CHAPTER 1
BACKGROUND OF THE PROBLEM

1.1 INTRODUCTION

Most of the developing countries, the Philippines is still in the process of

evolving a rational and responsive national health financing policy which suits
among country’s health need given the existing figure of producing, applying and
distributing health resources. To address unequally and inefficiencies currently
plaguing the system, a health financing scheme which determines who pays for
what healthcare services and under what conditions could be ensure equally as
well as reward efficiency. (Ma. Concepcion P. Alfiler, July 2007)

Using this system can help community by providing healthcare services

such as medical monitoring, memory enhancement, medical data access, and
communication with the healthcare provider in emergency situations through the
SMS or GPRS. Continuous health monitoring with wearable or clothing-
embedded transducers and implantable body sensor networks will increase
detection of emergency conditions in at risk patients. Not only the patient, but also
their families will benefit from these. Also, these body sensor networks provide
useful methods to remotely acquire and monitor the physiological signals without
the need of interruption of the patient’s normal life, thus improving life quality.
(Aminian and Naji, J Health Med Inform 2013, 4:2)

During 25 years ago the practice of health care has changed, so has the
practice of medical public relations. If anything, the variances in health care have
made the advertising capacity progressively perceived, increasingly vital, and
increasingly huge. One such strategy for assessment is the correspondence review.
This paper incorporates a short outline of the correspondence review idea pursued
by a contextual investigation dependent on a review led for a little, multicultural
non-benefit social insurance office. One bit of proof: a study of in excess of 150
top advertising firms recorded health care as one of the three quickest developing
zones of. (JULIE K. HENDERSON, 2005)

To improve access to maternal social insurance and family

arranging administrations in struggle stricken Maguindanao province, southern
Philippines, a few non-legislative associations have begun collaborating with
nearby general wellbeing administrations. This exploratory examination portrays
the encounters of local government service providers and two NGOs in a context
of long-standing internal armed conflict, how and to what degree arrangement has
been affected by the conflict and what has been done to overcome its belongings.
It depends on meetings with six health service coordinators and suppliers. Local
government-NGO organization appears as giving NGOs space in government
health care facilities and accepting from them basic supplies, faculty and
contraceptives. Administration conveyance structures have for the most part been
saved from direct assaults by the gatherings included locally in armed conflict
because of the apparent advantages of their services, including for rebels and their
families, their nonpartisan position and ability to treat everybody. However, they
do experience the ill effects of incidental interruption and kidnappings andneed to
seek protection from local leaders. At the point when mass clearing is required
suppliers pursue dislodged families to departure focuses to guarantee they keep on
getting services. Collaboration for maternal health care provision is later, yet the
arranged extension of NGO projects will assist it with evolving. (Romeo B. Lee,
May 2008)
1.2 PROJECT CONTEXT

The proposed tracking medical records simply improves the consistency of

the consultation process of the Barangay sta. Barbara health center it will
increases performance of medical personnel through its system generated
consultation.
Every consultation any transactions of the patients will be recorded or
stored into a database including the monitoring and updating the Patient health
records, how many patients accommodated daily, sickness/complaints report, and
the medicines released.

1.3 PURPOSE AND DESCRIPTION

This capstone project aims to create and develop a tracking medical

records for the patients/community of Barangay Sta. Barbara healthcare center
will be beneficial to the following:

To the patients/community, to avoid redundancy time consuming when

visiting the health center by giving their personal information to the health
administrators because of the automated system the health administrators can
easily access the previous and the latest health information, their last visit from the
health center, the health history, and other personal data, and will send a
notification to their provided contact numbers or email for any follow up check-up
and other medical necessities thru this monitoring system it can avoid any missed
visits that is advised by their medical doctors.

To the health administrators, to avoid redundancy errors on medical

records of the patients/community, they provide easy tracking medical records by
this automated system, and to avoid time consuming on updating the medical
records therefore, easy accessibility and concise system.

To the healthcare workers, a social worker offers help and services to

groups, people, or families that are tested to adapt to terminal, intense, or
interminable disease. They promote health and help customer access better
healthcare services. They settle significant issues or emergencies in being a
supporter for a customer care and well-being.

To the future healthcare monitoring system developers, they can get

idea of this study as their reference on developing a monitoring system for an
accurate and precise system in the future?

1.4 GENERAL OBJECTIVES

The aim of this capstone project is to create and develop a centralized of

Barangay tracking health center that would be more effective and efficient than
the existing manual system. The proposed system will also be a census system of
each resident of the Barangay for each and every resident will now have an
identification number containing their personal records.

1.5 SPECIFIC OBJECTIVES

1. Collect the information from the patient need in profiling.
2. Design a monitoring system to meet the requirements of proposed system
that has been collected through series of interview from the client.
3. Develop a system for medical records of the patients/community.
4. Test and evaluate the developed monitoring system in terms of Usability
Testing.
1.6 SCOPE OF THE STUDY

The scope of the capstone project is to provide convenience to the patients

by keeping the track records. However, healthcare workers can easily update the
information on individual records and it is stored alphabetically and concisely.

The proposed healthcare monitoring system will store the profiles and
information of the patients/community in data storage with privacy and limited
access only to healthcare workers, the healthcare workers will be able to monitor
and update the medical records concisely, the information will be used for medical
studies in the next future researchers/students.

1.7 LIMITATION OF THE STUDY

The project is limited for healthcare worker from healthcare center of
Barangay Sta. Barbara due to manual process, lack of sufficient patient care
information and time consuming to track the medical records in storage files.
CHAPTER 2

REVIEW OF RELATED LITERATURE

2.1 Introduction
This chapter will focus on the literature review. It will cover a period of
1997 to 2011 and will discuss about the concept of the management system, which
is the most common problem relating to the system, techniques and basic
requirement for this system. This chapter introduces the definition of
computerized system, the GSM modem and also factors that cause the
management systems to fail and explain the similar systems.

The developed system is Barangay Sta. Barbara Health Centre Monitoring

System with Notification Using GSM Modem. These systems are responsible to
store patients’ data and notify them for their appointment. Before this, most clinics
usually used the traditional methods that are quite unsatisfactory. The traditional
system used by the staffs is exposed to common mistakes while writing and the
probability of having lost document or being misplaced is quite high. Knowing
that the document cannot keep as many data as they could about the patient, thus
the other important information about them may not be included in that form.
Besides that, the patient may have forgotten their appointment with the
doctor/midwife.

2.2 SIGNIFICANCE OF THE STUDY

The significance of the study is very timely for wherein technology is

getting bigger and demand. The proposed system will have a significant effect on
both the residents of the barangay and barangay employees who manage the
system as well as the barangay itself. The implementation of the system will
change the methods and process that all the records will be intact and updated.
The system will also create a census-based environment to monitor the population
of the locale. The barangay will also assured that the file will be protected and
safe for it will require authorization before someone can access the system.

2.2.1Health Centre Staff

The one who manages the files and information of the barangay for it will
bring easy access to the data they need. This will also eliminate tons of papers
they usually keep and allow the system to store it in such a manner that can be
easily accessed.

2.2.2Residents

It will be easy for them to access their records of there are some changes to
be done on their part. It will also be easier for them to request some information
and services because of the information is properly secured and maintained
through the use of the proposed system.

2.2.3Future Researchers

The ideas presented may be used as a reference data in conducting new

research .the outcome of the study will serve beneficial to the neither present
researchers of the future researchers for their cross-reference that will give them a
background or an overview. This study may be one of the bases where a new
theory in learning will arise.

2.2.4Researchers

In order to increase the personal knowledge of problem solving and

contributing to that of humanity, developing skills and interests in programming.

2.3 PROGRAMMING LANGUAGE

There are many tools can be used to develop dynamic and interactive
system. Java and Visual Basic are the most popular programming tools for
graphical user interface (GUI).
2.3.1SQL

It’s no surprise SQL (pronounced ‘sequel’) tops the job list since it can be
found far and wide in various flavors. Database technologies such as MySQL,
PostgreSQL and Microsoft SQL Server power big businesses, small businesses,
hospitals, banks, universities. Indeed, just about every computer and person with
access to technology eventually touches something SQL. For instance, all Android
phones and iPhones have access to a SQL database called SQLite and many
mobile apps developed Google, Skype and DropBox use it directly.

2.3.2PHP

Created by Danish-Canadian programmer Rasmus Lerdorf in

1994, PHP was never actually intended to be a new programming language.
Instead, it was created to be a set of tools to help Rasmus maintain his Personal
Home Page (PHP). Today, PHP (Hypertext Pre-Processor) is a scripting language,
running on the server, which can be used to create web pages written in HTML.
PHP tends to be a popular languages since its easy-to use by new programmers,
but also offers tons of advanced features for more experienced programmers.

2.4 GSM Modem

In cellular service there are two main competing network technologies, it’s
Global System for Mobile Communications (GSM) and Code Division Multiple
Access (CDMA) (Constantin, 2011). Since it started in the '80s, GSM telephone
system was developed using cell concept for the network topology. Each cell
corresponds to a specific antenna (base station), which is placed on towers or tall
buildings. The GSM standard has been an advantage to both consumers, who may
benefit from the ability to roam and switch carriers without replacing phones, and
also to network operators.
GSM also has low-cost implementation of the short message services
(SMS), also called astext messaging, which has been supported on other mobile
phone standards as well. In view of the fact that there is huge coverage of
distance, the GSM infrastructure can be an alternative to transmit or receive data
from or to a device like sensor, actuator and complex device near or remotely.
Compared to analogue transmission systems, GSM system provides narrowest
bandwidth for the channel, through the use of voice compression algorithm;
improving the quality of transmission by using detection and correction codes of
errors; digital signal encryption to ensure security and protection against unwanted
interception.

DESIGN AND METHODOLOGY

3.1 Methodology

The purpose of this chapter is to talk about the research methodology which is
followed by researcher for this research study. This invention concerns a system
for monitoring patient health information based on acuity data representative of
severity of a medical condition, treatment orders and laboratory test results of
patients (J. E. Marlatt, 2006). The study contains a cross requirements analysis by
collecting data using the monitoring system. The chapter contains sections and
present of the requirements analysis, requirements documentations and design of
software systems, product and/or processes.
