2 Overview

2.1 Feature Introduction

GSM/WCDMA interworking means that the GSM/WCDMA dual-mode MS performs cell


selection and reselection in idle state and inter-system cell reselection or handover in
active state between the GSM and WCDMA networks. This feature is related to the
following processes:

 Cell reselection in idle state

 Cell reselection initiated by the MS for PS service in active state

3 Technical Description
This feature enables basic interworking between the GSM and WCDMA networks,
including CS handover, reselection in idle mode and PS reselection in connected mode
from GSM to WCDMA, which is defined in 3GPP specifications. ZTE GSM produces
support the functions mentioned above.

The CS handover procedure from GSM to WCDMA is described as follows:

1. When the BSC receives the measurement report including the WCDMA neighboring
cells, the sliding window method is used to process the Received Signal Code Power
(RSCP) or the ratio of Energy Chip and Noise (Ec/No) value.

2. The BSC defines the threshold for every WCDMA neighboring cell, which is the
inter-RAT handover threshold plus the offset value. The thresholds of RSCP and
Ec/No are set separately. When at least P out of N values are greater than the
threshold, a CS handover to the WCDMA network is triggered.

3. If more than one WCDMA neighboring cell satisfies the inter-RAT handover
conditions, only the neighboring cell with the best RSCP or Ec/No value is selected,
because the inter-RAT handover attempt only occurs once.

Directed retry is a special application of the CS handover. When the voice service is
active, the BSC triggers directed retry to the WCDMA network because the MS fails to
apply for a TCH or SDCCH in the GSM network. Inter-RAT directed retry is triggered
when P out of N RSCP or Ec/No values are equal to or greater than the inter-RAT
directed retry threshold plus the offset value. If more than one WCDMA neighboring cell
satisfies the inter-RAT directed retry conditions, only the neighboring cell with the best
RSCP or Ec/No value is selected, because the inter-RAT directed retry attempt only
occurs once.

When the CS handover from GSM to WCDMA fails, the BSC sets the penalty timer for
this WCDMA neighboring cell to prevent an immediate handover again. In the penalty
time, the BSC cannot trigger an inter-RAT handover to this cell even if all the conditions
are satisfied, which means that this WCDMA neighboring cell should be deleted from the
target cell list.

The cell reselection procedure from GSM to WCDMA is described as follows:

1. The BSC sends system information SI 2quater and SI 2ter to the MS through the
BCCH or extended BCCH, which describes the WCDMA neighboring cell list,
search conditions, and reselection parameters.

2. When a WCDMA neighboring cell satisfies the search conditions, the MS decodes
and measures the Common Pilot Channel (CPICH) of the WCDMA neighboring cell
in accordance with Qsearch_I (Qsearch_I ≠ 15) to obtain CPICH RSCP or CPICH
Ec/No.

3. The MS should update the value of Received Level Average (RLA_C) for the
serving cell and the strongest (at least six) non-serving GSM cells at least every 5s.

4. The MS should reselect a suitable WCDMA cell if the following criteria are all met
for a period of 5s:

i. RSCP ≥ RLA_C (s). That is, the RSCP value of the neighboring cell is greater
than the RLA_C value for the serving cell.

ii. RSCP ≥ FDD_Qoffset + RLA_C (n). That is, the RSCP value of the
neighboring cell is greater than the RLA_C value for all of the suitable
non-serving GSM cells plus the FDD_Qoffset value. If cell reselection occurs
before 15s, FDD_Qoffset needs to be added by 5dB to prevent ping-pong
re-selection.

iii. Ec/No ≥ FDD_Qmin - FDD_Qmin_Offset. That is, the Ec/No value of the
neighboring cell is equal to or greater than the FDD_Qmin-FDD_Qmin_Offset
value.

iv. RSCP ≥ FDD_RSCP_threshold. That is, the RSCP value of the neighboring
cell is equal to or greater than FDD_RSCP_threshold.

 FDD_RSCP_threshold = FDD_RSCPmin - min ((P_MAX - 21 dBm), 3 dB) if


FDD_RSCPmin is broadcasted on the serving cell.

 FDD_RSCP_threshold = Qrxlevmin + Pcompensation + 10 dB if these parameters


are available.

 Otherwise the default value of FDD_RSCPmin is used.

Qrxlevmin is the minimum required receiving level of the WCDMA cell.

Pcompensation = max (UE_TXPWR_MAX_RACH - P_MAX, 0) (dB)

P_MAX is the maximum transmission power of the terminal.

If more than one WCDMA cell meets the above conditions, the cell with the best RSCP
value is selected.

The PS cell reselection procedure in connected mode from GSM to WCDMA is described
as follows:

1. When the WCDMA neighboring cell satisfies the search conditions, the MS decodes
and measures the CPICH of the WCDMA neighboring cell in accordance with
Qsearch_P (Qsearch_P ≠ 15) to obtain CPICH RSCP or CPICH Ec/No.

2. The MS should update the RLA_P value for the serving cell and the strongest (at
least six) non-serving GSM cells at least every 5s.

3. The MS should reselect a suitable WCDMA cell if the following criteria are all met
for a period of 5s:

i. RSCP ≥ RLA_P (s). That is, the RSCP value of the neighboring cell is greater
than the RLA_P value for the serving cell.

ii. RSCP ≥ FDD_Qoffset + RLA_P (n). That is, the RSCP value of the
neighboring cell is greater than the RLA_P value for all of the suitable
non-serving GSM cells plus the FDD_Qoffset value. If cell reselection occurs
before 15s, FDD_Qoffset needs to be added by 5dB to prevent ping-pong
re-selection.

iii. Ec/No ≥ FDD_Qmin - FDD_Qmin_Offset. That is, the Ec/No value of the
neighboring cell is equal to or greater than the FDD_Qmin-FDD_Qmin_Offset
value.

iv. RSCP ≥ FDD_RSCP_threshold. That is, the RSCP value of the neighboring
cell is equal to or greater than FDD_RSCP_threshold.

 FDD_RSCP_threshold = FDD_RSCPmin - min ((P_MAX - 21 dBm), 3 dB) if


FDD_RSCPmin is broadcasted on the serving cell.

 FDD_RSCP_threshold = Qrxlevmin + Pcompensation + 10 dB if these parameters


are available.

 Otherwise the default value of FDD_RSCPmin is used.

Qrxlevmin is the minimum required receiving level of the WCDMA cell.

GSM Logical Configuration > External Resource Configuration, and double-click
External UTRAN FDD Cell Configuration. Set the parameters. See the following figure.

6.5 Network Impact

Enabling the 2-3G inter-operation function can integrate the 2G and 3G networks.
Through reasonably configured parameters, the two networks can provide
complementary coverage and network capacities, provide CS service with the 2G
network that has capacity advantages, provides PS service with the 3G network that has
throughput advantages, and provide better user experience.

This feature must be enabled on site.
