• Go through as many reports you can regarding your agenda

FLOW OF DEBATE
1. Roll call – present/present and voting
2. Setting the agenda
3. Debate – a. Formal debate- Starts with a speakers list, draft resolutions and
amendments
b. Informal debate(caucusing)-discussion outside of the speakers list.
moderated caucuses and unmoderated caucuses
finalize draft resolutions
friendly amendments

4. Closure of debate and voting procedure- Once a motion to close debate has been
approved, the committee moves into voting procedure.
Amendments are voted on first, then resolutions. Once all of the resolutions are
voted on, the committee moves to the next topic on the agenda.
RULES OF PROCEDURE (ROP)

• Position paper - stance


• Quorum - the number of Member States who need to be present for the Chair to open a
meeting and for the GA to take decisions.
-verified through roll call
• Setting the agenda- simple majority is required for the motion to pass
• Debate
1. Formal Debate (General Speaker´s List) – time limit- 90s, can be altered by a motion
2. Moderated Caucus - specify the total time of the Motion (not exceeding 20 minutes),
individual speaker´s time for each of the delegates (not exceeding 90s) and the purpose of the
Motion.
-requires simple majority
3. Unmoderated caucus- discuss freely all issues with other delegations
-lobby for their interests
-resolve difficult questions
-create working papers and resolutions
-max time- 30 mins
-simple majority

• The Closure of Debate and Move to the Voting Procedure


• Yields- another delegate, to questions or to the chairperson

• Points- 1. Point of Personal Privilege- discomfort, can interrupt speaker only in the case
of bad audibility
2. Point of Inquiry- clarify certain aspects of the Rules of Procedure; to know the
present procedural status of the meeting
3. Point of Order- going away from ROP
4. Point of information- questioning the delegates

• Right of reply- country´s national integrity or sovereignty has been contested

• Working papers- Doesn’t have to be in resolution format


• Draft resolutions- document drafted in the official format of the resolution

• Introducing a draft resolution- Motion for a Moderated Caucus with the


purpose of the Introduction of the Draft Resolution, sponsor reads the
operative clauses and respond to inquiries

• Amendments- friendly or unfriendly

• Voting- 1. substantive- resolution, amendments - favor, against or can


abstain(unless the delegate opted for present and voting), voting with rights
2. procedural- no abstentions

• Motion to adjourn session

• Make your presence known – GSL, Mod, Unmod; be
confident
BLOCS

Bloc formations are


• It’s Kind of an alliance – Majorly based on foreign policy up to the delegates

• Try for Unanimous – All members in one alliance You Can Bring
The Change
• Two sides
• There will be two blocs
• Generally, it’s based on foreign policy – USA Bloc and Russia bloc

• Three Sides
• Highly unlikely
• Types: For, neutral, against [or] USA, Neutral, Russia
