1 INTRODUCTION

1.1 Purpose

The purpose of this method statement is to describe the methodology for - Testing, Pre Commissioning, Start-Up
and
Commissioning for VRF Unit within the building of our Project. The document will also help the contractor to
arrange for
the required necessities for the commissioning activities.
1.2 Scope of work

This procedure describes:


• The procedure for Testing, Pre-Commissioning, Start-Up and Commissioning for VRF Unit.
• This procedure gives guidelines to ensure that the work execution conforms to the project specifications,
authorities
requirements, manufactures recommendations and also serves the intended purpose to a satisfactory level.
This method statement is subject to the requirements as stated in the following regulatory & statutory documents,
applicable standards / specifications / building codes:
• Qatar Construction Specification (QCS 2010 - Section 22)
• Project Specification (GEN-SPE-M-001_REVB)

1.3 Required permits

The following permits are required for the execution of this method statement:
• Permit to conduct Commissioning
• All necessary work permits shall be obtained prior to the commencement of any activity at site shall remain valid
throughout the entire duration of the testing and commissioning activities.

2 ROLES AND RESPONSIBILITIES

2.1 Main Contractor

Project Director

• Responsible for controlling the project entire activities & for the overall coordination with the consultant.
• Ensure that adequate welfare facilities and equipment are provided to the project to avoid injury, health
impairment
or damage & to ensure providing quality works within the planned timescale.
• All responsibilities stated in the Project’s Quality Assurance Plan.

• Monitor the performance of sub-contractors / sun-tires to ensure that the related works are being carried out
according to the project requirements & subcontract agreement.
• Preparing a master manpower & equipment plans for the whole project duration in coordination with the
different
site supervisors

Construction Manager

• Organize the site so that work is carried out to the required specifications with a minimum risk to men,
equipment
and materials.
• Adhere to the project specific quality management program and HSE requirements.
• All responsibilities stated in the Project’s Quality Assurance Plan.

QA/QC Manager

• Responsible for the work entire quality assurance, quality control & inspection programs.
• Produce all quality related documents & reports necessary as requested by the Client / Consultant / Engineer &
SINOHYDRO – UCE JV Management.
• Provide written procedures & to coordinate in formalizing the Method Statements with the Project
Manager/Deputy
Project Manager/Construction Managers /Site Engineers to describe the job specific work for each stage / activity.
• All responsibilities stated in the Project’s Quality Assurance Plan

QA/QC Engineer

• Responsible for the work entire Quality Assurance, Quality Control & inspection programs.
• Produce all Quality related documents & necessary quality reports as requested.
• Provide written procedures & to coordinate in formalizing the Method Statements with the Project Manager/Site
Engineers to describe the job specific work for each stage / activity

HSE Manager

• Responsible for entire HSE matters and preparing Risk Assessment (RA) in line with Method statements for
particular
activity.
• Liaison with Engineer and Engineer’s Representative for HSE issues.
• Monitoring the HSE requirements as per Project Specifications and Engineer/ Engineer’s Representative
requirements.

Safety Engineer

• During testing and commissioning, all safety precautions shall be followed as per established Project Safety Plan.
• All personnel shall be wearing proper PPE and using proper tools.
• The work place shall be clean, safe to work and have proper access and egress routes.

Environmental Manager

• Ensure that the environmental requirements are established, implemented and maintained in line with the
CEMP, and
relevant Law and Standards.
• Develop all environmental documentation associated with site works – this includes but is not limited to
mitigation
measure, control plans and procedures to ensure that all work is meet the project environmental requirements.

Testing and commissioning Manager

• Responsible for developing, managing and executing all testing and commissioning related activities in
conformance
with company policies and procedures, contracts, plans, specifications, schedules, and cost estimates
• Functionally developing, managing and delivering the means and methods of the commissioning execution
strategy,
schedule and cost.

Testing and Commissioning Engineer

• Responsible for all testing and commissioning activities.


• Ensure that system is ready for T & C.
• Produce necessary testing and commissioning reports as requested.

Chief Surveyor/ Surveyor

• Chief Surveyor: Will lead the survey team and will coordinate with all the concerned parties and ensure survey
works
is in time and with proper quality

• Surveyors: Will be responsible for all survey work and will report to chief surveyor.

• Adheres to the Project specific method statements, procedures, inspection programs & HSE instructions to get
the
activities performed to KAHRAMAA satisfaction with full coordination with the HSE & Quality personnel.
• Responsible to ensure that correct drawings, materials, tools and equipment are provided on site.
• Liaising with subcontractors, supervisors, planners, quantity surveyors and the general workforce involved in the
NPP
project.
• Responsible in planning the work and efficiently organizing the plant and site facilities in order to meet agreed
Deadlines.

Foreman

• Performed the activities that instructed from the Site Engineer at site and follow the safety procedures to make
safe
to his workers.
• In charged to lead the work executions and the focal point in coordinating with site engineer related to overall
site
activity, materials, tools and equipment.

Workforce

Carry out their work in such a way that they don’t create for themselves or any other person risk to Health and
Safety, and
don’t impact the environment to the maximum extent possible or affect the quality of work

4 RESOURCES

5 HEALTH / SAFETY / ENVIRONMENTAL PROVISIONS

5.1 Health and Safety

The health and safety activities are to be in accordance with the relevant Health, Safety and Environmental
requirements.
• Make sure all employees are Safety inducted before they can work on site.
• Make sure employees take the right equipment with them on visits. Check they have been trained and know how
to
use it.
• Keep available, records of hazards on particular sites. Make sure all relevant people are notified.
• Make sure a supply of the right equipment is available.
• Helmets, steel capped high angle shoes, Safety goggles, High visibility jackets, face masks, overalls should be
appropriate and in good condition.
• Assess the risks of manual handling before going to the site and look at the materials being used or stored.
• The testing area should be barricaded and appropriate signs boards to be fixed to warn and avoid the
unauthorized
entry.
• Copies of drivers/operator’s license vehicle’s registration and security passes to be submitted to Company safety
department before commencing the work.
• All equipment movement at job site must be controlled by third party certified rigger/banks man.
• Trained, Competent and Authorized Supervision present at all times to ensure workers are safely working on sit

5.1.1 Emergency response

The activities for emergency responses are to be in accordance with the Project Emergency Plan (NPP0057-DSU-
EMG-
01) as described, but not limited to, within the guidelines for method statement.

6 SEQUENCE OF WORKS

6.1 Area of the works

Area(s) under NPP0057 Project

6.2 Testing and Commissioning of MULTI V PLUS III A/C Units

6.2.1 Pre-commissioning

• A marked up scale site drawing showing all Multi V III units and refrigeration pipe work, address settings (for
units and
remote controllers) and model/serial numbers must be produced.
• Communication wiring between Multi V III Indoor Units, Outdoor Units shall be of 1.5 Sq. mm wiring of shielded
type.
• All control wiring and remote controllers must be completed and connected.
• Before the Power Supply to Outdoor Unit is turned on, the mains wiring must be checked phase to neutral,
neutral to
earth. Once this is complete the mains isolator can be switched on to allow the crankcase heater to warm up the
coil
(minimum 24 hours)
• All power supply wiring to Indoor Units must be complete, tested and left switched on at Indoor Unit isolators.
• All Indoor Units must be clearly marked with marker pen or similar indication and label indicating address and
model/serial number.
• Pressure test and evacuation of system refrigerant pipe work must be completed as per section 3.2.3 (Pressure
Testing).
• Condensate pipe work must be completed and tested.
• Totals lengths of liquid line pipe work installed, must be confirmed by installation Engineers and marked on
drawings
for additional refrigerant charge calculation.

• Sufficient supply of refrigerant R410A in dumpy cylinders must be on site adjacent to the Outdoor Units ready for
use.
• Now charge refrigerant into pipe work based upon the additional refrigerant charge calculation.
• Outdoor Unit service valves must now be opened
.
6.2.2 Commissioning

• Connect Monitor Tool and check system connect information is correct i.e. Outdoor Unit, Indoor Unit and
Remote
controller addresses.
• Start up the system and run each Indoor Unit one by one in cooling mode to confirm correct operation superheat
and
pipe temperatures.
• Then change over all Indoor Units to heating mode and check operation, sub-cooling and pipe temperatures.
• Set up and configure all controllers/time clocks/ centralised controllers if any.
• Check operation of all accessories interlocks i.e. time clocks, centralised controllers etc.
• Check operation of all condensate pumps if fitted.
• Monitor operation for at least 1 hour. Observe and record all data.
• Complete Commissioning Log Book via paper forms provided or LG System prepared report.

6.2.3 Pressure Testing

• Leakage Tests in MULTI V PLUS III A/C Units are carried out in 2 steps.
• Keep the Nitrogen cylinder up right.
• 1st Leakage Tests are carried out to check the sealing of Brazing part of all connected Refrigerant pipes &
accessories
without connecting the Indoor Units.
• Ensure the sealing of Brazing Parts of all connected Refrigerant pipes under the pressure of 550 psig with dry
nitrogen
for more than 24 hrs. (10 % of total units – sample based on client / consultant selection).
• 2nd Leakage Tests are carried out to check the sealing of Flare parts connected to the Indoor Units.
• Ensure the sealing of Flare Parts connected to Indoor Units & all connected Refrigerant pipes under the pressure
of
550 psig with dry nitrogen for more than 24 hrs.
• During the 2nd Leakage Tests – Nitrogen gas pressure should be increased gradually starting from 50 psig initially
increasing 100 psig every 10 minutes to maximum of 550 psig.
• If the Nitrogen pressure is increased suddenly to 250 psig the expansion valves of Indoor Unit will be damaged.
• Leakage Tests shall be carried for more than 24 hrs.
• Ensure that all service valves of the condenser units are closed.

• The pipe work being tested shall be barricaded and provided with clear legible warning notices; WARNING;
NITROGEN
TEST IN PROGRESS.
• Check with soap solution the external joints, if at any point soap bubble is found, rectify the leakage. If no
leakage
observed, go to next step.
• Keep the Nitrogen charged record the pressure of the gauge reading, atmospheric temperature and hold for
24Hrs.
• Disconnect Nitrogen charging line and gas cylinder
• Check the pressure of the piping by opening the gauge valve after 24Hrs. and record the atmospheric
temperature too.

• If no pressure drop observed, release the Nitrogen pressure in the pipe line to 75 psi and close the valve in case
the
unit is not ready for commissioning.
• Following the successful test the pipe work shall be purged prior to connection of the indoor and outdoor AC
units.
6.2.4 Evacuation

• On completion of strength/leak testing an evacuation is to be carried out to 5 Torr and held at the setting for 1 to
4
hours depending upon the pipe lengths. This will eliminate the risk of any moisture being present within the pipe
work
installation.
• Evacuate the system to 0.5 Torr from both service valves. System manifold gauges “must not” be used to
measure a
vacuum. A Torr gauge must be used at all times.
• The capacity of the Vacuum pump for Multi V should be more than 0.5 HP.
