THE EXECUTIVE SUMMARY

The proposed name of the business is Spectrum Manpower Agency which means training

skilled, college graduates, professionals employable PWD’s to be deployed in different

companies and government agencies. The business is located at 21st street Clark

Economic Zone Angeles City Pampanga.

The business will be managed by the general manager. The business will hire and trained

employable PWD’s to be deployed in government agencies and companies based on their

manpower requirements. The business is in the form of general partnership where the

partners contribute seven hundred fifty thousand pesos (750,000) and share the profits

and losses equally among themselves.

The initial clients of Spectrum are the government agencies and companies in Pampanga

, especially to all locators in Clark especial economic zone the results of the survey

conducted randomly by the proponents shows there is a need for hiring employable

skilled workers , college graduates and professionals PWD’s.

The technical aspects of this feasibility study starts from the moment Spectrum Will

place advertisement for hiring PWD’s giving applications form , testing , interview ,

physical examinations , psychological training , work related trainings and deployment to

different government agencies and companies.

The financial aspect of the study shows the overall financial condition of the project by

presenting the total project cost, projected financial statements, projected financial

performance and financial ratios.

The socio economic aspect will shows how the different government agencies and

companies will benefit from the project. These includes the local government units,

community and environment from waste management and protection.

Chapter I

Introduction

As per historical data the government’s concern for the disabled persons began as early as

1917 and the national concern for their rehabilitation was manifested by non-government

organizations as well. The, Philippines is the pioneer in ASIA in implementing disability

laws which provides for the rights and privileges of PWDS with the passage of the

Magna Carta for PWDS in March 1992, known as Republic Act No. 7277. The law even

predates the 2006 United Nations Convention on the Rights of PWDS. To which the

country is a signatory. In 1940 the cycle of finding and developing man power for

multiple industries was formed into profitable market. This is the birth of

employment and manpower agencies.

 Project Background

In 2005, a separate report released by the National Statistics Office and the Asian

Development Bank revealed that only 10 to 30 percent of employable PWDS in the country

are engaged in regularly paid work. A sizeable 50 percent work in the informal sector, and

the rest are homemakers or are dependent on other family members, government, dole-outs

and even begging for economic survival. A survey conducted in 2011 among 210

employers from various industries in the three regions in Northern Luzon and Central

Luzon. Sought to find the factors influencing employment opportunities for PWDS. The

result shows that employers’ perception of what PWDS can (or cannot) do for the company

greatly determines hiring decisions.

The perception of Filipino employers toward PWDS in the workplace can be

classified into four categories:

 Negative Stereotype this means low productivity frequent absenteeism and turnover

because of their deformities. They are doing their best not to be dependent on dole-

outs and from others.

 Added Business Value they are PWDS who have positive work ethics moral

booster and efficient workers. They are move productive and efficient compare

with other normal workers.

 Added Cost and efforts at management means additional safety measures, needs

closer training and supervision.

 Social Cost (negative reactions from customers and co-workers).

Statistical analysis showed that the factor “Added Business Value” proved to be the best

predictor for hiring PWDS. The primary consideration of Philippine employers is the

positive company image that decisions to hire PWDS will bring to the company.

The Philippine government guarantees the capacitating and inclusion of PWDS into the

mainstream society by stressing the importance of their rehabilitation, self-development

and self-reliance as stipulated in the Constitution and the Magna Carta for Disabled

Persons.

Some of its noteworthy efforts in improving the employment opportunities of PWDS

include the development and implementation of training programs in support or in

preparation for employment, the allocation of jobs in many government agencies, and the

provision of attractive incentives to private entities who will hire PWDS.

In the light of the survey results, organizations are encouraged to engage in efforts to help

strengthen the “labor market value” of PWDS by providing training on technical skills,

work ethics and socialization skills as part of their Corporate Social Responsibility (CSR)

initiatives; ensure that PWDS will be hired in jobs that are commensurate to their

qualifications; increase the work prospects for PWDS regardless of gender; and initiate

efforts to help improve the attitudes and behaviors of people in the workplace towards

PWD.

INDUSTRY ANALYSIS

 Tax incentives

The companies who employ disabled person may avail of tax benefit depending on their

number of handicapped employee’s. Government incentives vary from direct tax

reduction to subsidies on making infrastructure and creating facilities for disable person

or people.

 Employing the PWDS:

PWDS if given a chance to work are hardworking and efficient because they have to

prove their worth and capabilities. They are effective in whatever task or job they are

assigned.

In recruiting disabled workers, a company is giving opportunities to other members of the

population who are not normal in all aspects but can prove to be equally productive when

it comes to the job requirement.

 Winning people’s trust and goodwill:

Hiring disabled workers can immensely increase the image value of the company. It

will boost the goodwill of the company and it will create a positive mindset in the

society.

 Added benefits in a legal matter:

Employing PWDS gives an extra edge and have an advantage in relation to

discrimination. The added social meaningful support towards your company helps to

gather a good support towards your cause. Treating your disabled employees the some as

you treat any other worker, will help in taking various acts and legal documents to

prevent any untoward incidence from arising. In addition this will reap some extra

rewards from the government.

 Trustable employee:

PWDS are hardworking and very loyal in nature. They do their best in their job, they

will not join labor organization in case of labor disputes.

 Diversity in the workforce:

Disabled workers and employees provide a different type of diversity in the workplace

which is the unique ability in both physical and mental ways they tend to be effective and

efficient workers or employees.

 Honest workers:

Many of the disabled workers are found to be more loyal than their normal counterparts.

They are true in their opinions and very focused on their work only.

 Lower turnover:

PWDs workers or employees usually have lower turnover. They prefer to do their job

efficiently without much of complaint from their superior’s. Handicapped people are

loyal in nature they prefer to stay in their job and are less likely to change their position,

post or job frequently.

 Less Absenteeism:

This can help small entities run smoothly where the presence of each person on every

working day counts. In addition PWDS take fewer holiday leave compared to their

normal counterparts which will always be beneficial for any organization.

Every day the market is changes .Many new things are developed and in a matter of

seconds the whole scenario stands different in front of the people and businesses.

The factors will be considered of follows:

POLITICAL

Local Government Units business planning decision makers concerns on the development

of business condition in their areas. SPECTRUM contributions is its continuity of

business activity particularly in Angeles City, Pampanga, Philippines. Increases the

diversity of treatment between PWD’s and businesses with respect to the statute.

ECONOMIC

A rise in the inflation rate of any economy would affect the way companies’ pricing their

products and services. The demand for employment in Clark is increased by the

continuous growth of businesses in the area. One major economic potential in Angeles

City, is to be the center of commerce. The LGU’s support program is to develop the

knowledge and skills of human resources needed by the industries.

SOCIAL

SPECTRUM hopes society, including the private sector, will continue to make changes

in its perspective of employing PWDs. Through effective communications its uniqueness

and advocacies in employing PWDs, can easily get the mindset of the public and the

target markets. Because of its advocacy, it promotes equal opportunity employment.

TECHNOLOGICAL

Spectrum will used all available technology in disseminating information stake holders

through innovation and diversifications Spectrum will upgrade its services thus

increasing each partners companies.

LEGAL

subject of the same terms and condition of employment same compensation, privileges,

benefits, fringe benefits incentives, and allowance as to qualified able bodied PWDS 5%

of all casuals, emergency, or contractual positions in the DSWD, DOH, DEPED, and

ENVIRONMENTAL

SPECTRUM environmental concerns is to raise fairness to diversify by helping

communities in terms of segregation, reduce and recycle the wastes and implement it

within the workforce.

Description of the Proposed Project

The Proponents ideas is that a PWD applicant suffers from undue discriminations in

employment opportunities, procedures and policies of some businesses. And

SPECTRUM wants to strengthen the implementation of RA 7277- Magna Carta For

Disabled Persons to eliminate that kind of unlawful or unethical manner to PWD

applicants and change it into an equal and fair treatment.

SPECTRUM will also give opportunities to businesses and PWDS, by providing jobs that

fit to the demand, work requirements, of businesses and contribute a good positive impact

to the community. Spectrum will use its unique business model and advocacies to stay in

the business industry.

ORGANIZATION AND MANAGEMENT

Type of Business Organization

The Proponents choose general partnership as the type of business. It is a partnership

made up three person carry on a trade or business. Each partner contributes money,

property, labor or special skill and shares in the profits and losses from business.

Article IV

Capitalization

The capital of the partnership shall be P 2,250,000 in the Philippines currency contributed

in cash by partners.

Article V

Profit Loss

The profits and losses of the general partnership shall be divided equally among the

partners, if in case of death, the shares of deceased partner shall be divided among his/her

or beneficiary.

Article VI

Management

That the firm shall be under the management of a General Manager, as such he/she shall

have a responsibility over the management of the affairs of the partnership, he/she shall

have the power to use the firm’s name and to bind the partnership in making such

contract with the approval of all the partners and otherwise in performing such as those

necessary in the management firm.

Voting and Hiring

Rotation of position will be decided among partners if necessary every year after the

Compensation and Benefits

Salary prescribed and mandated by the regional wages board.

PAG - IBIG benefits

 This ENTITLES employees to avail of a HOUSING LOANS, CALAMITY LOANS,

and MULTI PURPOSE LOANS that aim to provide financial assistance to

their needs

PHIL HEALTH

 The employees must compel with this contribution to have their DISCOUNTS on

hospital fees in case of emergency.

SSS Contribution

 The employees must compel with the monthly contribution of the SSS.

13th Month Pay

 The employees must be given 13th month pay. The 13th month pay shall be in the

amount not less than 1/12 of the basic salary earned by the employee within the

Mid-year Bonus: The company grants bonus equivalent to a half month pay to all

DISABILITY/LIFE INSURANCE

 Employee life insurance is 100% funded by the Company, provides insurance

benefits to the employee’s designated beneficiaries in the event of disability,

terminal/critical illness and death due to illness or accident.

MAGNA CARTA for Women

 Sixty (60) calendar days leave. This is given to all female employees who underwent

surgery caused by gynecological disorders and who have rendered at least six (6)

months continuous aggregate employment service for the last twelve (12) months

prior to surgery.

Calamity Leave

 Two (2) days leave for employees who were affected by flood, fire and typhoon

(must be supported by a Government proclamation or maybe declared by the

Company)

Sick Leave/Vacation Leave

 Twelve (12) days for the first two years of service, 6/6 and additional 1 day every

year starting on the 3rd year. Maximum total sick leave /vacation leave

is 15/15 days. All unused leave are convertible to cash at the end of the year.

Paternity Leave

 All married male employees are eligible for 7 working days up to four (4) child birth

including miscarriage of legitimate spouse to be availed within sixty (60) days from

delivery/miscarriage.

Maternity Grant

INTRODUCTION

This chapter will show the projected financial feasibility of the propose business in terms

of its costs requirements and the income during the next five years. It takes enough

 Service vehicle’s useful life is 20 years, with a residual value of 200,000php.

 Half of the supplies were used yearly.

Contract of Lease

1. RENTAL RATE: The monthly rent for the leased premises should be in

Philippine currency ten thousand pesos only (10,000). All rental payments should

be payable to the lessor in check only on or before the third day of every month

2. ADVANCE DEPOSIT: That the lessee shall pay an advance deposit to the lessor

upon signing of the lease contract and prior move in an amount equivalent to three

month’s rent, Thirty Thousand Pesos, Philippine currency or equivalent check.

3. DEFAULT PAYMENT: In case of default by the lessee in the payment of rent

for three (3) consecutive months such as when the check is return by bank, the

lessor at it option may terminate the contract and eject the lessee. The lessor as the

right to padlock the premise when the lessee is in default of payment for three (3)

consecutive months and may for fit whatever rental deposit or advance had been

given by lessee.

4. SUB – LEASE: The lessee should not directly or indirectly sub – lease allow or

permit the leased premises to be occupied in whole or in part by any person
