I. IDENTIFYING INFORMATION
A. Title: Provision of enterprise capital assistance
B. Project Location: Barangay San Roque, Dumalag, Capiz
C. Project Proponent: Persons with Disabilities (PWD) Municipality of Dumalag
D. Project beneficiaries: 50 PWD’s from the 19 Barangays of the Municipality of Dumalag/50
Registered PWD’s individuals
E. Project Cost: Php 750,000.00
Cost /Participant: P 15,000.00
F. Source of Fund: SLP

II. RATIONALE
Sustainable Livelihood Program is a capacity building program that promotes
livelihood
And better job opportunities for the less fortunate individuals especially persons with disabilities in
the municipality of Dumalag. This is to develop active participation of PWD in the entrepreneurial skills of
persons with disabilities by providing them with income generating opportunities to enhance their access
to basic social services to improve their ability of entrepreneurial ship through this program.

The Municipality of Dumalag belongs to the Second Congressional District Province of


Capiz and is subdivided into 19 barangays. It has a total population based on 2010 census of 27,790 on
which 3,500 were living in Urban areas while 24,470 in Rural areas. From the total population of 27,790,
442 of which were persons with disabilities.

The growing social awareness on the plight of the less fortunate persons with
disabilities led the government to facilitate opportunities for them to develop their potential so that they
can live independently enjoying their right and privileges as human beings. As mandated in R.A. 7277
Magna Carta for Disabled Persons otherwise known as an act providing for the Rehabilitation, self-
development and self-reliance of Disabled Persons and their integration into the mainstream of society for
other purposes, however, persons with disabilities as a unified and homogeneous group differ in their
individual abilities and aspirations, cultural affiliation, age group, access to socio-economic opportunities,
types and degree of impairments.

The establishment of a community stores is one of many ways of giving fund


opportunities to actively participate and to develop their ability and independently enjoying their right and
privileges as mandated in R.A. 7277. The Federation Officers and member of persons with disabilities in the
Muncipality of Dumalag will be encouraged to buy their needs in the community store. The PWD’s
Federation officers and members of Dumalag believe that locally owned business buid strong communities
by sustaining vibrant Town Centers linking neighbors in a web of economic and social relationships and
contributing to local causes.

III. OBJECTIVES
1.) To empower the beneficiaries to actively participate in the community livelihood project.
2.) To establish a community store that will cater the needs of the people.
3.) Provide beneficiaries with capital assistance to be used for purchase of all the needed
commodities to be sold in the community store.
4.) To provide additional source of income to identified beneficiaries.
IV. PROJECT DESCRIPTION

The project is the establishment of community store at Barangay San Roque,


Dumalag,
Capiz. The members must be a registered Person with Disability in the Municipality of Dumalag and
this project will be managed by the Association Officers of the Municipality of Dumalag.

MECHANICS OF THE PROJECT

1. The association Officers will select from the members of PWD’s to temporarily facilitate the
operation of the Community Store.
2. They will open a bank account intended to be the depository of the capital provided by the S
Sustainable Livelihood Program and all other monetary transaction of the association.
3. Provide beneficiaries with an enterprise Capital Assistance to be used for the purchase of all
supplies needed at their community store.
4. The whole amount of Enterprise Capital Assistance provided to the identified participant will
form part of the associations fund to be used for the purchase of all needed supplies and
products in their community store.
5. Members and non-members of the association are the target market of the community store.
6. The Association shall conduct monthly meeting to be attended by all Association Officials and
members.
7. The total net profit gained by the association will be divided among members based on
Federation Officers agreement.

VI. PROJECT MANAGEMENT AND SUSTAINABILITY


To ensure the sustainability of the project the members and Officers of the
association
Shall conduct weekly monitoring of income and expenses. Also, the PDO II assigned together with
the LGU and BLGU shall conduct frequent monitoring and evaluation on the Books of Accounts of the
Association

The PDO and LGU Livelihood Focal will ensure proper usage of financial capital issued
by the Department of Social Welfare and Development Office (DSWDO) to the Association by frequent
monitoring of funds.

The Federation Persons with Disability Officers Association together with the PDO II
shall first assist individual proposal by each members in the event that the association will provide
financial assistance to its members before the issuance of the fund

VII. EVALUATION AND RECOMMENDATION

Based on the above presented Rationale and justifications, the undersigned highly
recommends
For the approval of Seven hundred fifty thousand pesos only (Php 750,000.00) for the establishment
of community store at Barangay San Roque, Dumalag, Capiz.
