(iii) If a questions is left blank, i.e. no answer is given by the candidate, there will be no penalty for question.

on land at the now renamed 'RSS Singapura - Changi Naval Base' and at a sea phase in the
South China Sea. This year's exercise was the 24th iteration of the annual bilateral exercise held

National Commission for Backward Classes Act, 1993 has also been introduced, alongside the
Constitutional amendment bill.
Role of NCSC: Currently, under the Constitution, the NCSC has the power to examine complaints
and welfare measures for Scheduled Castes, backward classes and Anglo-Indians. The Bill seeks
to withdraw the power of the NCSC to examine matters related to backward classes.
Specification of Backward Classes: The Bill states that the President may specify the socially
and educationally backward classes in the various states and union territories. He may do this
in consultation with the Governor of the concerned state. However, a law of Parliament will be
required if the list of backward classes is to be amended.

to win a gold medal in an international fencing event. She had previously won a silver medal in a
satellite event.

Dr Hubert Minnis was on 11th May sworn in as the fourth Prime Minister of the Commonwealth
of The Bahamas since the country gained political independence from Britain in 1973.
Minnis, a medical doctor and former minister of health was sworn into office late Thursday
at Government House by Governor General Dame Marguerite Pindling.
Hubert Minnis pledged, on behalf of his colleagues, their commitment to serve with integrity
as Her Majesty’s Bahamas Government.
He added that he looked forward to the “most cordial relations” with her office in the service

17. (a) The Kishtwar National Park (KNP) is located in the Kishtwar district of
Jammu and Kashmir. is surrounded by Rinnay River in the north, KibarNala
catchments in the southern part, the Great Himalaya in the east and Marwa
River in the west. The park is located at the high altitude of 1,700 meters to
4,800 meters. It is home to brown bear, leopard, snow leopard, Himalayan
musk deer, hangul, ibex, etc.

A Delhi University student has found four new species of burrowing frogs from the Western
Ghats biodiversity hotspot.
A student of professor SD Biju, who is known as the frogman of India, SonaliGarg, made the
discovery after five years of research.
Unlike other members of the genus, the new frogs have burrowing skills.
The new findings will help in saving these frogs as now it is clear that five different species
with different conservation requirements exist.
The frogs were confirmed as new species in a DU lab by using an integrated taxonomic
approach that included DNA studies, detailed morphological comparisons and bioacoustics.
The study highlights a fairly common group of frogs that is usually found closer to human
habitations but still not documented properly .
More extensive studies are required to scientifically identify and describe the Western Ghats
frogs that are already facing extinction threats," said Garg.
The four species are:
Manoharan's burrowing frog, found in Agasthyamala Hills of Kerala and named after T M
Manoharan, the former principal chief conservator of forests of Krala for his service and
conservation efforts;
Kadar burrowing frog from Vazachal forest of Kerala, which is named after the Kadar tribe
that lives in the region;
CEPF burrowing frog discovered in the Maharashtra's Amboli and named after the Critical
Ecosystem Partnership Fund (USA) to recognise its role in protecting global biodiversity
hotspots;
Neil Cox's burrowing frog found in Parambikulam Tiger Reserve and named after Dr Neil
Cox in recognition of his role in the International Union for Conservation of Nature Red List
assessment of global amphibian species.

In pursuance of India’s ‘Act East’ policy, Eastern Fleet under the command of Rear Admiral
BiswajitDasgupta, YSM, VSM, the Flag Officer Commanding Eastern Fleet are on an overseas
deployment to the South East Asia and Southern Indian Ocean.
Indian Naval Ships Jyoti, Shivalik and Kamorta are on a port visit to Freemantle, Australia
from 13 June to 17 June 2017. Vice Admiral HCS Bisht, PVSM, AVSM, ADC, Flag Officer
Commanding Eastern Naval Command is also visiting Freemantle during the period.
The visit of the Indian Naval Ships seeks to underscore India’s peaceful presence and solidarity
with friendly and harmonious countries towards ensuring good order in the maritime domain
and to strengthen existing bonds between India and Australia.
The two countries share a rich history and a strategic relationship. A number of bilateral
agreements exist between the two countries in a various spheres.
AUSINDEX-17, a bilateral maritime exercise between the two navies would also be held
as part of the visit. This would be the second edition of the exercise with the maiden edition
having been conducted at Visakhapatnam in 2015.

Nalanda being an agriculture-oriented district remained affected by drought-like conditions
that hampered the farming activities in the district.
Though the district receives flash floods during the monsoon, the water runoff in the district
was very high so much so that the entire water got washed away in a span of 15 days.
Under these circumstances, ‘project jalsanchay’ was launched under Mahatma Gandhi National
Rural Employment Guarantee Programme (MGNREGP) to offset the water crisis in the district.

A Central Sector Scheme is 100% funded by the Union Govt and implemented by the Central
Govt machinery. These schemes are mainly formulated on subjects from the Union List.
The Cabinet Committee on Economic Affairs has given its approval for re-structuring the
schemes of the Ministry of Food Processing Industries (MoFPI) under new Central Sector Scheme
– SAMPADA (Scheme for Agro-Marine Processing and Development of Agro-Processing
Clusters) for the period 2016-20 coterminous with the 14th Finance Commission cycle.
The objective of SAMPADA is to supplement agriculture, modernize processing and decrease
agri-waste.
SAMPADA is an umbrella scheme incorporating various ongoing schemes of the Ministry
like Mega Food Parks, Integrated Cold Chain and Value Addition Infrastructure, Food Safety
and Quality Assurance Infrastructure, etc.
25. (c) Tejas Express is the name of the train, which boasts several modern facilities on-board like
LED TV and tea, coffee vending machine, was flagged off from Mumbai to Goa by Railway
Minister Suresh Prabhu recently. The train has got all the ultra-modern amenities like on-board
infotainment, Wi-Fi, CCTV, fire and smoke detection facilities, tea and coffee vending machine
etc. India’s first premium train will run at an average speed of 130kmph.The train, manufactured
at the Rail Coach Factory in Kapurthala, will have automatic entrance door, a first in non-
suburban train in Indian railways. The graffiti proof, vinyl-wrapped specially designed exterior
has a bright colour theme of orange and yellow. Tejas Express has a dust-proof/sealed inter car
gangway.TheTejas Express would operate between Mumbai and Karmali (Goa) five days a
week during non-monsoon period and three days a week during monsoon by halting at Dadar,
Thane, Panvel, Ratnagiri and Kudal stations. The high-speed train has all the safety measures like
suppression system, fire suppression system, smoke detection and fire detection. A GPS-based
passenger information display system and a digital destination board has also been installed for
the convenience of the passengers.
26. (d) The 6th edition of International Federation of Sport Climbing (IFSC) World Cup was held at
the CIDCO Exhibition Centre in Navi Mumbai, Maharashtra on June 24 – 25, 2017. Over 150
athletes from across the globe will participate at the World Cup including the top talent from India.
The tournament will be hosted by the City Industrial Development Corporation of Maharashtra
(CIDCO). The Italy-based IFSC has 86 member federations across five continents.

North America.
The Humboldt’s flying squirrel is known as a cryptic species, a species that was previously
thought to be another as the two look similar.
These creatures do not actually fly like bats or birds.
Rather, they glide from tree to tree by extending furred membranes of skin that stretch from
the wrist of the forearm to the ankle on the hind leg.

Ministry of Statistics and Programme Implementation, revises the base year of the macroeconomic

of Industrial Production (IIP) has also been revised from 2004-05 to 2011-12 to not only reflect

indicators like the Gross Domestic Product (GDP), Wholesale Price Index (WPI). Revisions in
the IIP are necessitated to maintain representativeness of the items and producing entities and
also address issues relating to continuous flow of production data. In the past, such changes
were effected at the time of a revision in the base year. With the release of the new series of IIP
(base 2011-12), an institutional mechanism has been established for facilitating dynamic revision
of the item list of products and the panel of factories, through a Technical Review Committee,
chaired by Secretary, Ministry of Statistics & PI. This Committee will meet at least once a year
for identifying new items that need to be included in the item basket and removing those that have
lost its relevance in the industrial sector or are no longer being produced.
30. (a) Geneva is the venue of the 70th World Health Assembly (WHA), the main decision-making
body of the World Health Organization (WHO). This year's assembly will determine policies on
a range of health issues, including medicines and health products, non-communicable diseases,
health emergencies, as well as maternal, new-born, child and adolescent health. A new WHO
Director-General will also be elected as incumbent head Margaret Chan's mandate comes to an
end. In her final opening address to the assembly as Director-General, Chan called on the assembly
to make 'reducing inequalities' a guiding ethical principle. 'WHO stands for fairness,' she said,
adding that countries should also work to improve collection of health data and make health
strategies more accountable. Chan stressed the importance of continued innovation, noting that

Travancore between 1924 -193. The book discusses the unheard life and rare customs of the royal
family. The book also unravels some of the interesting and rare practice of matrilineal system existed
in the Travancore kingdom, where king emerges from the sons of sisters of the king and not of the
king, unlike other Indian kingdoms. It is also interesting to find that queen is not the wife of the king,
but is the mother, sister or niece of the king. The YuvaPuraskar is awarded annually for the first book or
best book by an author of age 35 and below. It consists of a cash prize of Rs 50,000 and a copper plaque.

The State Government of Madhya Pradesh has put an indefinite ban on the sand excavation
in the Narmada River. his announcement has been made by Chief Minister Shivraj Singh
Chouhan in Bhopal. The government has also set up a committee to suggest the scientific
ways of mining the rivers.
This committee will submit the report to state government after exploring ways for sand
excavation without harming rivers. The government will also promote manufactured sand
(made by mixing stones).
Illegal sand mining is one of the serious law & order and environmental issues in several
states of India including Madhya Pradesh.
The business has flourished mainly because of nexus between sand mafia, officers and
politicians.
Many people including police officers and activists have lost their lives while making attempts
to check this illegal activity.

a people’s movement through his “Namami Narmada Yatra”.
The issue of illegal mining in Narmada was sub-judice in state High Court but in July 2015, it
was transferred to National Green Tribunal. On the basis of a complaint by MedhaPatkar (of
Narmada BachaoAandolan), the NGT had sent a team to investigate the matter.
After investigation, NGT had directed state government to take strong measures and report
the progress.
Narmada River: Know More
Narmada (bringer of pleasure), is one of the largest rivers of India, originating in Amarkantak
Hills and flowing through Madhya Pradesh, Gujarat and Maharashtra.
It is third biggest river after Ganga and Godavari to flow within political boundaries of India.
It flows in a rift valley between the Satpura and Vindhya Ranges; and serves as lifeline of
Madhya Pradesh.
Its basin covers large areas in the 3 states of Madhya Pradesh (86%), Gujarat (14%) and a
smaller area (2%) in Maharashtra.

flying on a domestic route — apart from those in the Northeast — will be charged an additional
amount of ` 50 (approximately).

In Karnataka, a major exercise of elephant census began on 17 May 2017.
The census exercise began simultaneously across all protected areas and forests of the state
that were identified to harbour elephant population.
The Mysore Elephant Reserve, spread across 11,000 sq km through Bhadra-Nagarahole-
Bandipur-BRT Wildlife Sanctuary, Cauvery Wildlife Reserve and Bannerghatta, harbours
most of the elephants of Karnataka.
The last elephant census of Karnataka was held in the year 2012, which pegged the State
elephant population at 6072 with Bandipur and Nagarahole accounting for nearly 1500
elephants each.
The census in Karnataka is a part of a Nationwide Elephant Census, which is being conducted
to minimise possible errors.
Presently, the elephant census is being organized in all Southern States simultaneously. A
similar exercise was held in eastern India last month.
Four states- Karnataka, Kerala (particularly the Western Ghat regions), Tamil Nadu and Andhra
Pradesh account for 40 per cent of the country’s elephant population of more than 12000.

seas around India report a paradox.
From 1993 to 2003 - the first decade when satellites started to consistently track the rise and fall
of ocean heights and global temperatures soared - the North Indian Ocean (NIO) sea levels fell.

The NIO consists of the Arabian Sea, the Bay of Bengal and part of the Indian Ocean up till
the 5°S latitude. After 2004, sea levels began an unprecedented, accelerated spike till 2014.
This rise and fall was even as global temperatures steadily climbed and registered their largest
two-decadal jump in more than a century.
Previous studies that had measured ocean heights based on traditional tide gauges found that
the NIO - like the rest of the world’s seas - continued to rise between 1993 and 2004.
While Intergovernmental Panel on Climate Change reports have concluded that while unabated
greenhouse gas emissions into the atmosphere would cause oceans to rise every year, there
would be years during which some seas could register a fall.
Scientists associated with the study said that such a “decadal swing” in the North Indian
Ocean was unique and never observed in either the Pacific or Atlantic oceans.
The NIO went down about 0.3 mm a year and from 2004 gained about 6 mm annually. This
was twice the global, annual average of about 3 mm.
When temperature and sea level trends in the NIO were mathematically separated out from
the other oceans, the fall was even more dramatic: nearly 3 mm per year and the Arabian Sea
cooling off rapidly at 4 mm per year.

In a first of its kind project for India’s nuclear power sector, the ten new pressurised heavy
water nuclear reactor units will come up in fleet mode as a fully homegrown initiative. It
would be one of the flagship “Make in India” projects in this sector.
With likely manufacturing orders of close to 70,000 crores to the domestic industry, the
project will help transform Indian nuclear industry by linking our goal of a strong nuclear
power sector with our indigenous industrial capacities in high-end technologies.
This Project will bring about substantial economies of scale and maximise cost and time
efficiencies by adopting fleet mode for execution.
It is expected to generate more than 33,400 jobs in direct and indirect employment.
With manufacturing orders to domestic industry, it will be a major step towards strengthening
India’s credentials as a major nuclear manufacturing powerhouse.

only 11 sectors would require prior approval for Foreign Direct Investments (FDI).The Union

need government approval. The government relaxed FDI norms in June 2016 in single brand

launched a partnership fund to support the Sustainable Development Goals (SDGs) across the

The India-UN Development Partnership Fund will implement country-level projects that are

Over $21 billion worth of black money was illegally taken out of India in 2014, according to
the latest report by the international watchdog Global Financial Integrity (GFI).
This illicit outflow was nearly 19% more than that recorded the previous year.
GFI has, for the first time, given information on the equally damaging inflow of illegal funds
in this report, with India being the destination of a staggering $101 billion in 2014, up nearly
11% over the previous year.

Globally, the report estimates that between $620 and $970 billion was drained out of the
developing world, primarily through trade fraud.
Illicit inflows are estimated at a mind boggling $1.4-2.5 trillion.
Combined, illicit outflows and inflows accounted for 14-24% of total developing country
trade over 2005-2014.
This year's GFI report stands out from its previous reports for adopting a much more rigorous
method of collecting and analysing information on international trade and balance of payments.
Besides using IMF global data on direction of trade, the report has included information from
other sources to plug gaps.
Inclusion of Swiss data on gold exports, that was earlier omitted, has led to a drastic revision
of India's outflow and inflow figures.
Although both the lower and higher ends are described by the economists as “conservative”
because it is difficult to trace all illicit transactions, the higher-end estimates are closer to
previous years' estimates while the lower ones take into account only trade gaps with advanced
economies.

The World Bank has cleared a USD 250-million loan to aid the Skill India mission.
The loan amount would be used for making Indian youth more employable through reskilling.
The USD 250 million Skill India Mission Operation (SIMO) is set to increase the market
relevance of short-term skill development programmes (3-12 months or up to 600 hours) both
at the national and state levels.
It will help the government of India to better equip the young workforce with employable
skills.
SIMO will be a six- year programme in support of National Policy for Skill Development and
Entrepreneurship (2017-23).
Under the programme, persons in the age group of 15-59 will acquire skill training irrespective
of their employment status.

According to ‘Handbook of Statistics on States 2016-17‘, the gross fiscal deficits of all the
states have soared to Rs 4,93,360 crore in fiscal 2016 from Rs 18,790 crore in FY1991.
This is the second edition of RBI’s statistical publication.
‘Handbook of Statistics on States 2016-17 follows a ‘one-indicator-one table’ approach. It
covers all sub-national statistics on socio- demographics, state domestic product, agriculture,
industry, infrastructure, banking and other fiscal indicators across the states during the period
1950-51 to 2016-17.
The handbook also provides data on the state-wise availability of power, per capita availability
of power, installed capacity of power, and power requirement, the length of national highways,
roads and state highways, and railheads.
Uttar Pradesh had a fiscal deficit of INR 3,070 crore in FY91, which has soared to INR 64,320
crore in FY16.

The Union Cabinet chaired by the Prime Minister ShriNarendraModi has approved the
proposal to introduce a Financial Resolution and Deposit Insurance Bill, 2017.
The Bill would provide for a comprehensive resolution framework for specified financial
sector entities to deal with bankruptcy situation in banks, insurance companies and financial
sector entities.
The Financial Resolution and Deposit Insurance, Bill 2017 when enacted, will pave the way
for setting up of the Resolution Corporation.
It would lead to repeal or amendment of resolution-related provisions in sectoral Acts as
listed in Schedules of the Bill.
It will also result in the repealing of the Deposit Insurance and Credit Guarantee Corporation
Act, 1961 to transfer the deposit insurance powers and responsibilities to the Resolution
Corporation.
The Resolution Corporation would protect the stability and resilience of the financial system;
protecting the consumers of covered obligations up to a reasonable limit; and protecting
public funds, to the extent possible.
The Government has recently enacted the Insolvency and Bankruptcy Code, 2016 ("Code")
for the insolvency resolution of non- financial entities.
67. (a)
The Union Government on 6 June 2017 said that Ministries will have to decide on FDI
proposals within 60 days of the application and any rejection will need concurrence of the
Department of Industrial Policy and Promotion (DIPP).
Earlier in May 2017, India had scrapped the 25-year old foreign investment advisory body
named Foreign Investment Promotion Board (FIPB). It was scrapped with an aim to attract
more FDI by providing quick approvals.
In an office memorandum, the Finance Ministry said subsequent to the abolition of FIPB,
concerned administrative ministries have been allotted the work of granting approval for
foreign investment in the specific sector.
The Industry Ministry, in consultation with the administrative ministry, will come out with a
detailed guideline for processing of the FDI proposals and ensure a “consistency of treatment
and uniformity of approach”.
The Standard Operating Procedure will involve the process of inter-ministerial consultation
for the examination of FDI proposals, wherever necessary.
FDI approval decisions in majority of the sectors have been relegated to concerned ministry
and those relating to private security agencies would be decided by the Home Ministry.

UdyogAadhaar Memorandum for registration.
These organisations include companies, limited liability partnerships, cooperative societies,
societies and trusts.The decision, taken at a meeting chaired by the MSME Secretary K
KJalan recently.This will be implemented after two months of the Goods and Services Tax
coming into operation.The GST regime is likely to come into force on July 1.Presently, it
is not mandatory for these organisations to mention the PAN number in the UdyogAadhaar
Memorandum.
However, since it will be compulsory for firms with turnover above INR 20 lakh to have a
PAN number under the GST, this decision has been taken.
Apart from the Permanent Account Number (PAN) and Aadhaar, micro, small and medium
enterprises (MSMEs) will also have to attach a chartered accountant's certificate for
participating in public tenders.

to come up with a methodology to generate timely and reliable employment data. The Prime

released by the Labour Bureau is restricted to the organized sector. National Sample Survey
Office (NSSO) data which is the most comprehensive data available on jobs is generated with a
time lag.Better data on jobs data will help policy planners assess the impact of policies on jobs
and will shed light on the actual size of the informal economy.

The Ministry of Urban Development has already released a detailed document on “Methodology
for Collection and Computation of Liveability Standards in Cities”.
The index will measure the Liveability Standards of 140 cities including 53 cities with
population of 1 million and above.
To carry out the assessment, the Ministry has invited bids for selecting the agency. The aim
of the assessment will be to instil a sense of healthy competition among cities and towns in
the country and to help them focus their attention on improving governance and infrastructure
availability.
Cities will be assessed on 15 core parameters relating to Governance, social infrastructure
pertaining to education, health and safety and security, economic aspects and physical
infrastructure like housing, open spaces, land use, energy and water availability, solid waste
management, pollution etc.
Totally, based on 79 aspects, the Cities would be ranked on the Liveability Index.

India will unveil a new series of Index of Industrial Production with a base year 2011-12 on
May 9 with an aim to map economic activities more accurately.
The new series for Index of Industrial Production (IIP), which captures industrial activities
on monthly basis, will be launched by Chief Statistician and MOSPI Secretary TCA Anant.
A high-level panel had firmed up the methodology for the IIP with new base year of 2011-12.
Currently, the IIP is calculated on base year of 2004-05.
The change in baseline for the IIP is expected to bring in more accuracy in mapping the level
of economic activity and calculating other numbers like national accounts.
Work is also in progress to change the base year for the wholesale price index (WPI) to 2011-
12 year.
The Central Statistics Office (CSO) has already changed the base year for the country's
national accounts, including the gross domestic product (GDP) and the gross value addition
(GVA).
The retail inflation based on the consumer price index (CPI) is also calculated on the base
year of 2011-12.
For long, economists and think tanks have been pitching for release of new time series of the
IIP and the WPI so that GDP numbers can be based on more accurate and realistic data.

take place on August 5. The term of vice president M. Hamid Ansari ends on August 10.\

98. (a) The Dr. Shankar Acharya committee has been constituted by the Union Finance Ministry to
examine the feasibility and desirability of having a new financial year. This could lead to changing
India’s financial year from April-March to January –February or any other 12-month period. As
per terms of reference, the 4-member committee will examine the merits and demerits of various
dates for commencement of financial year including the existing dates. The panel will take into
account the genesis of current financial year, suitability of financial year from point of view of
correct estimation of receipts and expenditure of Central and State governments. It will also
consider the effect of the different agriculture crop periods, impact on business, taxation systems
and procedures, statistics and data collection and convenience of legislatures for transacting
budget work. The committee will submit its reports by December 31, 2016.
