Based on the accident records, as many as 275 Accident Black Spots have been identified in the State. As per the
MORTH - Protocol for identification of black spots and improvement of the same, 159 Black spots located on National
Highways have been forwarded to Ministry’s Road Safety Cell for approval. Out of the remaining 116 Black spots
located on SH/MDR and other roads, PWD (R&B) had prioritized 46 Black spots spread over 11 districts for
immediate rectification measures.
Following the directions of Supreme Court Committee on Road Safety and as per the decisions taken at a meeting
convened by Principal Secretary, PWD and Transport Secretary on 29/12/2017,KRSA was asked to coordinate joint
inspection of accident black spotsby a team of officers from PWD, MVD, Police and KRSA-TSG. The team analyzed the
causative factors and arrived at appropriate mitigation measures for each location. A schedule of field visit conducted
to black spots in different districts is presented as Annexure-1. Accordingly, joint inspections were held in all districts
except Thrissur, in January 2018. Due to Vahana panimudakku (vehicle strike) on 24/01/2018, Thrissur district
visit is rescheduled on 15th& 16th Feb 2018.
Based on the analysis of accident records and causative factors, TSG suggested multi-sectoral rectification measures
to 40 black spots spread over the state. The mitigative measures include: engineering treatment, traffic calming,
speed control, pedestrian crossing, enforcement measures for each location. As many as 40 black spots were
inspected and appropriate counter-measures recommended during the month of January 2018.
Rectification measures suggested by Joint Inspection Team for improvement of 46 Black Spots on the state road
network (other than NH) are given in below table. A Detailed Report indicating the counter-measures and cost
estimates from concerned road agencies namely: PWD (R&B), KSTP / KRFB, and from other stake holding
departments to be Consolidated by PWD (R&B) and expected to be submitted to KRSA from Chief Engineer PWD
(R&B) at an earliest date.
