The Convention implements two minimum standards relating to prevention of treaty abuse
and dispute resolution through Mutual Agreement Procedure.
They are not legally binding but there is an expectation that they will be implemented
accordingly by countries that are part of the consensus.
“Treaty shopping” generally refers to arrangements through which a person who is not a
resident of one of the two States that concluded a tax treaty may attempt to obtain benefits
that the treaty grants to residents of these States. These strategies are often implemented
by establishing companies in States with desirable tax treaties that are often qualified as
“letterboxes” “shell companies” or “conduits” because these companies exist on paper but
have no or hardly any substance in reality. It can be addressed through changes to bilateral tax
treaties in line with the minimum standard agreed in the context of the BEPS Project.
The Convention provides flexibility to exclude a specific tax treaty and to opt out of provisions
or parts of provisions through making of reservations.

Army and the Air Force; the Navy has 3 commands. Each command is headed by a 4-star rank
military officer. none of these 17 commands is co-located at the same station, nor are their
areas of operational responsibility contiguous.
In addition, there are 2 tri-service commands – Strategic Forces Command (SFC) and
Andaman and Nicobar Command (ANC) – which is headed by rotation by officers from the 3
Services. However, the SFC is not an integrated theatre command but an integrated functional
command.

debt. While the downgrade is likely to modestly increase the cost of borrowing for the Chinese
government and its state-owned enterprises, it remains comfortably within the investment grade
rating range. The ratings agency also changed its outlook for China to stable from negative. In
March 2016, Moody's cut its outlook on China's government credit ratings to negative from stable,
citing rising debt and uncertainty about the authorities' ability to carry out reforms and address
economic imbalances. Rival ratings agency Standard & Poor's downgraded its outlook to negative
in the same month. S&P's AA- rating is one notch above both Moody's and Fitch Ratings A+
rating. Moody's said its now stable outlook reflected the assessment that risks were balanced.

Over $21 billion worth of black money was illegally taken out of India in 2014, according to
the latest report by the international watchdog Global Financial Integrity (GFI).
This illicit outflow was nearly 19% more than that recorded the previous year.
GFI has, for the first time, given information on the equally damaging inflow of illegal funds
in this report, with India being the destination of a staggering $101 billion in 2014, up nearly
11% over the previous year.
26 Competition Pathshala : Mobile No. 9911851536, 9540503870
Globally, the report estimates that between $620 and $970 billion was drained out of the
developing world, primarily through trade fraud.
Illicit inflows are estimated at a mind boggling $1.4-2.5 trillion.
Combined, illicit outflows and inflows accounted for 14-24% of total developing country
trade over 2005-2014.
This year's GFI report stands out from its previous reports for adopting a much more rigorous
method of collecting and analysing information on international trade and balance of payments.
Besides using IMF global data on direction of trade, the report has included information from
other sources to plug gaps.
Inclusion of Swiss data on gold exports, that was earlier omitted, has led to a drastic revision
of India's outflow and inflow figures.
Although both the lower and higher ends are described by the economists as “conservative”
because it is difficult to trace all illicit transactions, the higher-end estimates are closer to
previous years' estimates while the lower ones take into account only trade gaps with advanced
economies.

Department of Industrial Policy and Promotion (DIPP).

May 9 with an aim to map economic activities more accurately.
The new series for Index of Industrial Production (IIP), which captures industrial activities
on monthly basis, will be launched by Chief Statistician and MOSPI Secretary TCA Anant.
A high-level panel had firmed up the methodology for the IIP with new base year of 2011-12.
