History
Antecedent theoretical developments
HR spawned in early 20th century, Influenced by F.W. Taylor (1856-1955) . Taylor
explored what he termed “scientific management” striving to achieve efficiency in
manufacturing jobs. He eventually keyed in one of the principal inputs into a
manufacturing process –labor-sparking enquiry into workforce productivity.

Birth and evolution of the discipline

By the time enough theoretical evidence existed to make a business case for
strategic workforce management, changes in the business landscape and in public
policy has been transformed the employer-employee relationship, and the
discipline was formalized as “industrial and labor relations”.

In 1913, one of the oldest known professional associations – The chartered

institute of personnel and development was founded in England as welfare
workers association, than changed its name a decade late to Institute of
industrial welfare workers and again changed to Institute of labor management.

Starting of HRM in India

 The world’s first management book titled “ArthaShastra” written by Kautilya three
millennium before Christ , codified many aspects of human resources practices in India.
 John Peterson , the president of the company formed a personnel department to
manager the grief of workers after a bitter union strike in 1901.

Different types of act passed

 Trade Union Act (1926)
 Workmen Compensation Act (1926)
 Trade Disputes Act(1929)
 Royal Commission on Labor(1931)
 Bombay Industrial Relations Act (1938)
 Led to payment of wages act (1936)
 Under the industrial disputes act
 Formulating policies on human resources planning.

Two professional bodies were formed

 In 1948 – Indian Institute of Personnel Management (IIPM) Kolkata.

 In 1959-The National Institute of Labor Management (NILM) Mumbai.
 In 1980- These two professional bodies were merged and formed National
Institute of Personnel Management (NIPM), headquarter at Kolkata.

List of Amending Acts and adaptation formed

 The Indian Independence (Adaption of central act and ordinances) order ,

1948.
 The Adaptation of Law order 1950.
 The part B States law(3 of 1951)
 The Industrial Disputes
 The industrial employment amendment act.
 The Central Labor laws act.

global economic landscape – we at C&S are well positioned to be an
integral part of this journey.
