Arch._____________ & Engr. Michael F. Ilagan is pleased to submit this proposal for Architectural and
Engineering Design Services for the “Residential Bedroom Renovation” Project located in Blk __ lot __ &
_________ Antipolo City.

PROPOSAL
DESIGN SERVICES

1. SCOPE OF WORK

ARCHITECTURAL + ENGINEERING DESIGN SERVICES

The ARCHITECT, arch.______________, shall perform the Architect’s Regular Services as


defined in the Architect’s National Code.

The Services come in phases having the following sequence:

1.1 Schematic Design Phase

a. Confers with the OWNER on the Terms of Reference to ascertain and


confirm the requirements of the Project.

b. Prepares a Schematic Design Study with perspectives based on the Terms of


Reference and Project requirements leading to a recommended solution
including a general description of the Project for approval by the OWNER.

c. Submits to the OWNER a Statement of Probable Construction Cost based on


areas and current cost parameters.

1.2 Design Development Phase

a. Prepares from the approved Schematic Design Study, the Design Development
Documents consisting of Plans, Elevations, Sections and other drawings to
illustrate the size, detailed use of spaces and character of the Project.

b. Provide the OWNER two (2) sets of Design Development Documents for review
and approval by the OWNER. One set shall be properly signed and approved by
the OWNER and returned to the ARCHITECT.
1.3 Contract Document Phase (upon “go signal” from the OWNER)
a. Prepares from the Approved Design Development Documents the complete
construction drawings and specifications setting forth in detail the work
required for the Architectural + Engineering Design Services which includes
Architectural, Structural, Plumbing/Sanitary, Mechanical and Electrical Plans.

b. Prepares specifications describing type and quality of materials, finish and


manner of construction and describes the general conditions under which the
Project is to be constructed.

c. Prepares a Breakdown of the Cost Estimate of the Project, based on areas,


volumes and weight as parameters.

d. Keeps the OWNER informed of any adjustment to previous Statements of


Probable Project Construction Cost indicated by change in scope, requirements
or market conditions.

e. Set of Documents

The ARCHITECT shall furnish the OWNER Seven (7) sets of drawings
(Architectural, Structural, Plumbing/Sanitary, and Electrical Plans), specifications
and other Contract Documents for the Project. Extra sets of documents needed
by the OWNER or other agencies will be furnished by the ARCHITECT with the
cost of reproduction chargeable to the OWNER.

f. Assist the OWNER in preparing the required documents to secure approval and
permit from government authorities having jurisdiction over the design of the
Project.

1.3 Construction Phase

a. This phase of work commences with the award of the contract to the building
Contractor and terminates when the OWNER receives the Certificate of Final
Completion of the Project issued by the ARCHITECT.

Final completion of the Project shall mean that the contractor has completed
and performed his work in accordance with the plans, specifications and other
contract documents regardless whether or not the Contractor has been fully
paid by the OWNER. Issuance of Certificate of Completion does not release the
Contractor of his responsibility in accordance with the Civil Code of the
Philippines, should the building be damaged or collapses within fifteen (15)
years due to faulty construction.

b. The services under the Construction Phase shall be as follows:

1) Prepares supplementary drawings as may be required by actual Project


site conditions.

2) Checks and approves detailed construction shop drawings and as-built


drawings submitted by the Contractor.

3) Checks and approves samples, schedules and other submissions for


conformance with the plans, specifications and other contract
documents and written instructions from the ARCHITECT, OWNER, or
their representatives.

4) Advices or makes recommendations to the OWNER and the Contractor


on matters relating to the execution and progress of the work or the
interpretation of the contract documents including change order.

5) Conducts periodic site visits. Site visit schedule shall be as follows:


5.1 Structural Stage or the erection of the basic structure. Site visits
schedule will be during the site layout, foundation concreting, columns
and beams concreting, electrical/plumbing masonry ext, masonry
interior, slab, roof framing, roofing, ceiling doors and windows,
plastering, tiling, and painting.
c. The ARCHITECT’s responsibility is primarily the preparation of plans,
specification and construction documents. He shall not be responsible for the
Contractor’s failure to carry out the construction in accordance with the
contract documents, government laws and regulations provided that the
architect never accepted nor approved any shop drawings/ specifications
corresponding to any erroneous work of the contractor. Moreover, the architect
shall check the contractor’s work during site inspection, but shall not be
responsible on the management of the operations of the contractor.

2. OWNER’S RESPONSIBILITIES

2.1 Provides the ARCHITECT with full information regarding the requirements of the
Project.
2.2 Be responsible and make certain the availability, programming and allocation of
funds for the payment of services of the ARCHITECT and his Consultants.
2.3 Designates when necessary, representatives authorized to act for and in his behalf.
He shall render decisions pertaining to the documents submitted by the ARCHITECT
promptly so as to avoid unreasonable delay in the progress of the ARCHITECT’s
work.

3. FEES AND MANNER OF PAYMENT FOR ARCHITECT’S SERVICES

3.1 The ARCHITECT’S DESIGN FEE for the ARCHITECTURAL & ENGINEERING DESIGN
SERVICES shall be:

7.5% of Total Construction Cost (TCC)

Wherein TCC = Construction Area X Cost/S.QM. (prevailing market condition)

Ground Bedroom Renovation = 60 SQM

Total Probable Construction Cost = 1M

1M PHP * 7.5% = 75,000PHP (ARCHITECT’S FEE)


SEVENTY FIVE THOUSAND PESOS ONLY

These design fees are not refundable.

Changes in the proposed project, the design concept (including exploring alternative
designs or lay-out), may increase the area, and accordingly the design fee. In such
event, a written change order will be executed by the parties to adjust the payment
schedule to add the additional design fee.

All design fees are due and payable upon receipt of the deliverables, in cash or
check (pay to cash) to Name ______________

3.2 Payment to the ARCHITECT shall be made as follows:

FOR COMPLETE ARCHITECTURAL and ENGINEERING DESIGN SERVICES

a. Upon confirmation of this proposal, and presentation of the Preliminary


Schematic Design, Fifteen Percent (15%) of the fee for the COMPLETE
ARCHITECTURAL and ENGINEERING DESIGN SERVICES or a lump sum amount of
ELEVEN THOUSAND THOUSAND TWO HUNDRED FIFTY PESOS (P 11,250.00).
Submissions shall be the following:
a.1. Architect’s Proposal
a.2. Design Concepts, Design Images, Perspectives and Floor Plans

b. Upon completion of the Design Development Phase but not more than Five (5)
days after submission of the Design Development Plans to the OWNER, Thirty
Percent (30%) of the fee or a lump sum amount of TWENTY TWO THOUSAND
FIVE HUNDRED PESOS (P 22,500.00).

Submissions for client’s approval are the following:


b.1. Detailed Floor Plans
b.2. Detailed Elevations and Sections
b.3. Perspectives
b.4. Material Specifications and Schedule of Finishes
c. Upon completion of the Contract Document Phase but not more than Five (5)
days after submission of the Contract Documents and Plans to the OWNER, Fifty
Percent (50%) of the fee or a lump sum amount of THIRTY SEVEN THOUSAND
FIVE HUNDRED PESOS (P 37,500.00).
Submissions shall be the following:
c.1. Architectural Plans – ( 5 sets for Building Permit in a1, 1 set Owner’s copy, 1
set Contractor’s copy in A3),
SIGNED AND SEALED
c.2. Structural Plans – ( 5 sets for Building Permit in a1, 1 set Owner’s copy, 1 set
Contractor’s copy in A3),
SIGNED AND SEALED by contractor
c.3. Plumbing/Sanitary Plans - ( 5 sets for Building Permit in a1, 1 set Owner’s
copy, 1 set Contractor’s copy in A3),
SIGNED AND SEALED by contractor
c.4. Electrical Plans - ( 5 sets for Building Permit in a1, 1 set Owner’s copy, 1 set
Contractor’s copy in A3),
SIGNED AND SEALED by contractor
c.5. Other Building Permit Documents – Structural Computations, Bill of
Materials, and Specifications
SIGNED AND SEALED by contractor
d. The balance of the ARCHITECT’s fee, Five Percent (5%) or a lump sum amount of
THREE THOUSAND SEVEN HUNDRED FIFTY PESOS (P 3,750.00) shall be paid
upon completion of ARCHITECT’s inspection of work during the structural stage,
finishing stage, and final stage of project completion and for liability under the
Civil Code of the Philippines.

4. OTHER CONDITIONS

4.1 Changes in Scope of Services

The OWNER may anytime change the Scope of the service under this Contract.
Should the OWNER increase the Scope of Services of the ARCHITECT, a
Supplemental Agreement stipulating the scope, additional fees and time
involved shall be indicated.

4.2 Work Suspended or Abandoned

If the work of the ARCHITECT is to be suspended or abandoned in whole or in


part due to force majeure, or for reasons beyond the ARCHITECT’S control or
upon the order of the OWNER, the ARCHITECT is to be paid a fee based on the
phase of work already accomplished. If the work is suspended or abandoned
after the completion of the Contract Document Phase, but before construction,
the ARCHITECT is to be paid NINETY FIVE PERCENT (95%) of the ARCHITECT’s
fee.

4.3 Fee Corresponding to Liability and Inspection Work

The remaining Five Percent (5%) of the ARCHITECT’s fee which shall be withheld
by the OWNER in case the work is abandoned and the Project not implemented,
corresponds to the ARCHITECT’s fee for his liability under the Civil Code of the
Philippines.

5. OWNERSHIP OF DOCUMENTS AND PROTECTION OF INTELLECTUAL PROPERTY

5.1 Pursuant to the principle and spirit embodied in Presidential Decree No. 49 on the
Protection of Intellectual Property date November 1972, the Work of Architecture;
ornamental design maps; maps; plans; sketches and charts; drawings or a scientific
or technical character; scientific and artistic work as the creative conceptual designs
indicated or projected in the drawings and/or reports are, and shall remain the
property of the ARCHITECT.

5.2 Republic Act 545 Section 24.(4) stipulates that all designs, drawings, specifications
and copies thereof, prepared by the ARCHITECT as instruments of service, are the
property and documents of the ARCHITECT whether the work for which they are
made may be executed or not, and it shall be unlawful for any person to copy,
duplicate said documents for use on other works except by written consent of the
ARCHITECT or author of said documents and the ARCHITECT properly compensated
for it.
