RESOLUTION
DIRECTING THE SENATE COMMITTEE ON GOVERNMENT CORPORTATIONS AND
PUBLIC ENTERPRISES TO CONDUCT AN INQUIRY, IN AID OF LEGISLATION, ON
THE STATUS AND DISTRIBUTION OF THE PROCEEDS FROM THE SALE OF
PORTIONS OF METRO MANILA MILITARY CAMPS IN ACCORDANCE WITH
REPUBLIC ACT NUMBER 7227, OTHERWISE KNOWN AS THE "BASES
CONVERSION AND DEVELOPMENT ACT OF 1992", AS AMENDED, WITH THE END
IN VIEW OF ENSURING THAT SAID PROCEEDS WERE REMITTED BY THE BCDA
AND WERE UTILIZED FOR THEIR INTENDED PURPOSES

WHEREAS, it is the policy of the state to accelerate the sound and balanced
2 conversion of military reservations into alternative productive land for civilian uses and to
3 sell portions thereof to raise funds in order to promote economic and social development;
4 WHEREAS, Republic Act Number 7227, otherwise known as the "Bases Conversion
5 and Development Act of 1992; as amended, was enacted to provide for the policies and
6 procedures on the conversion into alternative productive use of the Clark and Subic
7 military reservations and the sale of portions of military camps in Metro Manila;
8 WHEREAS, the Bases Conversion and Development Authority (BCDA) was created
9 in accordance with R.A. No. 7227, as amended, to administer the aforesaid conversion and
Io sale of portions of military bases;
11 WHEREAS, the BCDA Act provides for the distribution of the proceeds from the sale
12 of the portions of military reservations in Metro Manila, net of expenses, as follows:
13 a. Thirty-five percent (35%) to finance the modernization program of the
14 Armed Forces of the Philippines (AFP), transfer and construction of new
15 military camps, rehabilitation of the AFP Medical Center and the
16 modernization of the government arsenal;
17 b. Twenty-seven and a half percent (27.5%) for the construction and
18 upgrade of infrastructures such as highways, railways and transport
19 facilities to make Subic-Ciark and other bases accessible;
c. Twelve percent (12%) to finance the National Shelter Program;
2 d. Three percent (3%) to finance the National Health Insurance Program;
3 e. Five percent (5%) to finance critical infrastructure projects not covered
4 by the Build-Operate-Transfer program in areas surrounding the former
5 baselands;
6 f. Two percent (2%) to finance the benefits/claims of Military War Veterans
7 and their dependents;
8 g. One percent (1 %) as contribution to the Higher Education Development
9 Fund to finance student scholarship, faculty development and improved
Io physical plans of colleges and universities under the Commission on
II Higher Education;
12 h. Two percent (2%) to finance science and technology scholarships and
13 training of Filipino scientists;
14 i. One percent (1 %) for the multi-year program of the prosecution service;
15 j. Two percent (2%) but not to exceed Two Billion Pesos (P2,000,000,000)
16 to finance the multi-year modernization of the National Bureau of
17 Investigation, Philippine National Police and the improvement of prison
18 facilities;
19 k. One percent (1 %) for multi-year judicial program;
20 I. Two percent (2%) to finance the establishment of pre-school and day
21 care centers nationwide;
22 m. One-half percent (1/2%) for the summer program for the education of
23 students;
24 n. One percent (1 %) for the construction of senior citizen centers;
25 o. Three percent (3%) to the emergency and contingent needs of areas
26 devastated by the Mount Pinatubo eruption; and
27 p. Two percent (2%) for infrastructure development of future special
28 economic zones to be created.
29 WHEREAS, it is imperative for Congress to determine if the proceeds from the sale
30 of portions of military bases were remitted and utilized for the uses mandated by the
31 BCDA law;
32 WHEREAS, it is also important to review the earmarking or sharing of proceeds
33 from the non-sale transactions of BCDA involving various military reservations to ascertain

if it is beneficial to the AFP: Now, therefore, be it
2 RESOLVED BY THE SENATE, as it is hereby resolved, To direct the Committee on
3 Government Corporations and Public Enterprises to conduct an inquiry, in aid of legislation,
4 on the status and distribution of the proceeds from the sale of portions of Metro Manila
5 military camps in accordance with Republic Act Number 7227, otherwise known as the
6 "Bases Conversion and Development Act of 1992", as amended, with the end in view of
7 ensuring that said proceeds were remitted by the BCDA and were utilized for their
8 intended purposes.
