E-TRIKE
TRIKE RESEARCH AND DEVELOPMENT HUB IN REGION 2 FOR
FUNDING UNDER THE NICHE CENTERS IN THE REGIONS FOR
RESEARCH AND DEVELOPMENT PROGRAM OF THE
DEPARTM
DEPARTMENT OF SCIENCE AND TECHNOLOGY”

WHEREAS, one of the outcomes identified in the Philippine Development Plan (PDP) 2017-
2022 is to increase the country's growth potential by building the foundation for
a globally competitive knowledge economy where accelerated technology
adoption and stimulated innovation are envisioned to be achieved;

WHEREAS,, in support of the PDP 2017-2022,

2022, the Harmonized National Research and
Development Agenda (HNRDA) 2017-2022
2017 2022 articulates the national priorities and
guide for public investment in research and development (R&D);

WHEREAS,, the Cagayan Valley Regional Development Plan 2017-2022

2017 2022 identifies
id Science,
Technology and Innovation (STI) as one of the key drivers of productivity,
growth, and advancement in order to enhance countryside development, attain a
sustained economic growth, and increase the competitiveness and resiliency of
the regional
ional community;

WHEREAS,, the Department of Science and Technology (DOST) endeavors to significantly

accelerate STI in the country through massive increase in investment on human
resource development and R&D through the Science for Change (S4C) Program;

WHEREAS,, under the “Accelerated R&D Program for Capacity Building of Research and
Development Institutions and Industrial Competitiveness” of the S4C Program,
the Niche Centers in the Regions for R&D (NICER) Program will provide
institutional grant for higher
higher education institutions (HEIs) in the regions for R&D
capacity building;

WHEREAS,, through the NICER Program, the HEIs will be able to address regional
development needs through R&D and local resources;

WHEREAS,, the Cagayan State University proposed

proposed the Establishment of the e-Trike Hub in
Region 2 for funding under the NICER Program which was endorsed by the
Regional Research and Development Committee on May 27, 2019;

NOW THEREFORE,, the Regional Development Council 2 and the Regional Peace and Order
Council 2, in joint session assembled, RESOLVE AS IT IS HEREBY RESOLVED
to support and endorse the aforementioned research proposal;

RESOLVED FURTHER, that copies of this Resolution
