ARTICLE IX

Section 30 PLACE BAG REGULATION - the following regulations shall apply in the
use of plastic bags in all commll not provide percial establishments in the city:

A) Business establishments, fast-food outlets, pharmacies, market vendors, food


kiosks, sari-sari stores, ambulant vendors, and the like shall not provide any plastic
bags and/or sando bags as packaging materials for dry goods and cooked foods to
customers.

B) No plastics bags, sando bags or of any similar kind shall be allowed for wrapping
fresh goods or meat, poultry products, marine products at any business establishment.
The use of wax paper shall be promoted to wrap the same. Customers are
encouraged to provide for themselves reusable, recyclable and multi-use plastic bags
and containers.

C) Manufacturers are prohibited from using single use or non-recyclable plastics as


packaging materials for wet goods and dry goods. Rather they shall be encouraged to
use environmentally-acceptable packaging materials such as, but not limited to
Oxo-biodegradable and “Bioplastics” or vegetable wraps.

D) Business or commercial establishments shall likewise refuse to accept products


that are packaged using plastic materials. Such enterprises are given a 1-year grace
period to consume or use up all of their existing single use or non-recyclable or
packaging materials.

E) The use of recyclable and reusable bags as alternative packaging materials shall
be promoted, such as natural fiber bags, woven bags (bayong), cloth bags, rattan
baskets, shopping bags made from recycled waste materials.

F) All stores and markets shall adopt the “Bring Your Own Bag (BYOB) Program” to
mainstream the use of reusable bags.

G) All stores shall formulate appropriate incentives to consumers ssuch as point


system and/or special counters to be called as “green lane” to encourage customers
to use reusable bags.
