 Construction of New Steel Bridge at Matina Pangi Area
The ongoing construction of the new steel bridge at Matina Pangi will affect
approximately 160 people residing in the said area and those passing from
Diversion Road to the bridge. The bridge being very old and washed out
prompted the Department of Public Works and Highways to its rehabilitation.
With the inconvenience brought about by the said construction, a temporary
bridge was put up for the benefit of the passersby, motorists, and the like.

 Congestion on Road during Peak Hours
Below is a table from an actual study performed last September 30, 2016 from 7:34am
– 7:49am. This table shows how congested the Matina Aplaya road is during its peak
hour in the morning.

 Sidewalk Parking
A study conducted last September 2016 stated that one of the leading causes
of traffic along the Matina Aplaya road was the existence of cars parked along
the curbs or sidewalks. As per rule, sidewalks should not be used for the benefit
of housing vehicles for a long period of time. Minimum allowance for waiting is
three minutes provided the vehicle is on hazard and a driver is designated on the
driver’s seat.

 Longer Commute
Below is a table showing an actual experiment done by highway engineering
students last September 30, 2016 regarding time and delay studies. This shows
how long a vehicle can travel from station 1-6 during its peak hours (day and
night).

 Unorganized Public Transport System
The table below shows the number of vehicles (in relation to its kind) that
passes by a certain station at Matina Aplaya. The vehicles entering the said
location are of variety and not at all organized. The streets get crowded due to
heavy trucks that enter the premises, and smaller PUV’s counterflowing during
heavy traffic.

 Loss of Public Space
Areas like Matina Aplaya have very busy roads considering all the activities
present there (school, vendors, etc.). Flows in traffic affect the lives and
interactions of residents, passersby, commuters, motorists and their usage of
street space. More traffic impedes social interactions in these street activities.

 Flooding
Matina Pangi is near a river. Residents are fully aware of what will happen
during heavy rains—flood. The overflowing of the river causes residents to
evacuate considering the amount of water that overflows rise up to levels they
cannot handle with minimal resources. Although having been stranded during
heavy rains, the barangay offers free rides for the affected residents.

 High Cost of Urban Transport
Jeepney rides are a lot cheaper compared to other modes of transport.
However, this price comes with an inconvenience: longer travel time, congested
seating space, etc. Developing urban transportation (taxis, high-grade busses,
carpools, private vehicles, etc.) can be pricey but worth the expense.
Rides from Matina area to downtown can be very costly but it brings comfort
to the commuters.

 Lack of Public Vehicle Terminals
A transport terminal is very convenient especially to the drivers because
they can get an ample amount of passengers everytime they travel. In this way,
they will get their effort’s worth in driving around their route. However, in
Matina Aplaya and Matina Pangi areas, they seem to lack terminals for significant
PUV’s like jeepneys, tricycles, motorcycles, busses, and the like.

 Impacts on the Environment
Pollution does not necessarily mean air, water and land alone. It can also be
caused by all the noise surrounding the area due to traffic congestion. The
quality of life is greatly affected in Matina Aplaya and Matina Pangi considering
they suffer from traffic congestion everyday. Dust spread around the food that
they eat, flood water scatters from one side to the other, etc.

 “Land Transportation and Traffic Code”
• The law which in which applies the registration and
licensing of motor vehicles and licensing of owners,
dealers, conductors, drivers, and similar matters.
 The Land Transportation Office (LTO) is the
governing authority of upholding this law.
 The LTO regulates the maintenance of vehicles.
 The LTO is also responsible for issuing fees and
holding of records.
 Currently, applying for a driver’s license in Davao
City requires an exam.

Davao CTTMO (City Transport and Traffic
Management Office)
 The CTTMO serves as the sole transport and traffic
management authority vested with powers to
formulate, coordinate and monitor policies,
standards and programs relating to transport and
traffic management, under the supervision and
control of the City Mayor.
 The office was created through City Ordinance No.
0334-12, Series of 2012, or the Comprehensive
Transport and Traffic Code of Davao City, which
was enacted by the Sangguniang Panlungsod last
August 7, 2012.
 CTTMO was established to address the ever-
growing problem of transportation of Davao City
and to manage the traffic situation
