COLUMBUS — City officials
plan to increase police presence
and security at all city facilities
in wake of Saturday night’s fatal
shooting at Propst Park.
Police officers were dis-
patched to Propst Park shortly
before midnight on Saturday.
During a birthday party at the
park’s activity center, which is
located in the northeast corner,
a fight broke out in the building.
The fight continued outside in
the parking lot, where shots
were fired into a crowd and end-
ed with the death of 16-year-old
Arykah Patrice White.
Two councilmen told The
Dispatch on Monday the city
needs to add security cameras
at the activities center. Ward 2

said he hopes to also amend the

said. “Let’s do something
different, which is what
we’re trying to propose.”
To be enacted, the plan
requires state legislative
action and federal approv-
al.
The plan’s benefits for
participants would mirror
those for adults through
the Medicaid plan with
the exception of non-emer-
gency transportation ser-
vices. This would allow for
unlimited physician visits,
and include dental and vi-
sion coverage.
Under Mississippi-
Cares, adults earning up
to 138 percent of the fed-
eral poverty level could
receive coverage at a re-
duced cost, Moore said.
The income at that level
translated to just over
$17,000 for an individual
or about $35,000 for a fam-
ily of four this year.
“They need improved
quality of care and access
to that care,” Moore said.
Under the plan, re-
cipients and hospitals
would share the cost of
the 10-percent match.
Patients would pay a $20
monthly fee, $240 a year,
and a $100 copayment for
non-emergent visits to a
hospital emergency de-
partment when a federally
approved urgent care or
health center is within 20
miles of the hospital.
The hospitals would
cover the rest of the costs,
Moore said.
“From a hospital per-
spective, this is an invest-
ment,” Moore said. “Prob-
ably the biggest thing you
can possibly do to help
rural hospitals in the state
of Mississippi, and our
leadership will not listen
to that.”
Moore said there could
be no increase in taxes
and no additional cost to
the state, through a 3-per-
cent premium tax, based
on an approximate $5,000
premium cost per mem-
ber. If the proposed plan
had 300,000 participants,
the tax would generate
around $45 million in
state revenue.
Members of the pro-
posed program would par-
ticipate in job-training and
work-force-skills building
programs, Moore said, as
one-third of the popula-
tion within the 163,000 to
300,000 range are unem-
ployed.
The component of the
proposed health care pro-
gram makes it more of an
“economic stimulus.”
“Let’s be able to recruit
higher-paying jobs in
the state of Mississippi,”
Moore said. “Let’s be able
to fill some of these jobs
that we’ve got out there if
we educate that group to a
higher level.”
MississippiCares’ pro-
gram mirrors Vice Pres-
ident Mike Pence’s plan
for Medicaid expansion in
2016, as the Indiana gov-
ernor: Healthy Indiana
Plan 2.0.
Moore detailed plans
to enact the Mississippi
plan the same way Pence
enacted Indiana’s ex-
pansion, through a 1115
Demonstration Waiver,
that would allow the state
to receive federal funding
mandated for Medicaid
expansions to try some-
thing new.
“We’re creating a pub-
lic-private partnership to
make this thing work,”
Moore said.
The Mississippi Leg-
islature would have to
amend sections of the
state code related to hos-
pital assessment and eligi-
bility, Moore said, for the
plan to be approved and
enacted.
Moore fielded ques-
tions from Rotarians about
how uncompensated care
costs have changed from
year to year and how the
plan makes managed-care
organizations into “los-
ers.”
Moore’s offered what
he called a conservative
estimate that uncompen-
sated care has gone up
2.5 to 3 percent each year,
at about $600 million this
year.
He said managed care
plans through organi-
zations, namely Moli-
na Mississippi, United
Health Care and Magno-
lia wouldn’t be majorly af-
fected because the group

City seems to take pride in transparency only

when it serves the interests of certain people
For some misguided offi-
cials, open records laws appear
to be merely a tool they wield
to shield actions from public
view in some cases or to punish
those who have fallen out of
favor in others.
The recent approaches to a
pair of incidents involving two
Columbus city councilmen call
into question exactly how the
city chooses when to be open
with information.
In one case, the city was
more than willing, even eager,
to share information on an
incident involving one council
member. In the other case, it
appears the city is doing every-
thing within its power to delay
and/or withhold information on
another council member, who
has since retired.
In October, Ward 5 council-
man Stephen Jones was impli-
cated, but never charged, in an
embezzlement scheme in which
a cashier at Bargain Hunt was
accused of giving away thou-
sands of dollars in merchandise
to Jones and several other
customers.
Once information was
gathered, the city called a press
conference, providing media
with details of the police depart-
ment’s investigation, including
un-redacted investigative
reports. Upon request, the city
seemed eager to also provide
the store surveillance footage
of Jones.
City officials made note of
their willingness to share this
information with the public as a
sign of their transparency, and

Contrast that to what is
happening now in respect to
efforts to learn whether Ward 4
councilman Frederick Jackson,
who resigned abruptly on July
3, received a sweetheart deal
for use of the taxpayer-owned
Trotter Convention Center.
Suffice to say, the city did
not call a press conference to
release that information.
Instead, the city has attempt-
ed to block access to Trotter
records concerning Jackson’s
rental of the facility. A city
employee attempted to prevent

son’s rental agreement, which is
allowed under open record laws,
and eventually called the police,
which led to Plair’s arrest. That
charge remains pending.
The documents showed
Jackson’s rental agreement
initially was for $625, half the
normal rate. The $625 was
marked through and $1,400 was
hand-written above it.
In an effort to follow up on
that story, The Dispatch filed a
public records request seeking
to learn whether Jackson’s
payment cleared the bank. The
city has sought to discourage
that effort, primarily through
exceeding legal deadlines to
respond to the request and by
quoting questionable charges
to provide the information.
The city estimated it would
take $109.18 to provide the four
pieces of paper we requested.
A breakdown of those charges
was not provided — even upon
request — but included re-
search time, computer usage
fees, copy fees and presumably
multiple hours of work by the
city’s chief financial officer.
In phone and email exchang-
es between Dispatch publisher

ney Jeff Turnage, Imes agreed
to pay the fee but requested
the ability to verify the way the
charges were assessed. Tur-
nage denied the request.
It should be noted on

and Turnage and provided the
requested documents free of
charge.
How does the city account
for its wildly disparate handling
of these two incidents?
How do the citizens of
Columbus benefit from the
city’s efforts to deny the public,
through our reporting, informa-
tion about the possible misuse
of a taxpayer owned facility?
It appears the city’s admin-
istration views public records
laws as shields to protect its
own or swords to punish those
who have fallen out of power.
These laws are neither
meant to protect nor to punish,
but to preserve a promise to cit-
izens to conduct city business
in an open, transparent and fair
way.

the wonks home
Wonks can be useful people.
Having studied the deep innards
of public policy, wonks are essen-
tial to constructing programs that
can function as desired. They
help write complicated laws.
But whereas wonks may know
all the parts that make a clock
work, they are usually not good
at selling the clock. You need
marketers for that.
Politicians are the marketers.
They tell ordinary people what’s Froma Harrop
great about their proposals.
When they have to drag a wonk
onto the stage to explain something — or have to play the
wonk themselves — they’re in trouble.
Enter section 1325, part of Title 8 of the U.S. Code. You
still here? Democratic presidential candidate Julian Castro
is pushing the idea of getting rid of section 1325. Doing so
would make it no longer a criminal offense to be an unau-
thorized immigrant in the U.S. It would, however, still be a
civil offense. As proposals go, this is dumb on a number of
levels, above all the political one.
Castro was mayor of San Antonio, America’s seventh
biggest city. It surprises me that this savvy, polished and
pragmatic Texas politician would propose this kind of
tinkering with the law.
Why on Earth would he, in effect, decriminalize illegal
border crossings when Americans are so concerned about
illegal immigration?
Preet Bharara asked that of Castro on his popular
podcast. Castro elucidated: Decriminalizing illegal entry
but leaving it as a civic infraction would not prevent an un-
documented immigrant from being deported. (The online
wonks offered similar explanations.)
The scary part is that Castro and other Democrats who
endorsed his idea apparently think that the great American
non-wonk majority will hear this as a moderate salve for the
crisis at the border — as something that makes entering
the country illegally still illegal but just a little less so. If it’s
not going to make that huge a difference, why even push
something that sounds like a relaxation of border controls?
Let’s move on to Medicare for All. Sure, polls show large
numbers of Americans liking the idea. But when asked
about whether they want a new health care system that
would end the private coverage — which a true Medicare
for All plan would do — large numbers say they don’t. And
these are largely the same people.
Guess what. The public doesn’t do wonkery. Bernie
Sanders insists that once the American people understand
the savings of his plan, they won’t mind paying higher tax-
es and losing their coverage through work. Furthermore,
many aren’t especially happy with their private coverage.
The above may be true. That doesn’t mean that the
public can follow along. (Alternatively, everyone could be
required to take a night class on health care economics.)
And however Americans feel about their private insurance,
they may not be ready to dive into the great unknown.
Wouldn’t strengthening the Affordable Care Act and
adding a public option — a government-run health plan that
would compete with private plans — be the easier sell? Joe
Biden is championing the idea.
Other Democratic candidates promoting Medicare for
All have panned Biden’s public option proposal as not radi-
cal enough. But they have very short memories.
The public option was originally part of the ACA bill and
had to be yanked out because even some Democrats were
afraid to support it. The Wall Street Journal opinion pages,
meanwhile, have burst into flames with warnings that a
public option would destroy the private health insurance
industry.
Wonks adjust the wheels and gears of public policy.
When they’re done, they should go home and let the politi-
cians take over. If politicians can’t sell their idea to ordinary
people, the idea is in trouble.

Will was full of life and showed us all how to
live it. There was never any sorrow that tomorrow
was not promised. On special occasions, mostly
at the beach, his large family surrounded him,
yet never smothered him. No one let Will win
at Bocce or Yhatzee; he had to do it on his own,
and he did. He quietly met all the challenges his
body could throw at him, with a smile, with a hug
and unwavering courage. Will proved that life is
beautiful when it’s simple, filled with compassion
and crazy amounts of love! Will was a simple guy,
calming to be around, deliberate in his actions,
very witty, gentle with words and most impor-
tantly very loving! He kept us laughing with his

“We’re real lean every-
where else but personnel,”
Hughes replied. “There’s
not a whole lot to cut other
than personnel.”
LCSD already cut per-
sonnel in March when
board members voted to
eliminate 64 teaching po-
sitions, which Hughes pre-
viously projected would
save the district $5 million
in salary and benefits.
Hughes told The Dispatch
he doesn’t see any other
area where the district can
lower its spending.
“We have to run the
buses, we have to pay the
light bill, we have to pay
our other expenses,” he
said. “The only thing we
can cut is personnel.”
Hughes “did not have
the numbers in front of
(him)” of how much the
district pays their teachers
district-wide, but told The
Dispatch LCSD adminis-
trators’ salaries and ben-
efits account for $701,853
of the district’s FY 2020
budget. That amount
is somewhere between
$3,000 and $4,000 more
than it was in FY 2019 due
to raises, Hughes told The
Dispatch. LCSD teachers’
salaries and benefits ac-
count for roughly $29.5
million of the district’s
FY 2020 budget, up from
roughly $28,208,000 in FY
2019. Hughes attributed
that increase to teacher
pay raises and a higher
teacher retirement rate,
which will cost the district
a little more than $400,000
in FY 2020.
Tax increase
Of the projected $60
million revenue in FY
2020, Hughes projected ad
valorem taxes will gener-
ate $21,652,351. In order
to ensure the district takes
in that amount in tax reve-
nue, the LCSD board will
ask supervisors to raise ad
valorem taxes by 4 percent
— the maximum allowed
by state law without a ref-
erendum.
The increase of roughly
1.3 mills during FY 2020
would go toward a fund
balance that is teetering on
the edge of being beneath
the state’s recommenda-
tion that every school dis-
trict carry 7.5 percent of its
revenue in reserves at all
times. Hughes estimated
that, without the millage
increase, LCSD would end
FY 2020 with $4,014,037 in
the bank. Hughes estimat-
ed that, with the millage
increase, LCSD would end
FY 2020 with roughly $5.2
million in the bank.
Millage is figured into
property taxes. A per-
son who owns a $100,000
home without a Home-
stead exemption would
see their taxes increase by
roughly $16 annually.
The millage rate cur-
rently sits at 46.71, even as
consecutive years of defi-
cits run in tandem with
the district trying to pay
off a $44 million construc-
tion bond — at a rate of
about $3 million per year
for the 17-year note. This
is the first time in 30 years
LCSD has requested a tax
increase from county su-
pervisors.
The board will vote to
approve the budget at their
Aug. 9 meeting, at which
time they will also send
a resolution to county su-
pervisors requesting the
roughly $609,000 ad valor-
em tax increase. Prior to
the meeting, the budget is
available for public inspec-
tion at the LCSD central
office at 1053 Hwy. 45 S.

Ricketts promoted to MSU head softball coach

STARKVILLE — Samantha Ricketts
will be the next head softball coach at
Mississippi State.
The hiring was announced in a news
release Monday morning.
Ricketts has spent the past four sea-
sons as an assistant at MSU in varying
roles. Most recently, she was promoted
to associate head coach July 30, 2018.
“It became clear during
our search that Samantha
Ricketts was the right fit to
lead Mississippi State soft-
ball,” MSU Athletic Direc-
tor John Cohen said in a
news release. “Samantha’s
vision, national recruiting Ricketts
experience and her ability
to teach the game were
the biggest factors in our decision.”
Since her arrival, Ricketts’ impact in
Starkville has been most felt offensively.
In her first season first season at MSU
in 2015 the Bulldogs set single-season
records in home runs, batting average,
slugging percentage, RBIs, and on-base
percentage.
Following a four year playing career
at Oklahoma, Ricketts served as a grad-
uate assistant for the Sooners in 2010
and 2011. She then worked as an assis-
tant coach at Wichita State from 2012-
2014.
“I am honored and thrilled for the op-
portunity to lead Mississippi State soft-
ball,” Ricketts said in a news release. “I
am thankful to John Cohen and (Pres-
ident) Dr. Mark Keenum for believing
in me. I take so much pride in this pro-
gram, and we will work extremely hard
and efficiently in elevating Mississippi
State softball to our ultimate goals.”
Ricketts’ introductory press confer-
ence is scheduled for 10 a.m. Thursday
in the Golding Family Media Center.

“Yeah, it’s the first time in a long time
and he was such a great player for our
team,” Brady says of Gronk. “I think like
any season, things are different and we’re
going to have to adjust differently and
teams are going to play us differently with-
out him. We’ve seen it even when he’s been
on the team.
“That’s got to be a position of strength
even if it’s not one player but multiple
players doing different roles. There were
times in my career before that where we

gency Birmingham-Wynfrey Hotel
in Hoover, Alabama last week, Green
spoke on his expected role entering
2019.
“Coach (Joe) Moorhead’s offense
requires the tight ends to do a lot of
things,” Green said. “So we put it on
ourselves to work hard and demand
more of ourselves. And I’m kind of
holding everyone in the room account-
able to be ready to make that play,
whatever it is — blocking, catching the
ball — just being that guy, that great
teammate.”
While Green was used sparingly
in the passing game in 2019, notching
just 81 yards on 11 catches, utilizing
the tight ends is a logical starting point
in sorting out MSU’s much-maligned
passing game from a year ago.
In Moorhead’s two seasons at Penn
State prior to taking the job at MSU,
tight ends heavily factored into his of-
fensive system.
Second round NFL Draft pick Mike
Gesicki totaled 1,242 yards and 14
touchdowns in his two seasons under
Moorhead in State College.
More dated, tight end Phazahn
Odom led Fordham in receiving with
492 yards during Moorhead’s final
year in the Bronx in 2015.
MSU currently boasts four capable
tight ends in its arsenal. Green will
be the presumed starter entering fall
camp, while sophomore Powers War-
ren and freshmen Geor’quarius Spivey
and Brad Cumbest could all factor in.
“It’ll open up the run game for what
it is,” Green said of the added empha-
sis on tight ends this season. “I think
we’re going to be more consistent
— that’s the biggest thing for the of-
fense.”
That said, there is plenty of im-
provement to be made in the passing
game — one that was markedly better
at Penn State under Moorhead’s tute-
lage than in year one at MSU.
In 2018, the Bulldogs averaged 6.17
yards per play and 397.4 yards per
game. By contrast, in 2016 — Moor-
head’s first season at Penn State — the
Nittany Lions averaged 6.5 yards per
play and 423 yards per game.
Beyond the total offensive numbers,
a closer look at the team’s respective
receiving corps offers a better under-
standing of MSU’s struggles.
In 2018, senior Stephen Guidry
and junior Osirus Mitchell were the
lone Bulldogs to eclipse 400 yards on
the season, while Penn State’s Moor-
head-led offense had five such players
— including receiver Chris Godwin,
who totaled 982 yards on the year.
Further, departed quarterback
Nick Fitzgerald was far from prolific
as he averaged just 147.3 yards passing
per game, whereas 2016 Penn State
starter Trace McSorley totaled 258.1
yards per contest.
The Bulldogs also ranked 105th in
the country with 6.4 yards per attempt
compared to the 2016 Nittany Lions’
No. 9 national ranking at 9.3 yards per
attempt.

Storm sponsor 3-on-3 team to help US qualify for Olympics

NEW YORK — Alexis Peterson and
her Force 10 teammates see themselves
as the “Founding Mothers.”
They are the first group of women to
be sponsored by a WNBA team to play
3-on-3 basketball. They hope it’s just the
beginning.
The Seattle Storm ownership group
put together a pilot program with Pe-
terson, Cierra Burdick, Linnae Harper
and Megan Huff to travel the country
and play in USA Basketball Red Bull
3x3 Tournaments. By doing so, the team
will earn points for the U.S. to help them
qualify for the 2020 Olympics. It will
also earn the four players on the Force
10 team points to potentially qualify
them to Tokyo next summer to play in
those games.
“I think it’s amazing. First group of
women to do it at this level,” Peterson
said. “It’s not often you can say you are a
part of something at the beginning. We
were a part of that. Ten, 20 years from
now, we can say we were the ones who
started that and we were the ones who
led the way and got women more of a
chance to play.”
The Storm ownership group of Lisa
Brummel, Ginny Gilder and Dawn
Trudeau began researching the pos-
sibility of fielding a team about a year
ago. Force 10 CEO and Storm general
manager Alisha Valavanis said it was a

“We wanted to start something and
it is an investment in this sport,” Vala-
vanis said. “Not only for these players,
but for the game to grow, the business
of basketball to grow. That is what this is
about. We received the WNBA’s support
in this pilot program.”
The Force 10 players were honored
to be chosen and definitely are inspired
by the fact that the team was started by
women.
“There’s something really special
that the first team is being sponsored by
a WNBA team that is owned by women,”
Burdick said.
Valavanis sees the possibility that
teams across the WNBA could sponsor
3-on-3 teams. Right now, there are 144
potential roster spots on WNBA teams.
If each team were to sponsor a 3-on-3
team, that would add another 48 poten-
tial jobs for women.
“Absolutely, we test this and grow a
model that makes sense for the WNBA
and other teams to follow,” she said.
The Force 10 program also helps
USA Basketball. Unlike 5-on-5, where
teams like the U.S. can just choose
from its pool of players to put forth a
very good team, the Americans first
must earn enough points to qualify as
a country for the Olympics next year.
Only seven countries will join Japan on
the men’s and women’s side in the new
event. Qualifying as a country is based
on a point system, which can be earned

ments around the world. The top three
point-earning countries by Nov. 1 will
automatically qualify for Tokyo. The
U.S. women are currently 21st. If the
Americans aren’t in the top three by that
date, there will be a last-chance tourna-
ment held next spring for the final few
spots.
The individually earned points go
in a general pool for each country’s
federation. FIBA counts the top 100
points-earners for each federation in
determining the standings; the more
teams you have and events you partic-
ipate in, the stronger your top 100 will
be. If the U.S. does qualify, it will choose
its players from a pool. If the U.S. does
qualify, a selection committee will deter-
mine which four players will represent
the team at the Olympics. However, two
of the players on the team will have to
be ranked in the top 10 in the country in
points earned. The other two must be in
the top 50 overall for the country. Those
points are earned by playing in FIBA
tournaments and playing in higher-lev-
el tournaments to earn a player more
points.

“Every little girl who plays basketball
dreams of playing in the Olympics,” she
said. “To have a chance to do that would
be amazing.”

One forecast shows US topping medal table at Tokyo Olympics

TOKYO — If the Tokyo
Olympics were opening today,
the United States would top
the overall medal count and the
gold-medal count.
That’s the forecast released
Tuesday by Gracenote Sports ,
which supplies statistical anal-
ysis for sports leagues around
the world.
Simon Gleave, the head of
sports analysis at Gracenote,
said his model has the United
States winning 51 gold medals,
34 silver, and 41 bronze for 126
overall. China is picked to fin-
ish second with 38 gold and 81
overall.
Host nation Japan is third,
which would be a strong show-
ing for a country with a much
smaller population than China
or the United States. Japan is
predicted to win 29 gold med-
als, 67 overall and take advan-
tage of the “home-field advan-
tage” that almost always goes
to the host nation. Spain got a
boost back in the ‘92 Barcelo-
na Olympics, China jumped in
2008 in Beijing, as did Britain
in London in 2012.
The Tokyo Olympics open
on July 24, 2020.
The next seven countries
ranked in order of overall med-
als are: Russia (65), Britain (43),
Australia (43), France (41), Ger-
many (38), Netherlands (34),
and Italy (32).
This is fifth forecast Gleave
has put together and the record
is solid.
“Sometimes countries over-
perform, or under-perform, and
that’s not to do with our model,”
Gleave told AP in an interview.
“That just happens in sport.”
Three years ago in Rio de
Janeiro, Gracenote picked the
order of the top three countries
correctly, and picked eight of
the top 10 medal-winning coun-
tries. In the 2018 Pyeongchang
Winter Olympics, it correctly
picked Norway to win a record
number of medals and finish
ahead of No. 2 Germany. It also
picked the top four countries
correctly, and in the correct or-
der. Its predictions for seven of
the top 10 countries were with-
in one or two medals of their
final totals.
Russia is a major headache.
Its track and field athletes are
still banned from Tokyo fol-
lowing a widespread doping
scandal. The governing body
of track and field, the IAAF,
has had a ban on the Russian
athletics federation since 2015.
Russia’s medal total of course
will be impacted by any change
in eligibility.
“If just before the Olympics,
Russia is allowed to enter again
it’s going to be a bit of an issue,”
Gleave said of the medal predic-
tions.
Other highlights.
n Britain finished in the top
three in the last two Olympics,
but is expected to fall out of that
ranking. Look for Australia and
Britain to be vying for a spot in
the top five.
n The Netherlands is picked
to surpass its best overall medal
total of 25 — that was 2000 in
Sydney — and reach 34.
n The second 10 in over-
all medal totals predicted are:
South Korea (30), Hungary
(27), Canada (25), Kenya (20),
Spain (20), New Zealand (18),
Ukraine (16), Brazil (15), Po-
land (14), and Turkey (14).
n Women’s participation in
Tokyo will almost reach parity
with men. Countries not pro-
moting women’s sports are sure
to suffer in the medal stand-
ings.
