1.0 INTRODUCTION

The Bahrain Petroleum Company B.S.C (Bapco) operates a high pressure Gas Distribution
Network (GDN) containing a highly flammable hydrocarbon and rich hydrogen sulfide
(H2S).The GDN contains twenty eight distributions/metering stations scattered in Bahrain.
To ensure the safety of the employees and contractor personnel entering the GDN stations
and general public moving around the stations Bapco intend to install Fixed Gas Detection
System (GDS) at all the GDN stations in phases. The Phase-I of project shall cover 6 no. of
stations and Phase-II includes 22 no. of stations. This Functional Design Specification
(FDS) is limited for the Phase-I stations only.

2.0 PURPOSE OF DOCUMENT

This specification defines the minimum requirements for the design, manufacture, assembly,
inspection, factory testing, vendor documentation supply, commission and training of Phase-I
GDS in accordance with this functional design specification and applicable project
documents referred herein.

The Bidder shall carefully read the specifications and comply with them in all respects. These
specifications are intended to enable the Bidder to prepare a compliant bid. If any of these
specifications are not clear, the Bidder shall seek clarification in writing and no claim will be
entertained on the grounds of failure to read or comply neither with these specifications nor
for any alleged misunderstanding of their meaning or implication.

Any deviations from the requirements of this specification shall be submitted as a separate
‘Deviation List’. Unless specific deviations are stated, it shall be understood that the GDS is
in accordance with the specification.

3.0 GENERAL INFORMATION

3.1 DEFINITION & ABBREVIATIONS

For the purpose of this document the following definitions shall apply:

"Bapco" means the party to purchase the materials and/or equipment


as described by this specification.

"Vendor" means the party which is contracted by BAPCO to


manufacture and/or supply, materials, equipment and to
provide services as described under this specification.

3.2 APPLICABLE STANDARDS

The design, material, fabrication, inspection and testing of the GDS and its accessories
shall be in accordance with the latest applicable local & international codes/standards. In
the event of any conflict between this specification and the codes/standards as mentioned
below, the same shall be brought to the notice of BAPCO for resolution.

3.3 ORDER OF PRECEDENCE

In the event of conflict, actual or implied, among documents, the following order of
precedence shall govern:

i) Bahrain Law and legally binding decisions of the local Authorities


ii) This specification
iii) National & International Industrial Codes and Standards

3.4 EC DIRECTIVES

Although not supplied for installation in a member country of the European Union, the
equipment shall be supplied in accordance with all applicable European Community
Directives. Particular attention shall be paid to:

i) Electromagnetic compatibility
ii) Low Voltage equipment
iii) Safety
iv) CE Marking

3.5 SITE CONDITIONS

The Detectors will be installed outdoor in a severe corrosive atmosphere and will be subject
to excessive windborne dust, sand and saline coastal atmosphere. All the equipment and
material supplied in this project shall be in all respects be suitable for reliable and
continuous operation in the below stated service conditions.

3.6 HAZARDOUS AREA CLASSIFICATION

The hazardous area is classified as Class I, Zone 2, Gas Group IIA, Temp Class T3. The
electrical/electronic equipment supplied as part of this project shall be certified by ATEX.
The detectors shall be certified for combined Explosion Proof & increased safety.

The Controller Panels shall be installed at safe area.

3.7 GAS CHARACTERISCTICS

The Bapco Gas Distribution Network (GDN) supplies natural khuff gas (sour) at the

4.0 PROJECT SCOPE

1. The project scope shall cover Installation of Gas Detection System at following 6 off
GDN Stations.

i) Alba Distribution Point (ADP)


ii) Balexco Metering Station (BMS)
iii) GCC Valve Station (GVS)
iv) Hidd Metering Station (HMS)
v) Riffa Distribution Point(RDP)
vi) Sitra Valve Station(SVS)

2. The Gas Detection System at ADP shall be equipped with wall mounted cabinet
controller interfaced with 11 off toxic gas detectors (Electrochemical) , 2 of Open Path
Flammable Detectors and 2 off Ultrasonic (acoustic) leak detectors. The Controller
shall be interfaced to the station RTU over Modbus/RTU.ADP shall be provided with 2
sets of audio/visual alarming devices. Each set shall comprise of 2 off Xenon Beacon
(1Yellow + 1Blue) and 1off Alarm Sounder.

3. The Gas Detection System at BMS,GVS and SVS shall comprise individual wall
mounted cabinet controller at each station interfaced with 2 off toxic gas detectors
(Electrochemical), 1off flammable detector (IR) at each Station. The Controllers at
each station shall be interfaced to the individual station RTU over Modbus/RTU. All
stations shall be provided with 1 set of audio/visual alarming devices. Each set shall
comprise of 2 off Xenon Beacon (1Yellow + 1Blue) and 1off Alarm Sounder. The
Controller cabinet at SVS shall be installed under open shelter.

4. The Gas Detection System at HMS shall comprise individual wall mounted cabinet
controller at each station connected to 5 off toxic gas detectors (Electrochemical), 2
off flammable detector (IR) at each Station. The Controller shall be interfaced to the
station RTU over Modbus/RTU. HMS shall be provided with 2 sets of audio/visual
alarming devices. The set shall comprise of 2 off Xenon Beacon (1Yellow + 1Blue)
and 1off Alarm Sounder.

5. The Gas Detection System at RDP shall comprise individual wall mounted cabinet
controller at each station connected to 4 off toxic gas detectors (Electrochemical), 2
off IR flammable detector(IR) at each Station. The Controller shall be interfaced to the
station RTU over Modbus/RTU. RDP shall be provided with 1 set of audio/visual
alarming devices. The set shall comprise of 2 off Xenon Beacon (1Yellow + 1Blue)
and 1off Alarm Sounder.

6. An individual potential free contact for H2S & HC gas high alarm shall be provided
from each station controller for wiring to the station RTU.

5.0 FUNCTIONAL REQUIREMENTS

The functional requirement is to address the risk associated with imminent or established
combustible/ toxic gas release to achieve personnel safety, loss prevention, local alarming
and information at CGDU SCADA. The following shall constitute Gas Detection System;

1. A Controller in each station installed within a wall mounted cabinet. The controller
shall be with local HMI capabilities, control buttons and switches, and programming
keyboard. Each controller shall be equipped with internal AC/DC power supply unit
(10A). The Controller shall be powered by AC 230 volts ±6%/1 phase/ 50Hz ±2%. The
controller shall be interfaced to the Bapco RTU over Modbus (RTU).

2. The Controller shall be provided with 1 off INHIBIT key-switch to disable the sounders
during routine calibration/troubleshooting. There shall be an LED on the Cabinet front
to indicate the activation of this key-switch. A DO signal shall be provided for
interfacing the status of sounder INHIBIT switch to RTU.

3. 4 off volt-free contact shall be made available for connection to BAPCO's RTU to
indicate Common HC alarm, Common H2S Alarm, System Fault Alarm and INHIBIT
State. An RTU output shall be interfaced to Controller for Remote Reset.

4. The controller shall be provided with common Reset, Lamp Test and Alarm Test
facilities.

5. The field detectors including Electrochemical type H2S point gas sensors, IR type HC
point gas sensors and combination of IR open path gas sensors &
Ultrasound(acoustic) leak sensors interfaced to station Controller . For ADP facility
that have a larger footprint and less congested areas, H2S Point Sensors with a
combination of gas detectors, leak detectors (i.e., open path IR and acoustic leak
detectors), shall be considered.

6. The controller will be interfaced with 2 off Emerson GDU Incus / GM Gassonic
Ultrasonic (acoustic) leak detectors over 4-20mA. The alarm setting shall be provided
during detail engineering. The power supply to Ultrasonic leak detectors shall be
supplied from the controller panel. The power consumption shall be 250-300mA
(standard) at 24VDC per detector.

7. The controller at location BMS, GVS, SVS, RDP stations shall be provided with 2
output signals to initiate yellow beacon(H2S detected) and blue beacon(HC detected).
Each output shall be provided with separate terminals at controller cabinet to interface
unit beacons located in the field. The unit beacon will be activated in the event of the
presence of H2S /HC at or above 15 ppm or 10% LEL.

8. The controller at location ADP & HMS stations shall be provided with 4 output signals
to initiate 2 off yellow beacon(H2S detected) and 2 off blue beacon(HC detected).
Each output shall be provided with separate terminals at controller cabinet to interface
unit beacons located in the field. The unit beacon will be activated in the event of the
presence of H2S /HC at or above 15 ppm or 10% LEL.

9. The system shall provide 1 off output signal to initiate electrical / electronic sounders
in the event of high H2S/HC.

10. The sounders shall remain activated either for maximum 60 minutes or acknowledged
and the beacons shall remain active until acknowledged. The timing for setting off the
sounder shall be user selectable.

11. All alarm contacts shall be configured as 'Open on Alarm'. The contact outputs to point
beacons shall be 'Close on Alarm'.

12. The beacons and sounders shall be activated by the control system as per the
following alarm sequence table:

H2S at or above 15 ppm I H2S below 15 ppm I

13. The alarm setting H2S designated channel cards shall be 15 ppm H2S rising and HC
designated channel cards shall be 10% LEL rising.

6.0 VENDOR SCOPE

6.1 VENDOR’S SCOPE OF WORK

The VENDOR’S scope of work shall include but not limited to the following:

i) Design of Gas Detection System


ii) Manufacture / fabrication / supply
iii) Inspection / testing
iv) Carryout integrated factory acceptance test (IFAT)
v) Delivery to BAPCO stores
vi) Commissioning /site acceptance test(SAT)
vii) Training
viii) Final documentation
The VENDOR shall assume single point responsibility for all aspects of the work in
accordance with this specification and any other codes, standards and regulations stated
herein. This shall include quality and guarantee for the equipment, engineering, design,
inspection, testing, supply, performance and timely delivery.

The vendor has to design & supply gas detection system comprising of controller panel,
gas detectors, sounders & beacons. Vendor to provide I/O’s & Modbus link from Gas
Detection System to interface the Bapco’s station RTU as shown in below figure-1.

6.2 VENDOR’S SCOPE OF SUPPLY

1. Supply 4 off Regard 3900 standalone self-contained control system for BMS, GVS,
RDP, SVS stations comprising 8 off input channel module, power supply unit (10A),
Modbus Gateway, RS232 Interface mounting bracket, earthing plate, Modbus
Gateway Cable with auxiliary equipment.

2. Supply 1 off Regard 3900 standalone self-contained control system for HMS station
comprising 12 off input channel module, power supply unit (10A), Modbus Gateway,
RS232/CAN Interface mounting bracket, earthing plate, Modbus Gateway Cable with
auxiliary equipment.

3. Supply 1 off Regard 3900 standalone self-contained control system for ADP station
comprising of 16 off input channel module, 2 off output module power supply unit
(10A) to power open path and ultrasonic sensors, Modbus Gateway, RS232/CAN
Interface mounting bracket, earthing plate, Modbus Gateway Cable with auxiliary
equipment.

15. Commission and carry out Site Acceptance Tests (SAT) for the supplied GDS upon
installation. Coordinate with other commissioning engineers at site.

16. Provide training to Bapco’s Engineering/Operation/Maintenance personnel.

17. Any other items as recommended by the Vendor to meet the requirement of this FDS

6.3 BAPCO’S SCOPE OF WORK

1. Installation of Gas Detection System and associated equipment as per VENDOR


Design Documentation / Method Statements.

2. All wiring /interface between the Controller Cabinet I/O terminals, field devices & RTU.

7.0 SPECIFICATION- SYSTEM REQUIREMENT

7.1 CONTROLLER & CABINET

1. The Controller shall be standalone self-contained wall mounted lockable type. All
wiring to these controllers shall be terminated on terminal blocks connectors provided
as an integral part of the cabinet. Any adjustments shall be accessible from the front
of the Cabinet without having to remove any wiring or causing loss of the instrument
function. The modules shall be removable type permitting the removal of the modules
without disturbing the system wiring. The circuit shall be so designed that any channel
can be put out of service for repair, without affecting the other. Each controller shall
have the following:

i) Reset Button to acknowledge / reset alarm


ii) Test button for testing of field audio visual devices.
iii) Automatic malfunction detection in case of open circuit (sensor element and line
breaking), over range, short circuit and earth fault
iv) Indicator LEDs for Malfunction warning for each channel, Power on, Calibration
mode, Test mode, Low alarm for each channel, High alarm for each channel.
v) Alarm Contact: For each detector, module shall be able to generate minimum 2
independently adjustable (adjustable over entire range of detection) SPDT relays for
each alarm level for the purpose of alarming.

2. The auxiliary equipment (terminal blocks, auxiliary relays, timer, barriers/isolators etc.)
shall be located and arranged for easy access, for maintenance. It shall not be
necessary to remove any item in order to gain access to check or remove any other
item. All cable runs shall be grouped, routed and secured to provide a neat
appearance and prevent interference with the operation and maintenance of auxiliary
equipment. Auxiliary relays, if used shall be of the plug-in enclosed type. Cables from
field shall enter through bottom of the Cabinet.

3. The main power supply to the Cabinet shall be protected by a suitably sized circuit
breaker. All components shall be suitable for 24V DC ± 10%. Power distribution to
controllers and associated group of auxiliary relays circuits shall be via fused terminals
with a blown fuse indicator, and input/output fuse status alarm.

4. Cabinet Ground and signal ground shall be separate. Signal ground shall be provided
for circuit grounds of Electronic instruments, Detector Circuit shields, Drain wire of
cable shields, earth etc.

5. The Cabinet shall be designed such that field wiring from remote sensing head for
Gas may be terminated directly on the associated detection controller input terminals,
rather than interposing field wiring terminal blocks.

6. Each terminal in a terminal block shall be labelled by their individual numbers located
integral with the terminal itself. Wiring at terminals shall be identified by the terminal
number and termination service at the other end of the wire.

8.0 OTHER REQUIREMENTS

8.1 TERMINALS & WIRING

1. Wherever terminals used shall be non-hygroscopic, Klippen type, sized to suit the wire
size (max 2.5 mm2).Terminals shall be clearly identified.

2. All low voltage (24V DC) field I/0 terminals shall have knife-edge disconnect facilities
to enable easy maintenance.

3. Sufficient 20% spare terminals shall be provided (installed and spare).

4. All 24V DC output shall be provided with adequately rated fuses, with a fuse monitor
module wired to the system fault alarm.

5. All fuse terminals, wherever used, shall have covers fitted to prevent inadvertent short
circuits during maintenance.

6. The internal 230V AC power supply shall be via breakers. The breakers shall have
auxiliary contacts for trip indications wired to the system fault indicator

7. All interconnecting cables shall be tagged at both ends with the cable number. Wiring
shall be tagged and ferruled at both ends with tag numbers using Critchley type
markers or equivalent.

8. Colour coding for enclosure internal wiring shall be as follows:

230V AC Live – Brown


Neutral- Blue
24V DC Positive – Red
Negative- Black
4-20mA Signal Positive – Blue
Negative - Black
Earth Green-Yellow with Black sleeve

9. Minimum Cabinet wire size shall be as follows:

230V AC 1mm²
24V DC 0.50mm²
Signal 0.50mm²

10. The 24V DC and 230V AC wiring shall be properly segregated and identified inside
the control cabinet.

8.2 TAGGING

The components shall be provided with an identification plate, with all data clearly stamped
on a corrosion resistant SS plate permanently attached to each component by means of
rivets or pins.

8.3 ACCESSORIES

All the instruments shall be supplied complete with all required accessories for mounting
and installation. The instruments shall also be supplied with sun shade to protect the units
for direct radiated heat from the sun.

8.4 PAINTING

All non-stainless steel parts of the instruments shall be painted to suit the environmental
conditions.

8.5 AFTER SALES SYSTEM SUPPORT

The Vendor shall ensure that the equipment being supplied under this PO is the current
model in the product range & will not become obsolete in the next 3 years. Also the Vendor
shall guarantee support for a minimum period of 7 years after the product is declared
obsolete.

8.6 SPARES

Vendor shall supply required commissioning spares and shall provide a priced list of
recommended spares for 2 years operations.

8.7 WARRANTY

The vendor shall provide a minimum 12 months warranty for the equipment from the date of
commissioning/acceptance by Bapco, against faulty design, material or workmanship or 18
months from the date of shipment, whichever is earlier.

8.8 FACTORY ACCEPTANCE TEST (FAT)

The vendor shall carry out a Factory Acceptance Test (FAT) at the Factory. Bapco reserves
the right to witness FAT as and when required. However, the Vendor shall provide proposed
FAT procedures for Bapco's review and approval. The Vendor shall perform the tests as per
the approved FAT procedures and provide copies of the test report for review and approval
prior to the shipment of the system.

8.9 SITE ACCEPTANCE TEST (SAT)

Vendor Commissioning Engineer shall carryout commissioning of the equipment. Bapco


will install the equipment as per vendor instructions and carry out the Commissioning/SAT
in the presence of the vendor’s Commissioning Engineer. The vendor shall provide the SAT
procedures for approval. Vendor shall provide quote for Commissioning Engineer per diem
at 10hrs/day basis. The estimated days for carrying out the SAT shall be 10 days. The
payment for the SAT activities shall be reimbursed at actuals based on Bapco approved
time sheets and supporting invoices. Bapco shall provide the following for Commissioning
Engineer mobilized from outside of Bahrain:

i) Economy class Air fare


ii) Accommodation with breakfast at Bapco's Guest House
iii) Airport transfers and local transportation between the guest house and the place of
work

8.10 TRAINING

VENDOR shall provide quotation for training activities for an estimated period of 2 days
(8hrs/day).The payment for the Training activities shall be made 100% against certified
timesheets upon completion of work.

8.11 DELIVERY REQUIREMENT

The Gas Detection System shall be delivered to Bapco within 12 weeks after receipt of
Purchase order. The vendor shall strictly adhere to the delivery schedule.

9.0 DOCUMENTATION

i) Drawings and other data shall be based on non-metric (US Customary) units of
measurement. SI units may be quoted additionally in brackets but US customary
units shall take precedence.
ii) Drawings shall be drawn using AutoCAD Version 2007 and an electronic copy on a
CD shall be provided with final documentation.
iii) The documentation shall be supplied in a ring binder and shall contain information
such as Client’s name, Project name and number, PO number and Vendor’s order
reference.
