It allows us to search for SSS right after PSS is detected.

Let's assume you have a sample buffer with finite size. You save some samples,
start to search for PSS and PSS happens to be detected at the very end of your
buffer. Instead of waiting to fill your sample buffer, if SSS is transmitted a few
OFDM symbols before PSS like it is defined right now, you can use the content
currently saved to search for SSS immediately.
