The Bolivian government has established a national development plan for irrigation
(2007-2030 / $ 1.2 billion / 5-year implementation plan), aiming to increase the total
irrigation area of 276,000 ha, however it was difficult to achieve the goal due to lack
of financial resources.

The Ministry of Environment and Water Resources and Chuquisaca made the design
drawings of the dam and irrigation water canal construction by the local planners of
Municipio de Padilla in 2004 with assistance from the CAF (Corporacion Andina de
Fomento). In order to build a water management infrastructure for the agricultural
water in the region, KOICA has been requested the assistance of the grant aid
business.

Description * Brief Narrative Description of Project
he Government of Philippines, through the National Irrigation Administration (NIA)
intends to carry out the Jalaur River Multi-purpose Project Stage II in order to relieve
poverty and generate employment opportunities with increased agricultural
production.
The project objectives have been defined as follows:
- To provide year-round irrigation for increased agricultural production to the 22,340
ha of 5 existing irrigation systems and 9,500 ha of currently rain fed areas;
- To build a penstock that is ready for a 6.6MW Hydroelectric Power Plant to
supplement the power supply in the province;
- To augment supply of good quality and potable water for domestic and industrial
consumption in the nearby municipalities including Iloilo City;
- To realize other intangible benefits including flood mitigation and promotion of eco-
tourism in selected dam/reservoir areas.

There are five main storm water drainage outlets in the Colombo drainage basin,
namely Wellawatte, Dehiwala, Old Mutwal Tunnel, North Lock and Ambatale. Of
these, the first three are outlets directly to the sea and the last two transfer water
into the Kelani river. With the increasing intensity of the peak flow, conveyance
capacity of main canals and outfalls are found to be inadequate to cope with the
extreme flood peaks. It is difficult to acquire more retention area due to rapid
urbanization and development of infrastructure and thus the improvement of the
outfalls with enhanced outflow capacity, is considered to be the most feasible
solution, in order to minimize the flood impacts.
To cope with the infrastructure development needs, it has been proposed to
incorporate two new diversion tunnels, into the canal system, with the discharges
eventually conveyed to the sea.
