CULTURAL EVENTS
RULES AND GUIDELINES

GENERAL RULES
(revised 2018)

Eligibility of Contestants

There shall be no age limit provided that the participant is officially enrolled in the level
where he/she is competing.

A contestant is allowed to participate in one (1) event only. He/She shall not be allowed to
participate or be a contestant in any other events in Cultural, Academic and Athletic Contests
(except for musical events where a contestant in Vocal Solo can also be a contestant in the Vocal
Duet).

Gold medalists can no longer participate in the same event in the same level in the
succeeding Meets. However, they can still participate in the same event under another category or
other events in the same category.

Coaching

1. There shall be orientation / deliberation of coaches before the contest proper.


2. Coaches are prohibited from staying near or talking to the contestants once the contest
has started.
3. Coaches who are proven to have violated the rules and regulations shall be banned from
joining MACIPRISA Contests.

Selection of Judges
1. Judges who shall be invited must be qualified, competent and well oriented in the event that
they will judge. Age of the judges must also be considered to avoid generation gap in their
choices

2. There shall be different sets of judges for separate contests.

3. Judges shall be oriented on the MACIPRISA policies and rules. They should be provided with
guidelines in the particular contest where they would sit as member of the Board of Jurors.
Judges are discouraged from giving comments or suggestions during and after the contest.
Judges are likewise not allowed to entertain questions from the parents, coaches or
contestants before, during and after the contest.

GRIEVANCE
A Grievance committee is designated to handle complaints and protests. Complaints should
be written and forwarded to the Committee for appropriate action. Only official coaches are
entitled to file complaints or protests.
CULTURAL CONTEST GUIDELINES

PRE – CONTEST:

1. The Event Chairman shall:

1.1. Get the contest paraphernalia from the Cultural Chairman or designated staff.
1.2. Distribute the materials to the assigned working committee.

2. Event Chairman checks if the contest room is ready with the following requisites:
 Registration table and chairs

 Three separated tables and chairs strategically arranged for the judges, folders with
score sheets and pencil

 Seats for the contestants and audience
 Table and seats for the tabulators
 MACIPRISA Meet general theme written on the board

  Other facilities like sound system as the event demands



The duly designated MACIPRISA officer and Event Chairman shall remind the
committee regarding the computation procedure and ranking system and
other important procedures to follow.

Registration Committee:

1. Register each contestant. Check the name of the contestant from the List of Official
Contestants for respective events.
2. After registering all expected contestants, the event Chairman shall request all registered
contestants to draw lots for their respective numbers and the same shall be pinned on the
left breast of the contestants.

3. Write the contestant’s corresponding number on:


a. the registration form
b. contest piece (for original pieces)
c. taped accompaniment (for musical events)
d. art work (poster making)
e. written work (essay writing, English and Filipino)
4. Provide the mastery guide with copies of contest pieces. Original piece must be submitted in
2 copies.

Note: Judges shall not be provided with contest pieces, for them to concentrate on judging.

CONTEST PROPER:
The Event Chairman shall:

 Hold a short opening program at the venue of the event that includes prayer, singing of
National Anthem.

 Read the standards, contest rules and criteria for judging.
 Introduce the judges.
 Call on the first contestant to start the performance.
Important Reminders:

1. Allow time for the judges to finish reviewing their scores before allowing the next contestant
to recite.
2. The mastery guide shall record the mastery points and the timer shall record the time spent
by each contestant.
3. Prohibit giving of snacks to the Board of Judges while a participant is reciting.
4. Prohibit anyone from coming in and / or out the contest room once the contest has started.
5. Prohibit the use of cell phones and other gadgets.

6. Maintain orderliness, silence and fairness throughout the contest.


7. Prohibit heckling and clapping while a contestant is performing. Clapping shall be done for
all the contestants before and after the contest proper.
8. Prohibit taking of pictures and videos while the contest is in progress.
9. Prohibit coaching while a contestant is performing.

POST CONTEST:

I. Computation

2. Computation Procedure
2.1 The Event chairman shall read the mastery and/or time records of the contestants.
2.2 The committee members shall reflect the same in all the score sheets of the judges.
2.3 The committee members shall compute and recheck the score sheet, total and rank.
2.4 The committee members shall tabulate the score sheet ranking for the final rank and
place.
2.5 Committee 1 shall read the ranks in the recomputed score sheets while the Execom/
MACIPRISA officer shall be watching the ranks being read. Committee 3 has to watch
the ranks being written by Committee 2.

2.6 Committee 2 shall compute for the final rank and place.
2.7 Committee 3 shall recheck the final rank and place.

2.8 Event Chairman shall read the winners and Committee 1 shall accomplish an official
result sheet.
Note:
  All Committee members must have calculators.
 The assigned ExeCom officer shall supervise the procedure.

 Please refer to the sample ranking system computation, tabulation sheet and
official result sheet.

3. The Judges, Committee members, MACIPRISA Officers / ExeCom officers and Chairman of
the event must duly sign the official result sheet which shall be used in announcing the
winners.
II. Awarding by the Event Chairman

1. Thank all concerned and distribute the certificates to the judges and contestants.

2. Using rechecked and well-accomplished official result sheet, carefully announce and
award
the winners. Start at the 5th Place. Mention the place won, the contestant’s number,
name and school he/she represents.

***Note: Announce the 1st set of winners before proceeding to the next category or level.

3. The Working Committee headed by the Event Chairman shall protect the judges from
any form of harassment.
4. The event chairman shall submit the contest results, copies of original pieces and return
all other materials received to the Cultural Chairman or assigned person in the
designated place.

Important Ground Rule:

The MACIPRISA Officers / ExeCom Officers shall supervise the entire contest.

GROUND RULES FOR EACH EVENT:

I. MUSICAL CONTESTS

1. Piece
The contestant/singer may sing any song: pop music in English and Filipino, Ballad
may be allowed but no jazz.

2. Accompaniment
The contestant shall use original minus-one tape or CD or CD burned, with or without
back-up vocals. These shall be operated by the official technician. Guitar, piano,
(keyboard) accompaniment may be allowed. Coaches are advised to bring a back-up
copy of the accompaniment and a player.

6. A deduction of 0.25 point for every 30 seconds excess in the 3 minute limit and 0.25
point for every 30 second under time in the 2 minute limit.

5 pts. = deduction for 1 paragraph or more than 10 words

B. Deduction for Delivery


0.25 pt. for every 30 seconds excess in delivery time limit.

Note: Deduction will be made from the judges’ total score.

V. EXTEMPORANEOUS SPEECH

point for every 30 second under time in the 2 minute limit.

VI. DECLAMATION

2. No props in whatever form shall be allowed during the contest
3. Pre-school pieces must be in poetry while pieces in other categories must be in prose.
Pieces shall be common.

6. Deductions for Mastery

VII. INTERPRETATIVE READING

1. Category:
1.1 Elementary Level 2 ( Grade 4 – 6 )
2. Costumes and props are not allowed.
3. Contest Piece
3.1 Common piece will be given during the contest proper.
3.2 The contestants will be given a copy of the piece to read during
recitation/delivery.
4. No microphone
5. Time Limit: 5 - 7 minutes
6. Criteria for judging shall be:
Interpretation and Style 40 %
Correct Phrasing 20 %
Enunciation and Pronunciation 20%
Voice Quality 10%
Stage Presence 10%

b. additions, deletions or changes to the text. Short adlib is also not allowed
2. Deduction for Delivery

VIII. MALIKHAING PAGBASA

1. Category:
1.1 Elementary Level 2 ( Grade 4 – 6 )
2. Costumes and props are not allowed.

3.1 Common piece will be given during the contest proper.
3.2 The contestants will be given a copy of the piece to read during
recitation/delivery.
4. No microphone
5. Time Limit: 5 - 7 minutes

10. Deductions for Delivery


0.25 point for every 30 seconds excess in the 5 minute limit

X. ON THE SPOT ESSAY WRITING CONTEST – ENGLISH / FILIPINO

1. Categories
1.1 Junior High School
1.2 Senior High School
2. Number of Contestants
2.1 One (1) in English
2.2 One (1) in Filipino
3. The specific topic for each contest will be made known to the contestants by the judges
right at the start of the contest

4. The contestant will be given only sixty (60) minutes to develop the essay according to the
theme of the topic

5. Late contestants may be admitted but would only be allowed to work on their essay
within the time remaining of the 60 min. limit.

6. Criteria for the selection of the winning pieces shall be:

a. Contents --this refers to the relevant ideas/thoughts put together 30%


to create harmony with the aim of the theme and topic
b. Diction – this refers to the proper choice of words, expressions, 30%
idioms that contribute largely to the creation of an
organized thought / understanding of the theme /topic.
c. Mechanics – this include correct spelling of words, tenses of the 30%
verbs as well as their correct forms and structures,
punctuation marks and the use of other parts of speech.
d. Organization – this refers to the general presentation of the essay 10%
that complies with the requirements of neatness,
indention and legibility of penmanship.

XI. POETRY WRITING


1. The contest is open to junior and Senior High School students nominated by their
respective schools.
2. The piece should be handwritten legibly in English.
3. The theme or the topic of the poem will be given before the start of the contest proper.
4. Contestants will be given one (1) hour to write their poem.
5. The organization may have the right to publish the winning entries in any form.
6. Contestants must be in the venue on the day of the contest, thirty minutes before its
schedule start.

7. Criteria for judging shall be:


Creativity /Originality 35 %
Appropriateness of Words Used 20 %
Structure ( Rhyme and Meter) and Organization of the Poem 20%
Relevance to the Given Theme or Topic 15%
Choice of Title 10%

XII. PAGSULAT NG TULA
1. Ang paligsahan ay bukas para sa mga mag-aaral sa hayskul Junior and Senior High school
2. Ang piyesa ay kinakailangang nakasulat –kamay gamit ang wikang Filipino.
3. Ang tema o paksa ng tula ay ihahayag bago opisyal na magsimula ang paligsahan.
4. Ang mga kalahok ay may animnapung(60) minuto lamang para tapusin ang tula.
5. Ang organisasyon ay may karapatan na ilathala ang mga nagwaging lahok sa anumang paraan.
6. Ang mga kalahok ay inaasahang nasa lugar na pagdarausan ng patimpalak talumpung (30)
minuto bago magsimula ang paligsahan.

7. Ang mga basehan ng pagpili ng mga magsisipagwagi ay ang mga sumusunod:

Balarila (Wastong Gamit ng Wika) 20 %

XIII. ON THE SPOT POSTER MAKING CONTEST

1. Categories
1.1 Pre-School
1.2 Elementary (Level I and Level II)
1.3 Junior High School
2. Materials ( other than Oslo paper and vellum board to be bought by the contestants)
2.1 Pre-school
2.1.1 Oslo paper
2.1.2 Ruler
2.1.3 Pencil
2.1.4 Crayons ( CRAYOLA Brand ) in box of 16 colors
2.2 Elementary ( Level I and Level II)
2.2.1 Vellum board

2.2.4 Craypass ( SAKURA Brand) in box of 24 colors

3. Materials like Oslo papers and vellum board would be provided by the committee for uniformity.

5. The topic and other specific rules will be announced right at the start of the contest.
6. Time limit is two (2) hours in all level
( Note: The judges may also set a new time limit when necessary)
7. Late contestants may be allowed to participate but have to finish their artwork within the time
remaining of the 2 hour limit.

Notes: 1. Contestants may mix / combine colors for better results.


2. Pentel pens are allowed only for writing of the theme of the poster.
3. No poster paint allowed
XIV. MODERN DANCE

1. Categories
1.1 Elementary Level II
1.2 Junior High School
1.3 Senior High School

2. There should be 6 to 12 members/ dancers for each entry/ school. Dancers may be
composed of all male, all female or combination of both.

3. The dance presentation should be wholesome and should not include “degrading” or
sensual movements. Strictly no stunts.

4. Performance should be limited from 5-7 minutes including entrance and exit. For any
minute in excess, a three (3) point deduction will be made from the total score.

5. Criteria for judging shall be:

Precision, Mastery and Coordination in Execution of Movement 50%


Variety in the Steps and Formation 30%
Costume/Attire 10%
Projection and Audience Impact 10%
TOTAL 100%

XV. BATTLE OF THE BANDS

1. Categories
1.1 Senior High School /Junior High School or any Combination of both
2. Mechanics
a. Any band may participate, as long as the members are bona fide student
enrolled for the present academic year
b. Each group will perform their choice of music with a time limit of 10 minutes but
not exceeding 15 minutes. Beyond this limit, a total of five (5) points will be
deducted from the group’s total score.
c. Each group will have a minimum of 6 and a maximum of 8 members.
d. The members of the group may be composed of all males or females, or any
combination of both.
e. The use of pyrotechnic gadgets, smoke or combustible materials as props are not
allowed. (note: too much amplification of instruments that will obscure or over
power the volume of the vocals is not allowed).
f. Medley arrangement or mashup of songs is allowed.
g. The band must bring their own equipment, except for the drum set which will be
provided for by the event organizers.
h. Each participating band is given two (2) songs. The first piece will be of any song
choice but is THEME related and the other should be an OPM whether in Filipino
or English.
i. Each group will perform to any music as long as there are no obscene, lewd or
green words in the lyrics.
j. If a member of the band cannot participate, the band may perform without that
member, but no replacements are permitted.
k. Song selection is final and must be submitted before the registration deadline
l. Any band member of the participating bands who has been part or member of
another band with existing or expired contract with any music label shall not be
allowed to participate. In case the latter joined a participating band in the
performance during the contest proper, the participating band shall be
automatically disqualified irrevocably even if they have already performed.
m. There is no restriction as to genre of music to be performed.
n. Using ore-recorded music of any kind is strictly prohibited. Such may result to the
band’s immediate disqualification even if they have performed already.

3.Criteria for judging shall be:


Musicality 50 %
Performance Quality (stage presence, style) 30 %
Song Choice 10%
Audience Impact 10%
