CONCEPT NOTE FOR HSD STORAGE / HANDLING

Introduction:

The High Sulphur Diesel fuel has been planned as a backup fuel for heat generation to Spray
drier and Calciner. In addition to this the HSD is used as fuel for Emergency DG.

Infrastructure

The capacity of the HSD tanks are 50 KL. The consumption pattern for HSD is

a) Calciner --- KL/day ( Start up fuel)


b) DG ----- KL/day
(Arbitrary and assumption based on 24 hrs of power interruption per month).
Hence one circular tank is envisaged. The tank no: is T 802 , with tank volume of 50 KL. The MOC
of the tank is MS. The height of the tank is 4.5 metre and the dia of the tank is 3.8 meter. The tanks
will have fixed conical roof tanks. The tanks will be erected on a concrete foundation. The tanks are
built inside the concrete dyke wall. The tank will have level measurement transmitters. The ammeter
will be installed locally for pumping.
The HSD will be received in trucks of capacity 20 KL per truck. These incoming trucks will be
subjected for Quality and quantity checks before unloading. After the above said checks are passed,
it will be positioned at tank farm and will be unloaded by pumps P802 A/B with 20 m3/hr positioned
in the tank farm. The HSD will be transferred to plant for usage by the pumps of capacity 7,5 HP.

Statutory Clearances:

For installation of this High Speed Diesel Storage classified under ‘B’ consumer pump of
Petroleum Class – B specified under Petroleum Storage Rules 2002, we need to satisfy and
obtain the following clearances.

Part – A:

Initial approval of Drawings and Site approval of the proposed High Speed Diesel Storage is to
obtained from the Chief Controller of Explosives, Nagpur complying with the requisite conditions
/ forms and enclosures.

Part – B:

No Objection Certificates from the following bodies.

1. From District Superintendent of Police


2. From Divisional Fire and Rescue Services Officer
3. From Tahsildar
4. From Sub- Collector
5. From Health Services
6. From Highways Department

And based on these NOC’s the final NOC will be awarded by the District Revenue Officer of the
District Collector.

‘Part – C’ :

After completion of Installation of Tanks and Civil works, Piping works along with the final NOC
awarded by the Collector / DRO along with the Tank Test Certificate and Safety Certificate
issued by the Competent Authority, we have to apply for the Storage License to the Chief
Controller of Explosives, Nagpur.

Safety:

1. The earth pit should be erected at the tank farm with meager value less than 10 Ohms.
2. Required Fire and Safety norms are to be adhered at the Site of the High Speed Diesel
Storage as given below:
3. 10 KG DCP Fire Extinguishers are to be installed
4. DCP Trolley Type 1 No is to be installed
5. AFFF Extinguishers 2 No’s are to be installed.
