OFFICE

BRIEF  Ordinance No. 2364, S-2014 was enacted on November


DESCRIPTION 24, 2014 creating the SBDPO

 While its IRR has yet to be issued, the current office,


QCSBECO (Quezon City Sikap Buhay Entrepreneurship
and Cooperative Office) and its existing personnel
have to gear up for the transition and full
implementation of the said Ordinance.

 On February 2018, a reorganizational conference was


conducted by the office, instituting SBCDPO structures
with all its component sections and administrative
functions, thereby dissolving former Sikap Buhay
Entrepreneurship and Cooperative Office’s structure
and placing all its officers and personnel under the new
QC SBCDPO mandated organizational formation and
functionalities.

 Hence, a thorough understanding of the provisions of


the Ordinance, specifically the Office mandate, the
organizational structure, programs and services as well
as individual functions and responsibilities, is necessary.

OBJECTIVES  To prepare for the full implementation of Ordinance No.


2762, Series 2018 as amended

 To review and assess programs and services of the


Office
 To define/clarity duties, responsibilities and
accountabilities of all personnel in relation to its
Organization and structure.

 To demonstrate the inter-relationship among divisions


within the SBDPO and the other related departments
within the LGU.

 To capacitate all personnel for the effective and


efficient implementation of the Ordinance and the
smooth operation of the SBDPO.

 To contribute (the output of the project) in the overall


realization of the City’s mSME enterprise and
entrepreneurship development program’s
implementation and process.

Day 1
 Summarize and Review programs and services of the

 Assess programs and activities accomplished for 1st and


2nd quarter of this year.

 Define/Review Office’s Standard Operating Policies


and Procedures

 Review Office new mandate per Ordinance No. 2762,


Series 2018, creation of Quezon City Small Business and
Cooperatives Development and Promotions Office
(QC-SBCDPO)

 Identify and plans programs and activities for 2020.


(Pre-work/Pre-Planning per Division is required)

OUTPUT/OUTCOME

1. Proposal for the Amendment of certain provisions in the


Ordnance, specifically on the Functional Titles of some
positions.
2. Finalization of the proposed IRR and endorsement for
the approval by the City Mayor.

3. Well-defined standards, and specific duties and


responsibilities of everyone in the organization.
4. A one (1) day cascading/orientation workshop.

2019 Budget Call)

CAPABILITY BUILDING/ENHANCEMENT (with 2 COMPONENTS)


Day 3

May 04, 2019 A. Preparation and Implementation of a TRAINING COURSE


MATRIX
- Validation of the TNA earlier conducted
- Matching of training needs with a list of available
training courses (from UP-ISSI, DTI-PTTC, etc.)

B. BENCHMAKING on SME Office Operations


- Observe and study the operation of
existing/established SME development and
promotion offices

- Identify their best practices which could be applied


in the operation of the SBDPO

RETOOLING METHODOLOGY USED

Days 1 and 2 will be conducted for 2-3 sessions each through


workshops, to be attended by the Department Head,
Assistant Department Head, Division and Section Heads of
SBDPO plus staff.
The 1-day cascading/orientation workshop under Day 1, will
be participatory design with all personnel of SBDPO, from the
Department Head down to the last staff in the organization.

Phase 3 will be an output for Training Course Matrix for


external and internal users, a study-visit plan to SME
development and promotion offices both locally and
internationally. For local benchmarking, all personnel will
participate, to be divided by batch. For international
benchmarking, participants will include, but not limited to, the
Department Head down to the Division Heads.
