Abstract XAMPP, Adobe Photoshop, Android SDK, SQLite, and Boot-

WeLoad, is a web and mobile based load retailer management
and inventory system. It is a type of an electronic reloading
system where the e load client can purchase an e-load of the
different networks through online. The proposed system of-
fers convenient way of loading their mobile number without
spending for transportation costs, since in traditional reload-
ing, when the e-load client running out of load; they will go
back to the e-load retailer/distributors in order to purchase e-
load.
The Web part provides retailers the luxury of being at home
while purchasing their desired denomination, while the mobile
application part compliments the web through its portability
and ease of access. The system can send SMS alerts to the
retailers for verification whether reloading is successfully pro-
cessed. It can monitor sales and load inventory, keep track of
how much and how many times the users had reloaded so that
they can compute their expected target income.
The purpose of the system is to help the retailers to manage
their Load wallet sales and make their loading transaction to
customer more convenient and easy.
The technologies that will be used in creating and developing
the system are PHP, MySQL, PHPMyAdmin, HTML, CSS,
jQuery, AJAX, Notepad++, Web Browsers, Apache, WAMP,
strap. Upon the development of the system it will be tested
using Unit Testing and Alpha Testing.

1. INTRODUCTION
Rationale of the Study
The mobile phone is becoming a part of everyday life-not only
in developed countries where penetration levels suggest there
are more handsets than people in some countries, but also the
rest of the globe. It enables simple social communication, but
increasingly it plays in social interaction and everyday life.
It is an enabler of social interaction, hierarchies and com-
munication. It is a wanted object that reinforces a sense of
individual identity. It is a transformative technology how we
manage space and time. It is a tool for text-messaging (Glotz,
Bertschi, & Locke, 2005).
According to Blana and Batino(2004), in the article written
by Nagasaka(2007), there are an estimated twenty-eight mil-

lion plus subscribers in the Philippines, whose population is
approximately eighty-four million. However, given that the
Philippines is a developing country with a GNP per capital
of US$ 1,020 and 40.6 percent of the population is under the
poverty line in 1997, the rate is astonishing. Although the mo-
bile phones companies initially targeted the upper and middle
classes, presently one can easily observe the people sending
short messaging service (SMS) text messages everywhere in
the Philippines. Not only businessmen but teachers, taxi, jeep-
ney drivers, and vendors in the public markets also use their
mobile phones regularly. In this sense, the remark that mobile
phones have become a major icon of the Philippine Life is
convincing (Pertierra, 2002). Even in poorer rural areas, it is
not usual to observe people using mobile phones. Although
mobile phones were initially perceived in local communities,
by the end of 2003, they are become common among ordinary
villagers.

Mobile phones are less useful in terms of communication. In
a mobile phone, topping up or reloading is needed to commu-
nicate with other people. There are a lot of options on how to
reload a mobile phone. The most popular process is buying
eloads from the retailer store or through purchasing a prepaid
card.But sometimes these ways of topping-up are not secured
due to some issues like when a certain customers mobile num-
ber can easily be seen by looking into the retailers booklet and
can lead to various conflict such as malicious intent through
text-mating and intrusion of someones privacy.
Because of these, the proponents came up a study called
WeLoad : A Web and Mobile Based Load Retailer Man-
agement and Inventory System. A type of electronic reloading
system prepaid credits is loaded automatically to the cus-
tomers. No more long lines, no more PIN to be keyed in.
Further, in case of emergency especially in travelling when
one badly needs to reload or when you run out of load in the
middle of the night and the reloading store is far and all store
are closedthey just need to go to the website by using laptops
or android smart phones over Wi-Fi or mobile data.
Purpose of the Study
The purpose of the study is to develop an online system
wherein:

AND INVENTORY SYSTEM for both desktop and hand-
held devices such as Mobile Phones and Laptops with a func-
tional internet connection. The system is mainly used as a
means to top up prepaid phones while on the go. For the
clients, they can top up their prepaid accounts and eliminate
the time wasted on looking for stores who sells prepaid load.
The system will be providing the lists of available prepaid
loads. Clients will input his/her mobile number and select the
denomination he/she wants to obtain. For the retailer, they
will have easy monitoring of the sales and inventory of their
prepaid accounts.The program specifications enlisted below as
a list of modules that the proponents must achieve to complete
and attain the objectives of this project.
