Sub: Balance works from km 0.000 to km 29.000 & Safety along the project road-reg.

Dear Sir

This has reference to our inspection of site from km 0.000 to km 15.000 on 20.08.2019. Following
observations were noted and listed below for your information and necessary action.

1. Km 0.000 to km 4.500 - Anantapur town limits:


Due to recent rains movement of traffic and general public adversely affected due to
stagnant water and unsafe conditions from km 0.000 to km 2.000. Recent rains exposed
condition of drainage along this road stretch and jeopardized the day to-day activities of local
residents and commuters. Stagnant water on the road led to traffic jams and caused severe
inconvenience to the general public. Following observations are listed for your necessary
action.
 Water accumulated in the trenches adjacent to the Main carriageway on both sides. As
these trenches (with water) are situated in front of shops and other establishments,
became potential hazard for the general public and also to the traffic moving on the
main carriageway.
 It has been noted that RCC drains are not cleaned for the smooth flow of water. At many
locations, drains chokedup with construction materials, cantering materials and garbage
thrown by local residents.At some locations, drains not covered with precast slabs, giving
scope to dispose garbage/waste into the drain. Cleaning of RCC drains shall be taken up
to remove the choking/obstructing materials and drains shall be covered with precast
slabs without further delays.
 At km 0.400 RHS, drain not constructed and water again entering into the MCW (from
km 0.400 to km 2.000) due to blockage at km 0.400 RHS. Construction of RCC drain in
continuity with the drain on either side shall be taken up immediately.
 Road damaged at km 0.800 LHS and bigger size pot hole formed during recent rains
which is causing severe inconvenience to the traffic users and same shall be attended on
priority.
 Vents not provided along the RCC drain to facilitate the surface water to enter into the
RCC drains and immediate actions shall be taken for the drainage of surface water into
the RCC drains.
 Also noted that erosion of shoulders taken place at some locations (ex.km 3.500 RHS)
and extending close to the MCW. If not attended timely, it may damage MCW due to lack
of supporting shoulders.

Further, we request you to keep the maintenance teams ready and vigilant to tackle the emergency
situations due to rains.

2. Km 5.950 to km 6.500:RCC drain constructed in Kurugunta village limits and not connected
to discharge points, due to which water getting accumulated in the neighbouring private
lands,creating unhealthy conditions and causing severe inconvenience to the local residents.
RCC drains shall be connected to the nearby culverts with earthen drains for the discharge of
water from RCC drains. Wherever necessary pipes shall be laid to cross the side roads.
3. Km 6.813 (Minor bridge):Diversion road damaged at km 6+813 (MNB) and bigger size pot
holes formed and water stagnated in the depressions. Necessary actions shall be taken to
rectify the potholes and prevent the stagnation of water to improve the traffic safety.
4. Km 13.300 to km 13.900( Vaddupalle village limits) :Excavations made for the construction
of RCC drain in the village limits and not backfilled even after the construction of drain walls.
Open trenches adjacent to the carriageway posing as unsafe to the traffic and general public
in village limits. Immediate instructions shall be issued to backfill the trenches where
concreting of drain walls completed.
5. Toll plaza area(km 14.280 to km 14.72):PQC not completed at booth/canopy location (km
14.500) and traffic is allowed to pass on the subgrade. During recent rains bigger size
depressions/ ditches formed due to erosion of subgrade soil. Ditches with stagnated water
creating unsafe conditions to the traffic. You are requested to take immediate action to
rectify the depressions at the above said location which may endanger the safety of plying
traffic (especially two wheelers).
6. Km 14.647 to km 14.725:Work not progressing at the Toll Plaza location from last 2-months.
Safety sign boards and sand bag delineators not being maintained properly to guide the
traffic for avoiding deep excavations at culvert location etc. As such, safety of traffic user is
being neglected which is causing concern.
7. Km 14.835 (MNB):Excavations made for the construction of retaining walls on LHS.
Barricades and safety sign boards provided earlier not found at the site. Widening works not
progressing at this minor bridge location from last 2-months. Excavations made shall be
barricaded and sign boards shall be erected for the safety and information to the traffic users
to prevent possible hazards.

Construction activities delayed and virtually stopped from km 0.000 to km 29.000 from last 2-
months.
You are instructed to expedite the progress of road, drain and CD works, as the balance/ incomplete
works in Anantapur town, Kurugunta, Vaddu palle, Pampanuru village limits & Toll plaza area etc
causing severe inconvenience to the traffic and general public. Further, inadequate safety measures
at completed/incomplete works also creating safety issues which is causing concern to the
undersigned. We are instructing to improve the safety from time to time to your site representatives,
which are not being complied properly. It should be noted that Contractor is solely responsible for
the issues/consequences arising due to noncompliance of safety obligations.
