Subject: To file an criminal complaint against Mr. Sukhbir Singh under Section 78 of The
Juvenile Justice (Care And Protection Of Children) Act, 2015.

I Harendra Singh, Sub-Inspector of the Delhi Police have been posted as In-charge of the beat
squad of Delhi police en-tasked to regulate the law & order at ITO Square which lies under the
jurisdiction of Connaught Place Police Station of New Delhi. During the course of my duty I
see a child aged 16 years selling consumables and eatables at the square from past 5 days. On
the sixth day of duty as the head of the beat squad I found an adult aged about 45 years giving
him five-six packets and the child giving him a bundle notes of 2000 rupees domination. When
the man went away I enquired the child regarding the cash, the child told me that he gives this
cash to Manish Uncle, which he gets from people whom he is instructed to give the packets
handed over to him. He also told that he gets Rs.1000 everyday in return from Manish Uncle.

The next day when this Manish came and was handing over the packets, as soon as I tried to
approach him he started running. One of the constables took the possession of the packets and
I myself chased and caught hold of this person. When the packets were looked into then a large
amount of narcotic drugs and psychotropic substance was found. These chain of events are
suffice to hold Mr. Manish liable for violation of Section 78 of The Juvenile Justice (Care And
Protection Of Children) Act, 2015 as Mr. Manish was using child named Pranav for vending,
peddling, carrying & supplying, narcotic drug or psychotropic substance.
