakes of society. The project designed for generating
employment/ self employment for rural poor women and make transformation into national economic
productive force. The project has undertaken a comprehensive development program to improve the gender
disparity, establish women rights, building capacity through providing micro credit and skilled development

Youth is the volatile section of the population of Bangladesh and almost one third of the total populations are
in the 15- 30 years are age bracket incase of Bangladesh. The majority of the youths of the Bangladesh are

Objectives:
The project runs at Balagram Union at Joldhaka under the district of Nilphamari. The upazilla (Joldhaka) is one
of the neglected areas of out of six Upazilas of the district. There are twelve Unions where literacy rate is only
33%, 36% inhabitants are residing with extreme poverty. About 4,578 people are living at Balagram. People’s
health condition is very vulnerable and the prevalence of communicable disease is also high. In a bid promote
the health condition; Jubo Academy has taken an initiative to stand beside the helpless inhabitants through
launching a Free Friday Clinic at the locality.

1. Baseline survey: The learners would be selected on the basis of baseline survey. Baseline survey will be conducted by
INGO at upazila, union, ward and village level to identify learners and place of centers. In consultation with DC,UNO , DBNFE
,concerned head teachers of the primary school and Union Parishad Chairman, the responsible INGO will perform the baseline
survey.
(ii) Two rooms of each primary school will used for two separate groups of learners (male and female group) after or before the
school hours;
(iii) The existing Learning Centers of PLCEHD-2 project of BNFE will be used as Learning Center for the Basic Literacy Project;
(iv) In case of unavailability of Primary Schools or Centers of PLCEHD-2 project, Basic Literacy Center will be established through
renting houses from the concerned communities.
(v) Other than selected primary schools, UNFEC would approve the location of the centers in the localities. The location of the
centers would be selected on the basis of a) concentration of learners, b) coverage of the illiterates, c) availability of facilities for
the center, and d) demand for program in the locality. The program implementing NGO will prepare a draft list of the location of
LCs and submit to UNFEC for approval.
(vi) The space of BL Center should be sufficient to accommodate 30 Learners (Minimum space of each learning center would be 240
sft).
3. Recruitment of Teachers and Supervisors: In coordination with UNO/ UNFEC, the INGO will recruit teachers and
supervisors for the program as per the terms and condition given in the article No. 21.7(12) of the DPP.
1. Monitoring and Evaluation & submitting the reports: Necessary to perform regular monitoring & evaluation of the
program & prepare monthly progress/monitoring reports for submitting to UNO, DC & DBNFE.
2. Ensure attendance of learners & quality teaching learning process: The Jubo Academy will ensure the regular
attendance of learners. Ensuring the proper roles & responsibilities of teachers & supervisors and maintaining quality
teaching by teachers would be the responsibility of Jubo Academy.
