ENVIRONMENTAL CONTROL PROCEDURE

1. PURPOSE
Nature of CONTRACTOR EPC business will inevitably change the environment where the
facility are constructed, permanently and or temporarily. It is company commitment that
such changes shall not create any environmental hazards nor cause any degradation to the
quality of life thereby.
Thru this procedure, CONTRACTOR encompasses the importance of controlling the works
throughout the project period thus the CONTRACTOR objectives with respect to
environmental control will always be fulfilled.

2. SCOPE
This procedure provides guidelines to project personnel to implement the company
environmental protection policies during and in conjunction with the project execution
activities.
Environmental protection aspects related with operation of the facilities as a result of design
products such as plant effluent design, equipment noise, etc. shall be covered by other
procedure(s).

4. TERMS AND DEFINITIONS

The organization that give order to, and receives products from CONTRACTOR

In this procedure shall mean any effort to be made by company to provide whatever
necessary measure to prevent any possible hazards to environment, which may arise
as an impact of CONTRACTOR activities.

4.5. Waste

Any substance or object resulting from a production of transformation process, all


residue materials or product, or more generally any substance that is discarded, or is
deemed to have been discarded, by its owner.

4.6. Hazardous and Toxic Waste (B3 Waste)


Are remains or excesses from a task and/or activity which contains dangerous and / or
poisonous substances which because of the characteristics and / or concentration and
/ or quantity of the substances may directly or indirectly pollute and / or endanger and /
or destroy the environment and / or well-being of mankind and other life forms.

5. RESPONSIBILITIES

5.1. PROJECT MANAGER


Ensure that preparation, socialization, maintenance, and continual improvement of
this procedure and its implementation are well managed.

5.2. QHSSEC MANAGER


Prepare, socialize, maintain, and continually improve this procedure and its
implementation in coordination with discipline leads for the project.

5.3. HSSE ENGINEER


Assist QHSSEC Manager in preparation, socialization, maintenance, and continual
improvement of this procedure and its implementation for the project.

5.4. SITE HSSE MANAGER


Socialize, maintain, and continually improve implementation of this procedure in
coordination with discipline leads for the project. Give improvement ideas (as
required) to be considered by QHSSEC Manager.

5.5. SITE HSSE COORDINATOR


Assist Site HSSE Manager in socialization, maintenance, and continual improvement
of implementation of this procedure in coordination with discipline leads for the
project. Give improvement ideas (as required) to be considered by Site HSSE
Manager.

5.6. SUB-ORGANIZATION LEADS


Under HSSE Sub-organization coordination; socialize, maintain, and continually
improve implementation of this procedure/relevant procedure for the project.

5.7. OTHER EMPLOYEE(S)


Supporting their Sub-organization Representatives in implementing the procedure. All
other employees (workers and above) should be proactively participated to support
their representative in implementing the procedure

6. PROCEDURE

6.1. ENVIRONMENTAL STANDARDS


To protect the quality of environment during construction period the CONTRACTOR
shall refer to the applicable legal and other requirements as described in the Legal and
other Requirements Review record.

If the local regulation stated more stringent standard than National Regulation, we will
follow the more stringent regulation.

6.2. HANDLING HAZARDOUS SUBSTANCES


6.2.1 The receipt, storage, distribution, use and disposal of hazardous substances must
be stored and handled in line with the local legal requirements and HSSE
Requirements. Hazardous substances include chemicals, flammable, explosive,
toxic or corrosive substances.
6.2.2 No asbestos or refractory ceramic fibers or materials containing such substance
such as asbestos cement slabs etc. must be used or stored at the construction site.
6.2.3 When storing and handling hazardous substances the local fire safety regulations
must be complied with. Storage tanks must be fitted with a sufficient number of fire
safety devices so that the situation will be under control in case of fire and/or
spillage of hazardous substances into the environment.
6.2.4 All hazardous substances (Hazard Class 1 to 3) must be stored in specifically
assigned and labeled containers or vessels in a designated location and access to
such materials controlled. Beverage PET plastic bottles shall not be allowed.
6.2.5 Conditions for a join storage of substances and materials must be required to meet
fire safety requirements for a joint storage of substances and materials.
6.2.6 Hazardous substance storage areas must have easy-to-reach lists of the stored
substances showing their chemical and physical properties, hazard class and
possible adverse impacts on humans and environment (safety data sheets).
6.2.7 The CONTRACTOR shall maintain a register of all the hazardous substances
stored at site, their estimated quantity and their Material Safety Data Sheet
(MSDS).
6.2.8 The CONTRACTOR shall communicate details of the hazards associated with
substances to the workforce
6.2.9 The CONTRACTOR must ensure that the storage rooms where hazardous
substances are kept have sufficient means for eliminating hazardous substance
spills and personal protective equipment for people involved in elimination of
hazardous substance spills. Hazardous substance storage facility employees must
be trained on methods of handling such spills.
6.2.10 The CONTRACTOR must assure the efficiency of measures of controlling the
filling of tanks, as well as storage and use of products which contain hazardous
substances.
6.2.11 Such operations as use, filling or storage of hazardous substances must not be
performed within the limits of water protection zones of water bodies except where
such actions cannot be avoided. Then care must be taken to prevent hazardous
substances from entering the environment.
6.2.12 All fuel and oil tanks and barrels and other containers must be placed onto special
trays capable of holding complete tank contents + 10% capacity.
6.2.13 The CONTRACTOR must assure that vehicles and construction machinery
maintenance and repair works are only performed at specifically assigned bases
equipped with spill monitoring devices.
6.2.14 When making an emergency repair (on the exceptional basis) spill monitoring
measures shall be taken using isolating means and sorbent agents.
6.2.15 Fuels and lubricants must only be discharged into specifically assigned locations
equipped for this purpose and used fuels and lubricants must be handed in for
disposal.

6.3. HANDLING WASTE


6.3.1 The CONTRACTOR must develop and implement a waste management program
which complies with local environmental rules and regulations.
6.3.2 The CONTRACTOR is responsible for a daily housekeeping of work places and a
regular removal of all industrial and domestic waste from the Companies facilities
including:
1) empty containers;
2) solid and liquid waste
3) organic and non organic waste
4) Hazardous (B3) wastes
6.3.3 No oil, chemicals, unused materials, solid and other waste shall be dumped inside
and outside the territory of the COMPANY’s site.
6.3.4 The CONTRACTOR must provide a separate collection, temporary storage and
subsequent handling of production and consumption waste by types and hazard
classes of waste as per sanitary rules and standards. Waste which is hazardous or
not subject to recycling such as batteries, filters, lubricants etc. must be taken to
the temporary storage area and transported to the Government Approved third
party processing area.
Waste shall be segregated at the source of generation. Waste
containers/bins/drum shall be provided at various locations for the collection of
waste
- Biodegradable waste : Green in color (food and vegetable waste)
- Non-biodegradable waste : Yellow in color (paper, plastic, and other construction
waste
6.3.5 Sanitary and bacteriological, sanitary and helminthology, sanitary and
entomological as well as sanitary and chemical analysis of soils/grounds as per
local regulations must be performed on a regular basis near temporary waste
storage locations.
6.3.6 Waste must be taken out by specialized subcontractor companies involved in
recycling, neutralization or placing of waste at specialized locations. Before starting
the work The CONTRACTOR must secure a contract on taking-out and recycling
of waste and household effluents with specialized companies licensed to handle
hazardous waste and furnish a copy of this contracts to the COMPANY.
The appointed waste management contractor must have hazardous waste
treatment facility at their location. COMPANY has the right to inspect
location/facilities for hazardous waste treatment.
6.3.7 The CONTRACTOR must restrict the use of disposable tableware and foodstuffs
packed up into slow biodegradation cycle material packing (plastic, polyethylene,
foamed polyurethane etc.).
6.3.8 When carrying out the work the CONTRACTOR under any circumstances shall:
1) Fulfill and comply with all legislative and regulatory acts governing the
formation, transportation, processing and/or disposal of waste;
2) Be responsible for the assurance of loading-unloading, processing,
transportation and disposal of its own waste acceptable from the point of view
of environmental protection in accordance with above mentioned principles;
3) Take measures to reduce the number of waste.

6.4. NOISE
6.4.1 The CONTRACTOR shall describe measurement methods to reduce or control the
noise from any machinery or equipment used, to ensure no person at work is
exposed or likely to be exposed to excessive noise and appoint a competent
person to advice on all proper noise control measures.
6.4.2 The CONTRACTOR shall conduct noise monitoring at the Worksite to protect
workers and neighbors from excessive noise as per local requirements.
6.4.3 Exposure to noise may result in hearing damage; therefore the C To prevent
hearing damage of their worker, the CONTRACTOR shall implement hearing
conservation program in accordance with the Government Regulation..

1) Personal equivalent continuous noise dose should not exceed 85 dB (A) over a
working day. Double hearing protection is required for operations that exceed
85 dB (A).
2) Noise Limit. No persons should enter areas where the steady noise levels are
above 115 dB (A) or impulse noise levels are above 135 dB (A) irrespective of
duration or the use of personal hearing protectors.
6.4.4 The CONTRACTOR shall conduct training on hearing conservation and includes
instructions on the following:
1) Understanding of local requirements and regulations on noise management
2) The effect of noise on hearing
3) The purpose of hearing protectors
4) The advantages, disadvantages and attenuation of various types of hearing
protectors
5) The selection, fitting, use and care of hearing protectors
6) The purpose of hearing tests and the appropriate procedures and requirements
of such tests
6.4.5 The CONTRACTOR shall conduct the above training within 3 months of the worker
first commencing work at the WORKSITE and at least once every 12 months.

6.5. PEST AND VECTOR CONTROL


Typical pests are flies, wasps, bees, mosquitoes, rats and snakes. Effective cleaning and
good housekeeping of the Work Site and workers camps (if applicable) is the basis of any
pest control program.
6.5.1 The CONTRACTOR shall employ a specialist SUBCONTRACTOR to provide a
pest control service for the Work Site, to the CONTRACTOR’s specification.
6.5.2 The CONTRACTOR shall monitor the pest control service.

6.6. AIR POLLUTION LEVEL REDUCTION MEASURES


During site construction activities, the movement of soils for filling, foundation excavations,
impoundments, and onsite access roads may potentially produce fugitive dust air
emissions. Vehicles and equipment will also produce air emissions with internal
combustion engines.

6.6.1 The CONTRACTOR shall implement a maintenance program to ensure that the
quantity of atmospheric emissions from the equipment, installations and vehicles
are compliant with the local standards and take measures for their reduction.

6.6.2 Mitigation measures to reduce emissions from construction vehicles and


equipment involve routine engine maintenance, while fugitive dust emissions from

soil movement will be controlled by CONTRACTOR wetting the ground with water
as needed, including the unpaved road used by the contractor for mobilization of
their personnel and equipment.

6.6.3 The CONTRACTOR shall take measures to ensure air emissions from soil
movement and construction equipment vehicles will be short term and localized in
the immediate site area.
6.7. WATER BODY POLLUTION PREVENTION
6.7.1 The CONTRACTOR must ensure that all liquid effluents such as domestic
effluents and process/wash waters as minimum comply with the agreed standards.
Effluents that meet the government standards must not be discharged.
6.7.2 Carwash and wheel washing stations must comply with local requirements.
Vehicles and special machinery must not be washed outside specifically assigned
locations.
6.7.3 Mixers and concrete pumps must be washed at specifically assigned and equipped
location in order to prevent cement mortar from entering the sewerage and natural
spillway.
6.7.4 Cement mortar and other waste must NEVER be discharged into sewerage
systems or water drains.
6.7.5 When performing the work the CONTRACTOR observe and follow short-term and
long-term hydro meteorological office weather forecasts (freshets, incessant rains,
hurricane alert etc.) so as to prevent or lower the adverse effect on the
environment components.

6.8. FLORA AND FAUNA PROTECTION


The CONTRACTOR must prohibit its personnel and SUBCONTRACTORs within the
territory of the construction site and plots assigned for the construction Facility and/or
stockpiling construction materials, equipment and machinery to:
6.8.1 Do all kinds of hunting and fishing;
6.8.2 Collect all kinds of wildlife plants
6.8.3 Cut down trees without permission;
6.8.4 Keep any kinds of domesticated animals such as dogs, cats, birds etc.;
6.8.5 Raise cattle and poultry;
6.8.6 Feed wild animals;
6.8.7 Litter the places of stay of the personnel both at and outside the work and
accommodation locations;
6.8.8 Make bonfires;
6.8.9 Use vehicles and mechanization means outside the site without authorization

6.9. SOIL PROTECTION


6.9.1 The CONTRACTOR must remove, take out and keep a fertile soil layer from the
land of the work area and take measures to prevent the stored soil from
degradation in line with local requirements and project documentation.
6.9.2 The Work shall be performed exclusively on the territory allocated for construction
and by no means shall extend beyond its limits unless approved by the COMPANY
or otherwise as required. Any work that has inadvertently extended beyond the
territory allocated for construction must be suspended.
6.9.3 The CONTRACTOR must not allow any movement of vehicles and construction
machinery outside the locations allocated for construction and access lanes.

6.10. ENVIRONMENTAL HAZARD MITIGATIONS


All works shall be thoroughly planned such that all possible hazards to the environment
can be identified and furthermore the risk associated with the hazards can be managed not
to endanger life thereby.
CONTRACTOR personnel shall follow the following guidelines in executing the works:
6.10.1 Utilizing of natural resources such as soils, rock, lumber, water, etc shall strictly be
in compliance with applicable laws and regulation.
6.10.2 Emissions from engines, vehicles, construction equipments and other hydrocarbon
producing machines shall be strictly monitored so as not to cause pollution beyond
the allowable limits.
6.10.3 Operation of machines and equipment producing continuous noise shall be located
at a distance to people thus they will receive 85 dB noise level.

6.11. SPILL AND WASTE MANAGEMENT


Spill and or waste material shall be controlled thoroughly to avoid damage to environment
nor to endanger life thereby, by implementing the following guidelines set forth below:
6.11.1 Material shall be identified into its classification, as hazardous or non-hazardous
substance.
6.11.2 Non-hazardous waste shall be disposed to disposal area approved by the
COMPANY and or local authority, by separating their nature of flammability,
perishable, and the like.
6.11.3 Hazardous waste shall be treated and handled in accordance to applicable laws
and regulations, under supervision of the qualified personnel specific to the type of
material.
6.11.4 Hazardous waste shall be identified into below classification:
1) Toxic waste (based on Government Regulation)
2) Corrosive waste (acid, alkali, etc)
3) Flammable waste
4) Explosive waste
5) Reactive
6) Infectious or Biohazards waste (especially from medical waste)
6.11.5 Detail of hazardous material handling and detail of spill control are refer to its work
instructions.
6.11.6 Sewage system shall be designed adequate to handle the sanitary waste of all
project personnel, with treatment facility according to the regulations.
6.11.7 Regular inspection shall be conducted to ensure that waste management has been
done appropriately and not to cause any damage nor hazards to environment in
the area including its downstream up to the reasonable extent.

6.12. INSPECTION TO SURROUNDING ENVIRONMENT


6.12.1 Project activities shall not create any hazard nor damage the surrounding
environment. Regular inspection shall be conducted to ensure that this policy is
maintained; attention shall be paid to but not limited followings:
1) Public facilities: roads, harbor, port, waste dumping area, etc.

2) Natural heritages: creek, river, lake, ground water spring, mangrove,


conservation park, etc
3) Agricultures and /or fisheries
6.12.2 Inspection shall be recorded, photograph shall be taken to visually show its
conditions before start of the project and thereafter.
6.12.3 Intent of the project to protect surrounding environment, clearly identified, shall be
communicated to all employees and subcontractors involved with the project e.g.
hunting is prohibited
6.12.4 Complaint from local people shall be immediately followed-up by inspection. Other
related party (ies) shall join the inspection if required. Responsible party (ies) shall
be forthwith identified following to the fact discovered during inspection.
6.12.5 Resolution of the complaint shall be monitored and communicated sufficiently to all
related parties.

6.13. RELATED DOCUMENTS
