MANILA, Philippines – In 1994, former president Fidel Ramos declared the first
week of October as Linggo ng Katandaang Filipino (Elderly Filipino Week)
through Proclamation No. 470.

Every year, the Department of Social Welfare and Development (DSWD), with
other government agencies, local government units (LGUs) and nongovernment
organizations (NGOs), lead the celebration of Elderly Filipino Week.

This is to emphasize the important role of older persons in nation-building, and


to raise and address issues concerning the sector.

Based on the 2010 census, about 7 million – aged 60 years old and over –
comprise our population. They are provided with benefits and privileges through
the following legislation:

Republic Act No. 7432, or the Expanded Senior Citizens Act of


2003
RA 9994, an amendment to RA 7432 to include additional
services
RA 10645, an amendment to RA 9994 to provide mandatory
PhilHealth coverage for all senior citizens.

Through years of upgrading and expanding services, here’s a list of benefits and
privileges our elderly are entitled to:

shuttle services

Fees, charges and rental for sports facilities and
equipment
Funeral services
Funeral and burial expenses include casket or urn,
embalming, cremation cost, and other services.
Utility discount
Grant of a minimum of 5% discount relative to the monthly
use of water and electricity, provided that the meter is
registered under the name of the senior citizen residing
therein and does not exceed 100 kWh and 30 m³.

who are considered to be minimum wage earners

Social Pension
Indigent senior citizens shall be entitled to a monthly
stipend amounting to P500 to augment daily subsistence
and other medical needs.
Mandatory PhilHealth coverage
All senior citizens are covered by the national health
insurance program of PhilHealth.
Social safety nets
The social safety assistance shall include, but not be
limited to, food, medicines, and financial assistance for
house repair to cushion effects of economic, disaster and
calamity shocks.
Death bene t assistance
Assistance of a minimum of P2,000 shall be given to the
nearest surviving relative who took care of the deceased
senior citizen.

Educational privileges
Assistance shall be granted to senior citizens to pursue
education through provision of scholarships, grants,
financial aids, subsidies and other incentives.

Continuance of the same benefits and privileges by GSIS,
SSS and PAG-IBIG as enjoyed by those in active service.
Privileges on special discounts in special programs
In order to avail of these benefits, the senior citizen or his/her authorized
representative shall present a valid and original Senior Citizens’ Identification
Card. Details for ID application may be found here.

Credit Card Payments


20% discount and VAT exemption shall also apply to purchase of goods and
services paying through credit cards.

No double discounts
In cases where the senior citizen is also a person with disability (PWD), the
senior citizen can only use either his/her senior citizen ID or PWD ID to avail of a
20% discount.

Tax deduction
Establishments may claim the discounts as tax deductions based on the cost of

Claim: An article offers a supposed "guide" to claiming a "P6,000 monthly


pension for senior citizens" as a "gift" from President Rodrigo Duterte.

It only contains a video with a "News Beat Social" watermark.

The article in the domain dailyguidanze.info also doesn't have any timestamp,
but is full of ads. It was spotted by Facebook's Claim Check dashboard as early
as July 16, and has been shared over 26,300 times as of this posting.

Domains that contain similar content include pinoyofwnow.com and


buzzhivetv.com.

Rating: FALSE

The facts: The Department of Social Welfare and Development (DSWD) has

The pension is part of DSWD's Social Pension Program for Indigent Senior X
Citizens, which started in 2011, years before Duterte became president. This is
in line with Republic Act 9994 or the Expanded Senior Citizens Act of 2010,

International, uploaded on YouTube in February 2017. It reported on the same
senior citizen pensions, and accurately mentioned that it amounts to P500 per
month.

The report also said that 2.8 million senior citizens benefited from the pension
program in 2017, more than double versus the year before.

When trying to visit the homepage of the dubious domain dailyguidanze.info,


you will see a page only featuring the story of "The Scorpion and The Crocodile."
It does not contain any further information about the website. The same goes
for the two other domains.

In addition, a few seconds after watching the video, the user would be asked to
share the article first before being able to watch the rest of the video. After
clicking the button for it, a pop-up window would appear with the tag
#6kpension automatically on the post, and would be shared from a supposed
"DSWD Official" app which may compromise or improperly use the user's login

Senior citizens may register through the Office for the Senior Citizen Affairs or
the PhilHealth Local Health Insurance Office in their areas

MANILA, Philippines – The Department of Social Welfare and Development
(DSWD) estimates that there are 8 million senior citizens in the Philippines.

In 2014, the government enacted Republic Act 10645 that provides universal
health insurance for senior citizens since their health is most at risk due to old
age. This amended the provision that only indigent seniors are included in the
mandatory PhilHealth coverage.

Those eligible to claim this benefit are:

Filipino citizens aged 60 living in the Philippines but are not


included in any PhilHealth membership category
Qualified dependents of senior citizens who are at age 60 and
above
Elderly dependents of PhilHealth members

Meanwhile, employed senior citizens who have a regular source of income must
continue paying their monthly contributions. Premiums of other elderly
members will be sourced from the proceeds of Republic Act 10351 or the Sin

Those who are not yet PhilHealth members may register through the Office for
the Senior Citizen Affairs (OSCA) or through PhilHealth Local Health Insurance
Office (LHIO) in their cities or municipalities.

Availing beneficiaries through the OSCA must:

Fill out two copies of the PhilHealth Member Registration Form


(PMRF)

Submit the PMRF to the OSCA in the area where he/she lives

Wait for the OSCA to issue the issue a PhilHealth ID and

member data record (MDR) after processing the application.

Those applying through the LHIO should:

Fill out two copies of the PMRF


Attach 1x1 photo taken within the last 6 months
Present their senior citizens ID issued by the OSCA or a valid
government ID
Submit the accomplished PMRF
Wait for the office to issue their MDR and PhilHealth ID

In availing of benefits in PhilHealth-accredited hospitals with a Health Care


Institution (HCI) portal, members should present only their MDR, senior citizen
ID, or any proof of identity and age.

If a senior citizen failed to enroll before admission to a hospital without an HCI


portal, he/she should fille out a PMRF and present a senior citizen ID or any
proof of age to receive the corresponding PhilHealth deductions from his/her
