114Previous minutes of meeting was reviewed. In line 202, the statement “Tapat ko, Linis
115ko” was corrected to “Tapat ko, Malinis” and the word “Adapt” in the DRDO’s guidance

122PLT TELAN presented the updates on the crime situation of NPD from CY 2017-June
12323, 2019.

125RCDS asked why the incidents of physical injury is high in the month of March 2019.

127Accordingly, March is still a month of summer vacation and incidents involving
128teenagers contributed on the increase of physical injury.

130RCDS advised to check the profile of the victims on cases of Robbery and Theft which
131are prevalent in the month of February 2019.

133R3 reminded the DIDMDs that along with the figures they are presenting, they must
134come up to an analysis why a certain incident increased in their respective AOR.

136RCDS emphasized to have a comprehensive crime analysis why the incidents have
137increased in a certain period of time.

139R3 suggested that if EPD is going to deploy their personnel, they should focus police
140operations in the barangays of Pinagbuhatan and Rosario in Pasig City, Concepcion
141Uno in Marikina City, Wack-Wack, Highway Hills and Addition Hills in Mandaluyong City
142and Greenhills in San Juan City, based from the presented crime situation of EPD.

144PLTCOL JASMIN presented the comprehensive analysis of QCPD on Murder/Homicide
145and Robbery/Theft.

147RCDS asked the updates on the 23 cases of “to be determined” for Murder.

149PLTCOL JASMIN said that they will check the progress of the “to be determined” cases
150on CIRAS.

152On cases of Robbery, RCDS advised to analyze the cases of Akyat-Bahay and Hold-up
153which became prevalent in the year 2017 despite the arrest of numerous perpetrators.

155RCDS also advised to analyze the cases of Theft that have increased and focus
156intervention especially in commercial and business establishments.

158R3 reminded QCPD to focus analysis on the Top 20 barangays wherein crimes have
159repeatedly committed.

162different format of presentation from what have instructed.

166Accordingly, there are problems encountered during the encoding of reports into CIRAS
167that is why there are cases of “to be determined” and sometimes resulted with “blank”

172RCDS reminded COPs/SCs to check the theft cases that have increased and
173perpetrated in commercial/business establishments and residential areas and initiate
174appropriate interventions.

179For modus by motive, drug related, heated arguments and those that are yet “to be
180determined”comprised the majority of murder cases.

182For Homicide, shooting is the most common mode of commission followed by stabbing.

184RCDS advised R3 and R7 to work on the appropriate term to be used for modus to

187One of SPD’s recommendation is the creation of dedicated follow-up and tracker teams
188for the possible solution of unsolved murder and homicide cases.

190PCOL CANSILAO presented the Updates on the Unified Watch List as of June 23, 2019
191with a total of 139,205 personalities subject for monitoring, investigation and case build-
192up.

194PMAJ MARASIGAN presented the weekly comparative data of NCRPO on 8 focus
195crimes wherein Crimes against Person decreased by 44 incidents while Crimes against
196Property decreased by 2 incidents (June 10-16, 2019 vs. June 17-23, 2019).

198For the Data on Anti-Illegal Drugs from July 1, 2016 to June 24, 2019, NCRPO recorded
199a total of 35,047 reported cases wherein 22,419 of which were cases for resolution by
200the Prosecutors Office and 7 were dismissed upon filling.

202For the Result on Reviewed Dismissed Drug Cases, NCRPO recorded a total of 11,578
203cases filed/on going trial in court, 802 reported dismissed drug cases and 409
204dismissed drug cases reviewed.

206R7 reminded the Districts to expedite the review on dismissed drug cases as per
207instruction of RD to determine if there are lapses on the part of the PNP. Further, he
208advised COPs/SCs to supervise their respective investigators and impose strict
209authority to them for the resolution of the cases which will eventually will aid on the
210unclogging of cases being referred to the Region.

218  Assessment, analysis and actions taken should be done for every updates on
219 crime statistics;
220  Relayed DRDO’s message for COPs/SCs regarding RD’s aggressive advocacy
221 on cleanliness in every police station/office/unit and Police Community Precinct
222 (PCP);
223  DOPDs to have an actions taken at the District level and have an assessment on
224 how to decrease the crimes in NCR based on data of DIDMDs to particular cases
225 that have increased;
226  COPs/SCs to continuously exert effort to trim down the criminality; and
