The Research Problem
Introduction
The police service is noble profession which demands from each members specialized
knowledge and skills, as well as high standards of ethics and morality. Hence, the members of the
PNP must adhere to and internalize the enduring core values of love of God, respect for authority,
selfless love and service for people, sanctity of marriage, and family life, responsible dominion
and stewardship over material things, and truthfulness (PNP Ethics and Values Formation Manual,
2007).
Moral values are the only true measure of what man ought to be. The most powerful king,
or the most successful professional, is nothing unless he too is morally upright. Thus, the
philosophers speak of Ethics as the “only necessary knowledge”, “We are tempted to center
everything on human happiness, says Jacques Leclercq, “forgetting that man’s greatness,
perfection and happiness, his whole meaning in fact, consist in transcending the commonly
accepted human good.
Moral Values are the foundation of every human society. Rightly, Russel(1995) observes
that “without civic morality, communities perish,” without personal morality their survival has no
value”. Every culture admits the importance of morality as the standard of behavior. When the
moral foundation of a nation are threatened then society itself is threatened.
PNP moral values are listed in the PNP Code of Professional Conduct and Ethical
Standards (COPCES) with inception of additional and related principles, guidelines and
sanctioned, all geared towards the internalization of moral values and service dedication, but as
we seen or read on the news we observed that there are PNP personnel who could not bear the
values in the reality of performing their duty.
Thus, the researchers conducted this study to investigate the reason behind why in the
real world of PNP organization there are personnel who could not apply the moral values in the
performance of their duty, as mandated in the Philippine National Police Manual Doctrine.
Conceptual Framework
The Moral Values of Philippine National Police was anchored under the Resolution
no. 94- 4 approving the Philippine National Code of Professional Conduct and Ethical Standard.
The Constitution of the Republic of the Philippines and relevant provisions of the Revised Penal
Code, RA 6713 (Code of Conduct and Ethical Standards for Public Officials and Employees), RA
6975 (DILG/PNP Law of 1991) and other related special laws. Where as the PNP members is
necessary to set the moral values and norms of professional conduct in the Police service. The PNP
Code of Professional Conduct and Ethical Standards contains all the moral values which are
desirable and once practiced by each and every member of the PNP will result into a disciplined,
professional and morally upright policemen. In order to institutionalized the practice of the values
embodied in the code.
Statement of the Problem
This study aimed to determine the problem of PNP Personnel Moral Values particularly
in Valencia City Police Station, Valencia City, Bukidnon, for school year 2019-2020.
