THE PROBLEM AND ITS BACKGROUND

I. INTRODUCTION

Nowadays, election has been widely done by a lot of establishments and organizations
such as School Organizations and mostly by our Local Government. The election benefits the
voters that will enable them to identify their preferred candidates for official positions. The
voters have their will to choose the deserving candidates for every available position.

Having the Election System will ease the voting for preferred candidates and it will ease
the electing for new officers. On the other hand, having the computer will benefit a certain
School Organization for the creation of election system. With the use of computer, election
system can be develop and validated.

The Local Government and certain groups of School Organization always depend with
our current state of technology. Technology is wide variety which is significant and functional
for the community. It serves as one of the source of data that particularly need by every
organization.

The Proposed Election System for STI College Alabang School Organizations such as the
Student Council is to help the School Organization to improve the election of officers for the
official positions. The End – Users can use the Proposed Election System to select their preferred
and deserved candidates for their running positions.

This proposed system will benefit the Student Council Adviser to enhance the capability
of their new Election System and it will lessen the hassle for end - users and administrators on
the proposed system. This can bypass a certain conflicts such as the tallying of votes for every
candidate and less time consuming for the end – users to vote.

II. BACKGROUND OF THE STUDY

Student Council is a School Organization of STI College Alabang that monitors all
programs, activities and meetings or events that will able to help the students to maintain their
disciplinary actions in School. The objective of the Student Council is to maintain active
leadership among officers of the organization, to expand opportunities for youth participation
and leadership through programs offered by the school.

The Student Council are the one who establish a clear educational vision and a shared
institutional mission. Student Council is running for over 17 years with the former adviser, Sir
Jermaine Casas. The current adviser of Student Council is Ms. Shaira Barona, whom handling
Student Council for over a year.

The Student Council have an existing election system before; it is managed by Sir Marc
Ivann Chu. The System only lasted for a year that benefits the Student Council in handling the
Election System. The last election of Student Council was handled by Commission on Elections
(COMELEC) and also accompanied by other students of STI College Alabang.

Student Council do not encounter any conflicts on their current system that has been
created by Sir Mark Ivann Chua. However, the Student Council don’t have any election system
as of now for election of new officers. The current Adviser of Student Council wants to have an
Election System that will help the organization to manage the tallying of votes for every
candidate. The adviser wants the picture of every candidate must be displayed that will enable
the voters to be familiarize on their preferred candidate.

This study is conducted to Develop and Validate an Election System for the Student
Council in order for the organization to manage and handle the election for new officers of the
Student Council. This will allow the organization to enhance the capability to improve the
election for new officers of the organization.

III. THEORETICAL FRAMEWORK

Social Choice Theory

According to Kenneth Arrow (1951), the social choice theory is a theoretical framework
for analysis of combining individual opinions, preferences, interests or welfares to reach a
collective decision or social welfare in some sense. The Social Choice Theory is also the study of
the design and evaluation of democratic voting methods.

In other words, for a given list of candidates and voters, a voting method specifies a set of
valid ways to fill out a ballot, and, given a valid ballot from each voter, produces an outcome.
Most voting theory limits itself to studying "democratic" voting methods. That typically has both
empirical and normative implications. Empirically, "democratic" means “There are many voters”
or “There can be more than two candidates.”

An "electoral system" includes a voting method, but also other implementation details,
such as how the candidates and voters are validated, how often elections happen and for what
offices, etc. "Voting system" is an ambiguous term that can refer to a full electoral system, just to
the voting method, or even to the machinery for counting votes.

Voting methods should generally meet various criteria as well such as the method that
typically do not directly involve money changing hands or other enduring state-changes for
individual voters. The other methods are called Anonymity; permuting the ballots does not
change the probability of any election outcome. Neutrality; permuting the candidates on all
ballots does not change the probability of any election outcome.

IV. CONCEPTUAL FRAMEWORK

The system approach (Input – Process – Output system) is used in describing the
Conceptual Framework of the study. As shown below, the Input consists the contents of the
Proposed System wherein the end – users will benefit with the use of the system. This system
will help the Election System to Develop and Validated for the Student Council Organization.

V. STATEMENT OF THE PROBLEM

The purpose of the study is to develop a Window – Based Election System for STI
College Alabang Student Council.

Specifically, this study intends to answer the following research questions:

1. What stages are undertaken in the development of the Window Based – Election System
for STI College Alabang School organization SDLC Model?
2. What is the validation of the teachers and IT professionals on the developed Window –
Based Election System in terms of:
a. Organizational Readiness
b. Technological Readiness
c. Functional Suitability
d. Usability
e. Reliability
f. Performance Efficiency
g. Security
3. How to Develop a Window Based Election System that could help the School
Organizations such as the Student Council?
VI. HYPOTHESIS

There is no significant difference between the evaluation of Teachers and IT


Professionals on the Developed Window Based Election System for the Student Council.

VII. SCOPE AND LIMITATIONS OF THE STUDY

The Study will focus on the Development of Window – Based Election System which
could help the Adviser of Student Council on tallying the votes for every candidate and manage
the Database for the Candidates and Voters. The development of Window – Based Election
System will allow the Student Council to manage the party list of every candidate. It will also
help the School Organization to have a friendly – user interface Election System. The
development of Window – Based Election System will also cover the topics: 1. Logic testing 2.
Database Management 3. Programming test 4. Software Testing. The fully developed Election

System will be evaluated by IT Professionals based on the software evaluation criteria of ISO
25010, which are functional suitability, performance efficiency, compatibility, usability
reliability, security, maintainability, and portability. However, this conducted study will focus
only in the following five criteria: (1) functional suitability, (2) performance efficiency, (3)
usability, (4) reliability and (5) security.

The Developed Window – Based Election System is a window – based application which
can be used by multiple users such as teachers, voters and system administrators. The system
itself is capable in creating and starting an election for new officers of Student Council. The
developed Window – Based Election System can only be used in STI College Alabang. The
other school organization must have a permission to Student Council Adviser and System
Administrator to use the developed system software. The developed Election System contains a
registration form that every voter must input the required credentials that the system needed.

VIII. SIGNIFICANCE OF THE STUDY

This study is conducted for the Student Council to have their own Window – Based
Election System which could help the School Organization to improve its election for new sets
of officers that will implements rules & regulations for the improvements of the School.

The conducted study will greatly benefit the candidate and its party list to showcase their
platforms and plans to the voters that will enable the voters to analyze and think about their
preferred candidates and party list.

In this study, this will benefit the researchers that lead them for gaining new and more
knowledge in Research. This study allows the researcher to showcase their skills and knowledge
for the development of the Election System.

The conducted study will also benefit the future researcher for their research references
that will enable them to have background about their research study.

The study will also benefit the enthusiasts whom would like to propose and create an Election
System that will help them to have an idea on the development of the software. This could also
serve as their references for their proposed system.

IX. DEFINITION OF TERMS

Election – Election is the act or process of choosing someone for a public office by voting.

Voting – Voting is the official choice that you make in an election, meeting, etc., by casting a
ballot, raising your hand, speaking choice aloud, etc.

Election System – An election/electoral system is a set of rules that determine how elections and
referendums are conducted and how their results are determined.

Organization – The one who are in charge in acting or processing of planning and arranging the
different parts of an event or activity.

ISO – The ISO (International Organization for Standardization) covers standardization in all
fields including computers and data communications. It is an international standard – setting
body composed of representatives from various national standards organizations.

IPO – The IPO (Input – Process – Output) system is widely used approach in system analysis
and software engineering for describing the structure of an information processing program or
other process.

Student Council – A school organization or a group of people that implements rules and
regulation on their corresponding school. It consists of officers and a Student Council adviser
that advice his/her officers on managing activities for the school.

Voters – A person who votes or who has the legal right to vote.

TRANSCRIPT OF INTERVIEW

1. What are your responsibilities as an Adviser of Student Council?


- As a Student Council Adviser, my responsibilities are to monitor all the programs,
activities and meetings or events of the Student Council.

2. What are the short backgrounds of Student Council? (when and how it is started)
- For that, I don’t know the history of Student Council. I am handling Student
Council for 1 year. I am the new Student Council Adviser but as far as I know,
Student Council run for many years. Student Council runs for 17 years with
adviser Sir Marc Ivann Chu.

3. What is the current of election/voting system of the Student Council?


- There is a current system for Student Council in year 2016. Sir Mark Tiu, a
former faculty member has a voting system which used by Student Council
before. It lasted for only 1 year.

4. With the current system of Student Council, how do you handle the election system
for officers?
- It was handled by the Commission on Election. We have a group of students who
handles the election for the officers before.

5. What problem do you encounter before, during and after the election or voting system
of the Student Council?
- With that, we don’t have encountered any problem with the election for the
officers. In 2016, with the current system, the election is smooth and no problems
occurred.

6. What are the official positions in Student Council have?


- We have 11 positions as of now because we don’t have 3rd and 4th year
representative. But if you will count both of them, the positions for Student

Council would be 13. For official positions we have President, Internal and
External Vice President, Secretary, Assistant Secretary, Treasurer, Auditor,
Business Manager, P.R.O, 1st and 2nd year Representative.

7. Who will be the voters for the Student Council election of officers?
- The voters for the Student Council election will be the Tertiary students.

8. As the Student Council adviser, what are the minimum requirements do you require
for the proposed voting system? (Such as the contents of the system or the credentials
of voters)
- For the minimum requirements of the system maybe my expectations to your
proposed system. The pictures of every candidate must be seen in module. I hope
your proposed system would be a friendly – user.

9. What are the credentials needed for a voter?


- The credentials needed for a voter is the assessment form. Students must encode
their student number and their course.

10. Whom would you like to manage the proposed system when it’s fully developed and
validated?
- When it is full developed, maybe you will endorse it to the Network
Administrator so that if election for the Student Council has started, he/she will
handle the election.
11. Would you like to acquire the information of every voters/students? Why or Why
not?
- Maybe yes, to determine the students who did not vote for the election of Student
Council for us to encourage them to vote and prioritize the election of officers.

12. Do you think that the proposed system will benefit the end – users? Such as voters,
Teachers?
- I hope so that the end – users will have the benefits on voting and less hassle for
the election of officers. With this proposed system, they will not use a paper to
vote anymore.

13. Do you think that the election of the officers would improve with use of proposed
election/voting system?
- I hope so. With proposed system, this would help the Student Council to fasten
the election of officers.

14. If you were asked by the other Organizations, would you allow them to use the
Proposed Election/Voting System? (Major Orgs)
- If I can see that your proposed is fully developed and validated, why not. At least,
it will help the other organization to help to improve their election of officers.
