on 18 December 1996 is made permanent as against the Commission on Elec-tions, but is LIFTED as against
private respondents.Resolution on the matter of contempt is hereby reserved.WHEREFORE, I vote to GRANT
the petition of Sen. Miriam D. Santiago, et al. and to DIRECT Respondent Commis- sion on Elections to
DISMISS the Delfin Petition on the ground of prematurity, but not on the other grounds relied upon by the
majority. I also vote to LIFT the temporary restraining order issued on 18 December 1996 insofar as it
prohibits Jesus Delfin, Alberto Pedrosa and Carmen Pedrosa from exercising their right to free speech in
proposing amendments to the Constitution.

to RENONG BERHAD, and to ACCEPT the matching bid of petitioner MANILA PRINCE HOTEL CORPORATION
to purchase the subject 51% of the shares of the Manila Hotel Corporation at P44.00 per share and
thereafter to execute the necessary agreements and documents to effect the sale, to issue the necessary
clearances and to do such other acts and deeds as may be necessary for the purpose.
