RECOGNITIONS
Chuck Heazel introduced the 2017 Teri and Shari Malone Foundation honorees. Beginning in 1991, the
Foundation has recognized middle school students with exceptional talent chosen by the staff of each Loudoun County
middle school in the fields of art, mathematics, science and music. Students recognized for special talent in dance are
selected by area schools of dance. Each recipient receives a recognition plaque and $250 in scholarship assistance to further
develop their skills. The 2017 Malone Foundation Student Award recipients, the 26th class of Malone honorees includes

Middle School. Director of Teaching and Learning James Dallas introduced Dominion High School teacher Andrea
Relator and student Angei Machado, who presented a Learning Expo highlighting a year-long research and maker-ed
project for the Sustainable Development Goals (SDGs). Maker education is closely associated with STEM learning and
project-based learning that relies upon hands-on, often collaborative learning experiences as a method for solving authentic
problems. Students researched the SDGs in the context of modern world history.

ACTION
The School Board approved: IFB #I18162 Custodial Supplies and Equipment for Ongoing Needs; Discipline Committee:
Adoption of Policy 8240, Alcohol, Drugs, Tobacco, and Electronic Cigarettes (formerly Policies 8-35, 8-36, and 8-37) and
deletion of former Policies 8-35, 8-36, and 8-37; and Licensed and Classified personnel actions, including the following
administrative retirement and appointment:
Bruce Shafferman will retire as principal of Lowes Island Elementary School, effective December 15. Mr. Shafferman
holds a bachelor’s degree in music education from Greensboro College and a master’s degree in educational administration
from the University of North Carolina – Greensboro. He has served as a choral music teacher at Magruder Elementary and
Queens Lake Middle School in York County Public Schools; as a choral music teacher at Northeast Junior and Senior High
School and as assistant principal of Northeast Guilford Junior High in Guilford County Public Schools; as an assistant
principal and principal at Staunton River High School, principal of Otter River Elementary and principal of Thomas
Jefferson Elementary in Bedford County Public Schools; and as principal of Lowes Island.
Tina M. Lane as director, instructional programs. Ms. Lane has an English degree from Radford University, a master’s
degree in English education from Columbia University Teacher’s College and a certificate in administration from the
University of Virginia. She has served as an educational specialist; coordinator, instructional coach; and staff development
specialist for Fairfax County Public Schools; as LCPS supervisor of instructional facilitators and as LCPS director,
instructional programs.

…constructing a three-classroom addition at Lucketts Elementary School.
…requesting supplemental funding from the Board of Supervisors’ FY2017 Fund Balance in an amount up to $7 million.
This request is associated with the Lucketts Elementary School classroom additions and Lucketts Wastewater Treatment
Plant.

INFORMATION
Finance and Facilities Committee: School Board member Eric DeKenipp (Catoctin District) and Assistant Superintendent
for Support Services Kevin Lewis described New Policy 6310 “Facility Use” and Deletion of Policy 6-27, “Use of or
Access to School Facilities for Non-School Purposes,” Policy 6-28, “Eligibility of Organizations and Activities” and Policy
6-29, “Schedule of Fees.”
Lewis detailed a request from the Douglass Alumni Association and the Loudoun Freedom Center for the lease or
acquisition of the former Douglass Elementary School property located at 20 Union Street in Leesburg.
Support Services: Assistant Superintendent for Support Services Kevin Lewis presented the Superintendent’s
Recommended Fiscal Year (FY) 2019 through FY 2024 Capital Improvement Program (CIP) and Fiscal Year (FY) 2019
through FY 2024 Capital Asset Preservation Program (CAPP).
Legislative & Policy Committee: School Board Vice Chairman Brenda Sheridan (Sterling District) and Chief of Staff
Michael Richards, Division Counsel Stephen DeVita and Mark Flynn spoke about the School Board’s Draft Legislative
Program. Sheridan spoke about the 2018 VSBA Legislative Positions.
HRTD Committee: Assistant Superintendent for Human Resources and Talent Development Dr. Kimberly Hough
reviewed the proposed 2018-2019 school calendars for Loudoun County Public Schools.

DELEGATIONS
Amy Tribie, Serene Irani, Hollie Fischer McTiernan, Karyn Price, Lauren O’Laughlin, Alice Arnold, Shawn Julien,
Ron Malone, Jerry Hill, Danny Bailey and James Soliday spoke in favor of expanding Lucketts Elementary School.
Deirdre Price spoke about Rock Ridge High School performing arts.
